【摘要】:縱觀國內(nèi)目前的現(xiàn)狀,基建行業(yè)一直是安全事故和安全意外事件的高發(fā)行業(yè)。這不但使人民的生命安全和國家財產(chǎn)遭受到巨大的損失,還給企業(yè)和行業(yè)的健康和可持續(xù)發(fā)展帶來不少負面影響,甚至對社會穩(wěn)定和國民經(jīng)濟發(fā)展都造成了很大的威脅。這些年來,雖然我國建立了不少建設(shè)工程安全生產(chǎn)管理體制,,但每年因基建工程施工安全事故死亡的人數(shù)依然數(shù)千人,每年因基建工程施工安全事故造成的直接經(jīng)濟損失超百億元,F(xiàn)階段,在國家4萬億投資基礎(chǔ)設(shè)施的大背景下,如何在高速發(fā)展的同時確保基建工程施工安全生產(chǎn)目標的實現(xiàn)已成為全社會關(guān)注的焦點。 LYXC項目位于珠海高欄島石化倉儲區(qū)內(nèi),開山爆破區(qū)位于九豐阿科庫區(qū)以南,最近水平距離約280米。另外,在距項目不遠處還有其它已經(jīng)投產(chǎn)的LPG碼頭以及化工基地。LYXC項目爆破的山體山高坡陡,周圍又是液化石油氣倉儲區(qū)及化工基地,屬于高度易燃易爆物質(zhì),這對本項目提出了很高的要求,稍有不慎,就會造成嚴重的安全事故。 本文針對我國安全管理的現(xiàn)狀,通過LYXC項目的施工安全管理的研究,以求找到一個可靠的安全管理模式,通過系統(tǒng)的安全管理從而降低施工安全的風險。本文通過LYXC的現(xiàn)場施工安全管理安全隱患分析、方法分析以及目標和制度分析,探討了影響現(xiàn)場施工安全管理的幾個因素。本文通過對LYXC的現(xiàn)場施工安全管理的研究,分析了項目現(xiàn)場施工安全管理的控制的基本內(nèi)容與控制要點,并且建立了項目現(xiàn)場施工安全管理的控制結(jié)構(gòu)體系。在此基礎(chǔ)上,構(gòu)建了LYXC項目現(xiàn)場施工安全管理經(jīng)濟效益的控制模型,對項目現(xiàn)場施工安全管理的經(jīng)濟效益進行了研究。 理論與實際相結(jié)合,本文在前人理論研究的基礎(chǔ)上,結(jié)合LYXC項目的實際情況,通過工程管理和工程技術(shù)手段以及現(xiàn)場施工安全管理控制體系,構(gòu)建一個可靠的安全管理經(jīng)濟效益模型。采用系統(tǒng)研究方法,其中包括了理論和經(jīng)驗的系統(tǒng)分析,探討適用于項目現(xiàn)場施工安全管理控制途徑以及控制結(jié)構(gòu)體系,形成較完善的項目施工安全管理經(jīng)濟效益模型。 在本文的最后,研究得出在施工安全管理方面最重要的一些因素,同時提出值得進一步研究的問題。
[Abstract]:Looking at the current situation in China, the infrastructure industry has always been a high incidence of safety accidents and safety accidents. This has not only caused people's lives and national property to suffer enormous losses, It also brings many negative effects to the healthy and sustainable development of enterprises and industries, and even poses a great threat to social stability and the development of the national economy. However, the number of people who die every year from safety accidents in infrastructure construction is still several thousand, and the direct economic losses caused by construction safety accidents in infrastructure projects each year exceed 10 billion yuan. At this stage, against the backdrop of the state's 4 tillion investment in infrastructure facilities, How to ensure the realization of the goal of construction safety in the construction of capital construction has become the focus of attention of the whole society. The LYXC project is located in the petrochemical storage area of Gaolan Island in Zhuhai, and the Kaishan blasting area is located south of the Jiufeng Ako Reservoir area. The nearest horizontal distance is about 280m. Not far from the project, there are other LPG docks and chemical base. LYXC project blasting mountain mountain high slope steep, surrounded by liquefied petroleum gas storage area and chemical base, belong to highly flammable and explosive substances, This puts forward the very high request to this project, a little carelessness, can cause the serious safety accident. In this paper, according to the present situation of safety management in our country, through the research of construction safety management of LYXC project, in order to find a reliable safety management mode, Through systematic safety management to reduce the risk of construction safety. This paper analyzes the hidden dangers of site construction safety management by LYXC, method analysis, objective and system analysis, This paper discusses several factors that affect the site construction safety management. Through the research on the site construction safety management of LYXC, this paper analyzes the basic contents and main points of the control of the project site construction safety management. On the basis of this, the control model of LYXC project site construction safety management economic benefit is constructed, and the economic benefit of project site construction safety management is studied. Combining theory with practice, based on the previous theoretical research, this paper combines the actual situation of LYXC project, through engineering management, engineering technology means and site construction safety management and control system. A reliable economic benefit model of safety management is constructed. The systematic research method, including the systematic analysis of theory and experience, is used to discuss the ways of safety management and control as well as the control structure system suitable for project site construction. To form a more perfect economic model of project construction safety management. At the end of this paper, the most important factors in construction safety management are obtained, and some problems worthy of further study are put forward.
