【摘要】：為解決目前我國防災(zāi)減災(zāi)信息化建設(shè)中出現(xiàn)各自為政、低水平重復(fù)建設(shè)、信息資源整合共享不足等全局性問題和提高防災(zāi)減災(zāi)綜合業(yè)務(wù)能力,研究防災(zāi)減災(zāi)信息化頂層設(shè)計(jì)問題�？偨Y(jié)現(xiàn)有防災(zāi)減災(zāi)功能業(yè)務(wù),用自上而下的頂層設(shè)計(jì)原則和自下而上的實(shí)施步驟,將信息化頂層設(shè)計(jì)內(nèi)容劃分為信息資源規(guī)劃、信息技術(shù)規(guī)劃、環(huán)境保障規(guī)劃。最后,建立防災(zāi)減災(zāi)信息系統(tǒng)的總體目標(biāo)架構(gòu)。各防災(zāi)減災(zāi)相關(guān)部門可在此基礎(chǔ)上根據(jù)業(yè)務(wù)橫向整合的原則,劃分防災(zāi)減災(zāi)信息系統(tǒng)的各個子系統(tǒng)。
[Abstract]:In order to solve the overall problems in the information construction of disaster prevention and mitigation in our country, such as individual affairs, low level repeated construction, insufficient integration and sharing of information resources, and improve the comprehensive business ability of disaster prevention and mitigation. This paper studies the top-level design of disaster prevention and mitigation information, summarizes the existing functions of disaster prevention and mitigation, and uses top-down top-level design principles and bottom-up implementation steps. The top level of information design content is divided into information resource planning, information technology planning, environmental protection planning. Finally. On the basis of the establishment of the overall target framework of disaster prevention and mitigation information system, the relevant departments of disaster prevention and mitigation can divide each subsystem of disaster prevention and mitigation information system according to the principle of business horizontal integration.
