【摘要】：生產安全工作一直是經濟社會發(fā)展過程中非常重要的環(huán)節(jié)。由于我國安全生產工作具有長期性、復雜性和反復性的特點,企業(yè)主體責任不落實、非法違法行為仍然突出和安全管理與監(jiān)督不到位等原因,生產安全形勢依然非常嚴峻,事故總量仍然較大。究其根本原因,還是生產安全事故信息傳播力度不夠,一些生產經營單位的管理層和一線員工安全知識匱乏、安全意識淡薄。提高企業(yè)領導和職工的安全知識水平,強化企業(yè)領導和職工的安全意識,是提高領導和員工的安全文化素養(yǎng),是安全生產的重要保障。因此,為了實現安全生產,降低事故發(fā)生,減少人員傷亡和財產損失,應該大力開展生產安全事故信息傳播工作,全面提高安全管理水平。(1)總結歸納了國內交通、煤炭、消防、食品、電力、農機等生產領域的生產安全事故信息傳播的工作經驗及理論。從總體上看,我國的生產安全工作行業(yè)領域跨度大,在很長的時間內各行業(yè)領域的信息傳播工作基本處于各自為政的狀態(tài),沒能形成統一的安全生產事故信息傳播理論體系。本文力圖分析生產安全事故信息傳播的內涵及作用,分析生產安全事故信息傳播的主要影響因素,形成系統的生產安全事故信息傳播理論。(2)結合信息傳播學和生產安全事故的特點,認為與生產安全事故相關的各類信息都可以歸為生產安全事故信息,生產安全事故信息傳播是指為了增強受眾安全意識和安全行為,改善安全生產形勢,由信息傳播主體組織的有目的、有計劃的,通過各種形式的傳播媒介,把生產安全事故有關的各類信息公布于受眾的個體社會化和社會個性化的實踐活動。生產安全事故信息傳播具有知曉現場、控制謠言和教育功能。生產安全事故信息傳播應該遵循及時性原則、真實性原則、連貫性原則和人性化原則。生產安全事故信息的傳播過程可劃分為常規(guī)傳播過程和非常規(guī)傳播過程。在德弗勒大眾媒介體系模式的基礎上構建生產安全事故信息傳播模式。(3)介紹了適合于生產安全生產事故信息傳播的SEIRS信息擴散動力模型、BASS信息擴散動力模型、信息生命周期演化動力模型和網絡信息擴散時效分析的基本原理。(4)建立生產安全事故信息傳播效果評價模型,可以實現對信息傳播工作實際效果的監(jiān)督評價,通過效果評價可以找出信息傳播工作的薄弱環(huán)節(jié),明確工作重點,優(yōu)化信息傳播內容和途徑。本文針對生產安全事故信息傳播的特點,構建了效果評價指標體系,進行了指標選取分析,概述了層次分析法和模糊綜合評判法對評價指標的量化過程。(5)基于SEIRS信息擴散模型分析了各敏感參數對信息傳播動力過程的影響規(guī)律,得出傳播態(tài)人群比例I(t)主要受隱伏率、直接感染率、間接感染率、退出率、直接免疫率、免疫退化率、話題衍生率影響�；贐ASS信息擴散模型,分析了影響謠言信息擴散的關鍵要素,得出謠言信息影響人數受非正式渠道系數以及信息失真度的影響�；谙到y動力學原理,分析了各種參數對信息生命周期演化過程的影響,結果表明,信息主體影響率、受眾評價值、受眾參與度和信息可見度對信息效用的影響比較明顯;信息主體影響率、受眾評價值和信息可見度對受眾關注度的影響比較明顯。信息效用和受眾關注度的變化過程可以反映信息生命周期演化規(guī)律。(6)根據生產安全事故信息傳播過程結構要素和信息傳播模式,從傳播組織管理、傳播媒體管理、傳播傳播主體管理、傳播受眾管理和傳播檔案管理等五個方面闡釋了生產安全事故信息傳播過程管理方法,為生產安全事故現場的信息傳播工作提供理論指導。(7)針對平邑事故救援事件,根據安全生產事故信息傳播媒介體系構建理論,成立了適用于事故救援現場信息傳播工作機構、組建了分工明確的傳播隊伍、形成了互動協調機制,構建了高效的信息傳播媒介載體與形式。運用安全生產事故信息傳播的分眾理論,開展了事故救援信息傳播的后期效果跟蹤,構建了宣傳效果的評價指標體系,并運用AHP層次分析法分析得出信息傳播效果的主導因素為傳播內容真實性,傳播時間投入、發(fā)布及時性、傳播資金投入、受眾態(tài)度改變率,利用Fuzzy模糊綜合評判法得出信息傳播效果為“很好”級別,并提出了改進措施。(8)結合事故救援案例,在主要時間節(jié)點上搜集相關網絡新聞報道和微博信息,分析了新聞報道數隨時間的變化規(guī)律,分析了微博信息在微博平臺中的傳播規(guī)律,得出網絡媒體新聞發(fā)布與事故救援的突破性進展緊密相關,微博信息發(fā)布與事故救援的突破性進展緊密相關,除此之外,單條微博信息具有一定的時效性。(9)結合平邑事故救援案例,分析了SEIRS和BASS信息擴散動力模型對于預測事故救援信息傳播的可行性,剖析了模型參數的內涵,提出了擴大正面輿情擴散范圍的有效措施,提出了控制非正式渠道謠言擴散范圍的有效措施。
