【摘要】：摘要：本文從安全科學(xué)的比較實(shí)踐入手,從學(xué)科高度與方法學(xué)視野來研究比較安全學(xué)問題�；趪鴥�(nèi)外比較安全學(xué)發(fā)展現(xiàn)狀文獻(xiàn)分析結(jié)果,歸納出比較安全學(xué)在學(xué)科及其體系,基礎(chǔ)理論,及其應(yīng)用模式面存在的三大問題。為了系統(tǒng)地構(gòu)建起比較安全學(xué)理論與學(xué)科體系、規(guī)范其應(yīng)用模式、提高其比較實(shí)踐效果、促進(jìn)安全科學(xué)發(fā)展,通過對安全科學(xué)、比較學(xué)、系統(tǒng)學(xué)、比較法學(xué)、比較管理學(xué)與比較教育學(xué)等相關(guān)學(xué)科的思想、理論、學(xué)科體系與研究方法的考察,綜合運(yùn)用比較、借鑒、歸納、演繹、歷史分析,及分析-綜合等方法,緊扣比較安全學(xué)的實(shí)踐性、交叉性與工具性三大特征,系統(tǒng)地開展了比較安全學(xué)的內(nèi)涵外延、基礎(chǔ)理論、學(xué)科體系、分支學(xué)科、應(yīng)用模式,及其比較實(shí)踐等研究,主要完成的研究工作與獲得的結(jié)論如下。 (1)首先基于國內(nèi)外比較方法在安全科學(xué)各領(lǐng)域中應(yīng)用文獻(xiàn)的檢索分析,發(fā)現(xiàn)比較安全學(xué)存在學(xué)科及其體系尚未建立、基礎(chǔ)理論缺失,及其比較應(yīng)用模式?jīng)]有統(tǒng)一與規(guī)范三大問題；并在對比分析我國安全生產(chǎn)現(xiàn)狀與國外主要發(fā)達(dá)國家差距的基礎(chǔ)上,根據(jù)安全科學(xué)發(fā)展需要,闡述了本文研究的理論與現(xiàn)實(shí)意義,提出了本文研究的主要內(nèi)容、方法及技術(shù)路線。 (2)在界定安全科學(xué)、比較方法與比較學(xué)等相關(guān)概念基礎(chǔ)上,從學(xué)科層面提煉出比較安全學(xué)的定義,闡述其內(nèi)涵與外延,總結(jié)出其源于安全學(xué)比較實(shí)踐的實(shí)踐性特征,剖析了其跨時空與跨學(xué)科的綜合與交叉學(xué)科屬性,并歸納出其作為安全科學(xué)研究基本工具之一的核心功能；在此基礎(chǔ)上,提出了比較安全學(xué)方法論體系,構(gòu)建其理論基礎(chǔ)體系,為比較安全學(xué)構(gòu)建,及其應(yīng)用與發(fā)展奠定基礎(chǔ)。 (3)基于比較安全學(xué)屬性與研究范疇,參考安全科學(xué)與比較學(xué)學(xué)科體系,從安全科學(xué)的理論類別、災(zāi)害類別、安全管理類別、工程類別,以及安全學(xué)科的縱向分支5個方面構(gòu)建比較安全學(xué)的學(xué)科分支體系,以形成其學(xué)科體系框架,為比較安全學(xué)發(fā)展及其應(yīng)用明確了方向。 (4)根據(jù)比較安全學(xué)的比較實(shí)踐需要,參考比較研究要素相關(guān)概念,界定了比較安全研究中的比較主體、比較客體、比較目標(biāo)、比較研究方法與比較結(jié)果5個基本要素,以及比較環(huán)境、比較維度、比較單元、比較標(biāo)準(zhǔn)與比較結(jié)論5個相關(guān)要素,并較為全面地闡述了這些比較要素的屬性、范疇與特征,最后基于比較要素的相互作用邏輯與層次關(guān)系,構(gòu)建其相互作用的機(jī)翼模型,為比較安全學(xué)研究與應(yīng)用提供規(guī)范性與統(tǒng)一的要素,夯實(shí)了比較安全學(xué)基礎(chǔ)理論體系。 (5)依照比較安全學(xué)客體屬性,闡述比較單元與比較路徑的概念與性質(zhì)；基于比較安全學(xué)的時空與知識維度,制定比較單元與比較路徑的劃分方法,并獲得了“以安全科學(xué)空間維度為基準(zhǔn)”、“以安全科學(xué)時間維度為基準(zhǔn)”與“以安全科學(xué)知識維度為基準(zhǔn)”的3類比較單元,以及“同空間-歷時性”、“當(dāng)代異空間-共時性”、“異空間-歷時綜合性”、“安全科學(xué)-歷時性”、“當(dāng)代共時-跨學(xué)科性”、“跨學(xué)科-歷時綜合性”、“同空間-跨學(xué)科性”、“安全學(xué)科-跨空間性”與“跨學(xué)科-異空間綜合性”9條有效比較路徑；并剖析了比較單元與比較路徑的屬性與特征,為確定比較研究框架、明確比較研究方向與選擇比較研究模式提供依據(jù)與支持。 (6)基于比較安全學(xué)的比較主體主觀能動性,剖析其比較認(rèn)知活動,構(gòu)建比較安全學(xué)的比較認(rèn)知行為模型；然后,基于比較研究過程特征與比較安全學(xué)實(shí)踐需要,以比較分析活動的“比較準(zhǔn)備-比較分析-比較總結(jié)”為主線,結(jié)合比較安全學(xué)的比較要素,融合主體在比較研究中的主觀認(rèn)知活動,綜合構(gòu)建比較安全學(xué)基于認(rèn)知活動的比較分析過程與模式,為比較安全學(xué)的比較實(shí)踐提供科學(xué)、統(tǒng)一與規(guī)范的比較范式,以提高比較安全學(xué)研究的效率與科學(xué)性。 (7)根據(jù)比較學(xué)、安全管理學(xué)與比較管理學(xué)等學(xué)科的思想、理論與方法,首先提出比較安全管理學(xué)的定義及其內(nèi)涵,闡述了其學(xué)科理論基礎(chǔ)；其次描述其比較對象、內(nèi)容、方法、環(huán)境等要素的相互作用關(guān)系,提出比較安全學(xué)的研究內(nèi)容,構(gòu)建比較安全管理學(xué)“知識維-技術(shù)維-邏輯維-理論維”的四維方法論體系；最后,基于比較分析過程特征,指出比較過程適用的研究方法,并構(gòu)建了比較安全管理學(xué)研究范式。 (8)基于比較學(xué)、安全法學(xué)與比較法學(xué)等相關(guān)學(xué)科的思想、理論與方法,首先提出比較安全法學(xué)的定義及其內(nèi)涵,構(gòu)建其縱向與橫向?qū)W科分支體系,確定比較安全法學(xué)研究的維度；然后,基于安全法的四個主要組成部分,界定比較安全法學(xué)的研究內(nèi)容,構(gòu)建其四維方法論體系；最后,基于比較安全法研究與應(yīng)用需要,提出研究過程所適用的研究方法,并建立以“規(guī)范比較為起點(diǎn)、功能比較為主體、文化比較為輔”的比較安全法學(xué)綜合比較路徑與模式。 (9)基于比較學(xué)、安全教育學(xué)與比較教育學(xué)等學(xué)科的思想、理論、方法,以及比較安全教育研究實(shí)踐,首先從學(xué)科角度提出比較安全教育學(xué)定義及內(nèi)涵,并分析比較安全教育研究的三大要素：主體、客體與維度；其次基于比較安全教育學(xué)交叉學(xué)科屬性,提出以“歷史為基礎(chǔ)—實(shí)證為方法—多元文化為輔”的綜合多層次分析框架,并構(gòu)建基于比較研究一般過程的“選擇客體-整理資料-比較分析-形成結(jié)論”比較安全教育研究四部曲;最后,提出比較安全教育學(xué)的比較研究方向與類型,以及安全教育理論、管理、技術(shù)與實(shí)踐4方面的比較研究內(nèi)容,并舉例說明其應(yīng)用。 (10)基于比較學(xué)、相似系統(tǒng)工程理論與安全系統(tǒng)工程學(xué)的理論與方法,闡述安全系統(tǒng)可比和可比性概念,提出了比較安全系統(tǒng)工程學(xué)的定義和內(nèi)涵,給出了比較安全系統(tǒng)工程學(xué)研究的基本原理、研究維度及內(nèi)容；然后,描述了開展比較安全系統(tǒng)工程學(xué)研究的程式和步驟；最后將比較安全系統(tǒng)工程學(xué)原理與方法應(yīng)用于職業(yè)病危害預(yù)評價和安全預(yù)評價實(shí)踐。 (11)選取安全生產(chǎn)標(biāo)準(zhǔn)化體系與杜邦安全管理體系為對象,基于上述建立的規(guī)范性的比較應(yīng)用模式與過程來展示比較實(shí)踐活動全部過程：首先確定比較要素,分析其比較維度、劃定比較單元與比較路徑,以及擬定比較技術(shù)路線；然后參考比較安全管理學(xué)研究所提出的研究范式開展兩體系的比較研究工作(首先對兩者的發(fā)展沿革(外部環(huán)境)進(jìn)行比較研究,其次對其內(nèi)容體系—安全管理理論、組織制度及文化、安全管理要素、安全管理方法與評估技術(shù)4個方面進(jìn)行比較分析)；最后總結(jié)比較結(jié)論,并對其進(jìn)行評價、借鑒與移
[Abstract]:Based on the comparative study of safety science , comparative study , systematics , comparative jurisprudence , comparative management and comparative education , this paper systematically studies the connotation extension , basic theory , discipline system , branch subject , application model and comparative practice of safety science . ( 1 ) Firstly , based on the search and analysis of the domestic and foreign comparative methods in the fields of safety science , it is found that there are three major problems in comparing the existing disciplines and their systems , the absence of the basic theory and the lack of harmonization and regulation of the comparison and application models . ( 2 ) On the basis of defining the relevant concepts of safety science , comparative method and comparative study , the definition of comparative safety is extracted from the subject level , and its connotation and extension are summarized . ( 3 ) Based on the comparative safety attribute and the research category , referring to the system of safety science and comparative science , a comparative safety discipline branch system is constructed from five aspects of safety science theory category , disaster category , safety management category , engineering category , and longitudinal branch of safety discipline to form its discipline system framework , which provides a clear direction for comparative safety development and its application . ( 4 ) According to the comparative practical needs of comparative safety , the comparative subject , comparison object , comparison target , comparison research method and comparison result in the comparative safety study are defined . ( 5 ) According to the comparative safety object attributes , the concepts and properties of the comparison unit and the comparison path are expounded . Based on the comparison of the space - time and knowledge dimension of the safety science , a comparison unit and a comparison path are established , and the characteristics and characteristics of the comparison unit and the comparison path are obtained . ( 6 ) Based on the comparison of subjective initiative of comparative safety , the comparative