【摘要】：生產(chǎn)安全工作一直是經(jīng)濟(jì)社會(huì)發(fā)展過(guò)程中非常重要的環(huán)節(jié)。由于我國(guó)安全生產(chǎn)工作具有長(zhǎng)期性、復(fù)雜性和反復(fù)性的特點(diǎn),企業(yè)主體責(zé)任不落實(shí)、非法違法行為仍然突出和安全管理與監(jiān)督不到位等原因,生產(chǎn)安全形勢(shì)依然非常嚴(yán)峻,事故總量仍然較大。究其根本原因,還是生產(chǎn)安全事故信息傳播力度不夠,一些生產(chǎn)經(jīng)營(yíng)單位的管理層和一線員工安全知識(shí)匱乏、安全意識(shí)淡薄。提高企業(yè)領(lǐng)導(dǎo)和職工的安全知識(shí)水平,強(qiáng)化企業(yè)領(lǐng)導(dǎo)和職工的安全意識(shí),是提高領(lǐng)導(dǎo)和員工的安全文化素養(yǎng),是安全生產(chǎn)的重要保障。因此,為了實(shí)現(xiàn)安全生產(chǎn),降低事故發(fā)生,減少人員傷亡和財(cái)產(chǎn)損失,應(yīng)該大力開(kāi)展生產(chǎn)安全事故信息傳播工作,全面提高安全管理水平。(1)總結(jié)歸納了國(guó)內(nèi)交通、煤炭、消防、食品、電力、農(nóng)機(jī)等生產(chǎn)領(lǐng)域的生產(chǎn)安全事故信息傳播的工作經(jīng)驗(yàn)及理論。從總體上看,我國(guó)的生產(chǎn)安全工作行業(yè)領(lǐng)域跨度大,在很長(zhǎng)的時(shí)間內(nèi)各行業(yè)領(lǐng)域的信息傳播工作基本處于各自為政的狀態(tài),沒(méi)能形成統(tǒng)一的安全生產(chǎn)事故信息傳播理論體系。本文力圖分析生產(chǎn)安全事故信息傳播的內(nèi)涵及作用,分析生產(chǎn)安全事故信息傳播的主要影響因素,形成系統(tǒng)的生產(chǎn)安全事故信息傳播理論。(2)結(jié)合信息傳播學(xué)和生產(chǎn)安全事故的特點(diǎn),認(rèn)為與生產(chǎn)安全事故相關(guān)的各類(lèi)信息都可以歸為生產(chǎn)安全事故信息,生產(chǎn)安全事故信息傳播是指為了增強(qiáng)受眾安全意識(shí)和安全行為,改善安全生產(chǎn)形勢(shì),由信息傳播主體組織的有目的、有計(jì)劃的,通過(guò)各種形式的傳播媒介,把生產(chǎn)安全事故有關(guān)的各類(lèi)信息公布于受眾的個(gè)體社會(huì)化和社會(huì)個(gè)性化的實(shí)踐活動(dòng)。生產(chǎn)安全事故信息傳播具有知曉現(xiàn)場(chǎng)、控制謠言和教育功能。生產(chǎn)安全事故信息傳播應(yīng)該遵循及時(shí)性原則、真實(shí)性原則、連貫性原則和人性化原則。生產(chǎn)安全事故信息的傳播過(guò)程可劃分為常規(guī)傳播過(guò)程和非常規(guī)傳播過(guò)程。在德弗勒大眾媒介體系模式的基礎(chǔ)上構(gòu)建生產(chǎn)安全事故信息傳播模式。(3)介紹了適合于生產(chǎn)安全生產(chǎn)事故信息傳播的SEIRS信息擴(kuò)散動(dòng)力模型、BASS信息擴(kuò)散動(dòng)力模型、信息生命周期演化動(dòng)力模型和網(wǎng)絡(luò)信息擴(kuò)散時(shí)效分析的基本原理。(4)建立生產(chǎn)安全事故信息傳播效果評(píng)價(jià)模型,可以實(shí)現(xiàn)對(duì)信息傳播工作實(shí)際效果的監(jiān)督評(píng)價(jià),通過(guò)效果評(píng)價(jià)可以找出信息傳播工作的薄弱環(huán)節(jié),明確工作重點(diǎn),優(yōu)化信息傳播內(nèi)容和途徑。本文針對(duì)生產(chǎn)安全事故信息傳播的特點(diǎn),構(gòu)建了效果評(píng)價(jià)指標(biāo)體系,進(jìn)行了指標(biāo)選取分析,概述了層次分析法和模糊綜合評(píng)判法對(duì)評(píng)價(jià)指標(biāo)的量化過(guò)程。(5)基于SEIRS信息擴(kuò)散模型分析了各敏感參數(shù)對(duì)信息傳播動(dòng)力過(guò)程的影響規(guī)律,得出傳播態(tài)人群比例I(t)主要受隱伏率、直接感染率、間接感染率、退出率、直接免疫率、免疫退化率、話題衍生率影響�；贐ASS信息擴(kuò)散模型,分析了影響謠言信息擴(kuò)散的關(guān)鍵要素,得出謠言信息影響人數(shù)受非正式渠道系數(shù)以及信息失真度的影響�；谙到y(tǒng)動(dòng)力學(xué)原理,分析了各種參數(shù)對(duì)信息生命周期演化過(guò)程的影響,結(jié)果表明,信息主體影響率、受眾評(píng)價(jià)值、受眾參與度和信息可見(jiàn)度對(duì)信息效用的影響比較明顯;信息主體影響率、受眾評(píng)價(jià)值和信息可見(jiàn)度對(duì)受眾關(guān)注度的影響比較明顯。信息效用和受眾關(guān)注度的變化過(guò)程可以反映信息生命周期演化規(guī)律。(6)根據(jù)生產(chǎn)安全事故信息傳播過(guò)程結(jié)構(gòu)要素和信息傳播模式,從傳播組織管理、傳播媒體管理、傳播傳播主體管理、傳播受眾管理和傳播檔案管理等五個(gè)方面闡釋了生產(chǎn)安全事故信息傳播過(guò)程管理方法,為生產(chǎn)安全事故現(xiàn)場(chǎng)的信息傳播工作提供理論指導(dǎo)。(7)針對(duì)平邑事故救援事件,根據(jù)安全生產(chǎn)事故信息傳播媒介體系構(gòu)建理論,成立了適用于事故救援現(xiàn)場(chǎng)信息傳播工作機(jī)構(gòu)、組建了分工明確的傳播隊(duì)伍、形成了互動(dòng)協(xié)調(diào)機(jī)制,構(gòu)建了高效的信息傳播媒介載體與形式。