道路甩掛運輸系統(tǒng)安全水平評價

【摘要】:為了分析在我國目前的政策、技術(shù)等環(huán)境水平下甩掛運輸系統(tǒng)的安全水平,在分析其發(fā)展風(fēng)險因素的基礎(chǔ)上,將甩掛運輸系統(tǒng)劃分為子系統(tǒng)。建立了各子系統(tǒng)與系統(tǒng)安全水平之間的因果關(guān)系模型,并分析了因果反饋環(huán)。繪制了系統(tǒng)動力學(xué)流圖,并進行了仿真分析。結(jié)果表明:甩掛運輸系統(tǒng)安全水平2013年為81.673 7,2015年為89.461 3,等級為良。這說明隨著運輸組織調(diào)度能力、安全技術(shù)水平的提高和政策環(huán)境的改善,系統(tǒng)安全水平偏低但會不斷提高,在發(fā)展初期需要加強安全管理。通過子系統(tǒng)的靈敏性分析發(fā)現(xiàn):甩掛運輸政策環(huán)境和甩掛車輛安全技術(shù)水平是對系統(tǒng)安全水平影響較大的因素,因此應(yīng)盡快完善相關(guān)政策法規(guī),并提高對甩掛車輛的安全投入,以促進甩掛運輸?shù)陌踩、快速發(fā)展。
[Abstract]:In order to analyze the safety level of the transportation system under the current policy, technology and other environmental levels in our country, and on the basis of analyzing the risk factors of its development, The transportation system is divided into subsystems, the causality model between each subsystem and the safety level of the system is established, the causal feedback loop is analyzed, and the system dynamic flow diagram is drawn. The simulation results show that the safety level of the transportation system is 81.673 7 in 2013 and 89.4613 in 2015. This indicates that with the improvement of transportation organization and dispatching ability, the safety technology level and the policy environment are improved. The security level of the system is low but will continue to improve. In the early stage of development, it is necessary to strengthen the safety management. Through the sensitivity analysis of the subsystem, it is found that the transportation policy environment and the safety technical level of the dump and hang vehicle are the factors that have a great influence on the safety level of the system, so we should improve the relevant policies and regulations as soon as possible. In order to promote the safety and rapid development of swing-and-hang transportation, the safety investment of swing and hang-up vehicles is improved.