cognitive activities of comparative safety are analyzed , and the comparative analysis process and pattern of comparative safety are compared with the comparative analysis of comparative safety . ( 7 ) According to the concepts , theories and methods of comparative science , safety management science and comparative management science , this paper first puts forward the definition and connotation of comparative safety management , expounds its subject theory foundation , and then describes the four - dimensional methodological system of comparing the objects , contents , methods , environment and so on . Finally , based on the comparative analysis process characteristics , the paper points out the research methods applicable to the comparison process , and constructs the comparative safety management research paradigm . ( 8 ) Based on the thought , theory and method of the relevant subjects , such as comparative science , safety law and comparative law , first , the definition and connotation of comparative safety law are put forward , and the dimension of comparative safety law research is established . Then , based on the four main components of safety law , the research contents of comparative safety law are defined , and the four - dimensional methodology system is constructed ; ( 9 ) On the basis of comparative study , safety education and comparative education , the author puts forward the definition and connotation of safety education , and analyzes the three main elements of comparative safety education research : subject , object and dimension , and analyzes the three main elements of comparative safety education research : subject , object and dimension , and then puts forward the comparative study direction and type of comparative study general process , and compares the comparative research contents of safety education theory , management , technology and practice . ( 10 ) Based on the theory and method of comparative study , similar system engineering theory and safety system engineering , this paper presents the concept of comparability and comparability of safety system , puts forward the definition and connotation of safety system engineering study , and gives the basic principle , research dimension and content of comparative safety system engineering study . Then , it describes the program and procedure of comparing safety system engineering study . Finally , the principle and method of comparative safety system engineering are applied to pre - evaluation and safety pre - evaluation practice of occupational disease hazard . ( 11 ) selecting the safety production standardization system and the DuPont safety management system as objects , and displaying the whole process of comparative practical activities based on the normative comparison application mode and the process established above : firstly , determining a comparison element , analyzing the comparison dimension , defining a comparison unit and a comparison path , and developing a comparative technical route ;