運(yùn)用安全生產(chǎn)事故信息傳播的分眾理論,開(kāi)展了事故救援信息傳播的后期效果跟蹤,構(gòu)建了宣傳效果的評(píng)價(jià)指標(biāo)體系,并運(yùn)用AHP層次分析法分析得出信息傳播效果的主導(dǎo)因素為傳播內(nèi)容真實(shí)性,傳播時(shí)間投入、發(fā)布及時(shí)性、傳播資金投入、受眾態(tài)度改變率,利用Fuzzy模糊綜合評(píng)判法得出信息傳播效果為“很好”級(jí)別,并提出了改進(jìn)措施。(8)結(jié)合事故救援案例,在主要時(shí)間節(jié)點(diǎn)上搜集相關(guān)網(wǎng)絡(luò)新聞報(bào)道和微博信息,分析了新聞報(bào)道數(shù)隨時(shí)間的變化規(guī)律,分析了微博信息在微博平臺(tái)中的傳播規(guī)律,得出網(wǎng)絡(luò)媒體新聞發(fā)布與事故救援的突破性進(jìn)展緊密相關(guān),微博信息發(fā)布與事故救援的突破性進(jìn)展緊密相關(guān),除此之外,單條微博信息具有一定的時(shí)效性。(9)結(jié)合平邑事故救援案例,分析了SEIRS和BASS信息擴(kuò)散動(dòng)力模型對(duì)于預(yù)測(cè)事故救援信息傳播的可行性,剖析了模型參數(shù)的內(nèi)涵,提出了擴(kuò)大正面輿情擴(kuò)散范圍的有效措施,提出了控制非正式渠道謠言擴(kuò)散范圍的有效措施。
[Abstract]:Work safety is an important link in the process of economic and social development. As China's production safety work is long-term, complexity and repetition, not the implementation of corporate responsibility, illegal violations still outstanding and safety management and supervision is not in place and other reasons, the production safety situation is still very serious, the total accident is still large. For the reason, or the production safety accident information communication is not enough, some of the production and business units management and front-line staff lack of safety knowledge, safety consciousness. To improve the safety level of knowledge of enterprise leaders and workers, strengthen safety awareness of business leaders and workers, improve leadership and employee safety culture, is an important guarantee the safety of production. Therefore, in order to achieve safe production, reduce accidents and reduce casualties and property losses, should vigorously carry out health Production safety accident information dissemination work, and comprehensively improve the level of safety management. (1) summarized the domestic traffic, coal, fire, food, power, work experience and theory of production safety accident information dissemination of agricultural production field. This article tries to analyze and use the connotation of production safety accident information dissemination, analysis on the main factors influencing the production safety accident information dissemination, form the theory of production safety accident information system. (2) according to the characteristics of information dissemination and production safety accidents, that all kinds of information related to production safety accidents can be classified as production safety accident information, production Safety information communication refers to the audience in order to enhance the safety awareness and behavior, improve the production safety situation, the dissemination of information organization is to plan, through various forms of media, the production safety accidents related to all kinds of information released to the audience's individual socialization and social practice.
