【摘要】：我國的集裝箱碼頭擁有先進(jìn)的設(shè)備、設(shè)施,在世界上處于領(lǐng)先地位。集裝箱碼頭在為我國經(jīng)濟(jì)的發(fā)展提供便利條件和發(fā)揮不可替代的作用的同時(shí),也由于種種事故給人身、財(cái)產(chǎn)、環(huán)境帶來了重大威脅。集裝箱碼頭每年發(fā)生的機(jī)械設(shè)備故障、集裝箱墜落等事故造成了嚴(yán)重人身財(cái)產(chǎn)損失。集裝箱碼頭的安全評價(jià)工作作為指導(dǎo)其安全管理的重要手段,意義重大。 本文在充分認(rèn)識到集裝箱碼頭的安全評價(jià)工作重要意義的前提之下,了解安全評價(jià)概念及意義以及集裝箱碼頭安全評價(jià)基本要求和程序,并進(jìn)行集裝箱碼頭危險(xiǎn)有害因素辨識與分析。本文首先闡述了國內(nèi)外集裝箱碼頭安全評價(jià)現(xiàn)狀,包括：法律法規(guī)及標(biāo)準(zhǔn)的研究、集裝箱碼頭的安全評價(jià)的特點(diǎn)分析以及存在問題的剖析。接著在對集裝箱碼頭安全特點(diǎn)進(jìn)行充分了解,以及對國內(nèi)外評價(jià)方法進(jìn)行充分研究的基礎(chǔ)之上,進(jìn)行集裝箱碼頭的安全評價(jià)方法的選擇研究,提出一種具有較強(qiáng)適用性的DHF綜合評價(jià)模型。然后以DHF模型為基礎(chǔ),以北方X港某集裝箱碼頭為例,建立集裝箱碼頭作業(yè)風(fēng)險(xiǎn)的安全評價(jià)模型,并求出評價(jià)結(jié)果,即X港某集裝箱碼頭作業(yè)風(fēng)險(xiǎn)的安全評價(jià)等級。最后在對評價(jià)結(jié)果進(jìn)行分析的基礎(chǔ)之上,進(jìn)行集裝箱碼頭安全評價(jià)方法應(yīng)用的對策研究。通過評價(jià)和對策研究,本文為集裝箱碼頭的安全評價(jià)工作人員提供便利,為安全管理決策提供科學(xué)依據(jù),以減輕事故風(fēng)險(xiǎn),具有一定的實(shí)際意義。
[Abstract]:China's container terminal has advanced equipment and facilities, and is in a leading position in the world. Container terminal provides convenient conditions and plays an irreplaceable role for the economic development of our country. Also due to various accidents to the person, property, environment has brought a major threat. Container terminal machinery and equipment failures occur every year. Accidents such as container fall have caused serious personal and property losses. As an important means to guide the safety management of container terminal, it is of great significance to evaluate the safety of container terminal. On the premise of fully recognizing the importance of the safety evaluation of container terminals, this paper understands the concept and significance of safety evaluation and the basic requirements and procedures of safety evaluation of container terminals. And the identification and analysis of hazardous factors of container terminal. Firstly, this paper describes the status quo of container terminal safety evaluation at home and abroad, including: the study of laws, regulations and standards. Analysis of the characteristics of container terminal safety evaluation and analysis of existing problems. Then on the basis of the full understanding of container terminal security characteristics and evaluation methods at home and abroad on the basis of a full study. In this paper, the safety evaluation method of container terminal is studied, and a DHF comprehensive evaluation model with strong applicability is put forward. Then, based on DHF model, a container terminal in North X Port is taken as an example. The safety evaluation model of container terminal operation risk is established, and the evaluation result is obtained, that is, the safety evaluation grade of a container terminal operation risk in X port. Finally, based on the analysis of the evaluation results. Through the evaluation and countermeasure research, this paper provides convenience for the safety evaluation staff of container terminal, and provides scientific basis for safety management decision-making. In order to reduce the risk of accidents, it has certain practical significance.
