【摘要】：雪災(zāi)是影響青海南部高原牧業(yè)生產(chǎn)最主要的自然災(zāi)害。果洛州由于位置偏遠(yuǎn),地理環(huán)境復(fù)雜,經(jīng)濟(jì)發(fā)展相對滯后,其道路建設(shè)相對比較落后,所以當(dāng)雪災(zāi)來臨時(shí)往往受災(zāi)比較嚴(yán)重。本文通過利用青海省果洛州公路網(wǎng)、鄉(xiāng)級氣象資料與社會經(jīng)濟(jì)發(fā)展數(shù)據(jù),采用ArcGIS軟件,層次分析法(AHP)與聚類分析方法相結(jié)合的方法,對果洛地區(qū)40個(gè)鄉(xiāng)鎮(zhèn)的雪災(zāi)道路成災(zāi)風(fēng)險(xiǎn)進(jìn)行評估。通過雪災(zāi)致險(xiǎn)程度指數(shù)與脆弱性指數(shù)耦合,計(jì)算果洛州雪災(zāi)公路成災(zāi)風(fēng)險(xiǎn)指數(shù),從而為雪災(zāi)后果洛州地區(qū)的救援與道路疏通提供科學(xué)的參考和依據(jù),對防災(zāi)、救災(zāi)工作能有所幫助。結(jié)果表明,果洛州40個(gè)鄉(xiāng)鎮(zhèn)的公路雪災(zāi)風(fēng)險(xiǎn)為輕度的鄉(xiāng)鎮(zhèn)占鄉(xiāng)鎮(zhèn)總數(shù)的42.5%,中度的占32.5%,較重的占10%,重度的占15%,因此可以認(rèn)為所研究的40個(gè)鄉(xiāng)鎮(zhèn)中,雪災(zāi)公路的成災(zāi)風(fēng)險(xiǎn)以輕、中度為主,部分地區(qū)情況較重。通過得出的結(jié)論,專門針對公路提出相應(yīng)的防災(zāi)、救災(zāi)建議。由于前人所進(jìn)行的大多數(shù)研究是從大尺度的領(lǐng)域?qū)ρ?zāi)進(jìn)行研究,而從鄉(xiāng)鎮(zhèn)一級出發(fā)并且專門將公路作為承險(xiǎn)體來進(jìn)行研究的非常少,所以本研究對防災(zāi)救災(zāi)工作有很強(qiáng)的實(shí)用價(jià)值和可操作性。
[Abstract]:Snow disaster is the most important natural disaster affecting animal husbandry production in the southern plateau of Qinghai. Because of its remote location, complex geographical environment, relatively backward economic development, and relatively backward road construction, Therefore, when the snow disaster comes, the disaster is often more serious. This paper combines the road network, township meteorological data and socio-economic development data of Guoluo County, Qinghai Province, with ArcGIS software, Analytic hierarchy process (AHP) and cluster analysis. This paper evaluates the risk of snow disaster road in 40 villages and towns in Guoluo area. Through the coupling of snow disaster risk index and vulnerability index, the disaster risk index of snow disaster road in Guoluo County is calculated. Thus, it can provide scientific reference and basis for rescue and road dredging in Guoluo County after snow disaster, and can be helpful for disaster prevention and relief work. The results show that, The road snow disaster risk of 40 towns in Guoluo County is 42.5% of the total number of towns and townships of light degree, 32.5% of which is moderate, 10% of the heavier, 1510% of the heavy. Therefore, it can be considered that the risk of the snow disaster road in the 40 villages and towns studied is mainly light and moderate. In some areas, the situation is relatively serious. Through the conclusions reached, the corresponding disaster prevention and disaster relief suggestions were made specifically for the highway. Since most of the previous studies were carried out on a large scale, the snow disaster was studied. But from the township level and special highway as a risk body to study very few, so this study on disaster prevention and relief work has a strong practical value and maneuverability.
