【摘要】：制藥行業(yè)關(guān)乎人類的健康和生命,在國民經(jīng)濟和社會發(fā)展中扮演著非常重要的角色。在制藥行業(yè)的快速擴展進程中,由于很多技術(shù)人才的缺乏和經(jīng)驗不足,導(dǎo)致安全生產(chǎn)事故頻發(fā)。其中不乏重、特大事故,給國家形象、國民經(jīng)濟正常有序發(fā)展、人民的生命財產(chǎn)安全、環(huán)境保護等造成了重大的影響。2000年前后國內(nèi)很多企業(yè)都陸續(xù)建立并推行EHS管理系統(tǒng),然而諸多企業(yè)在實施EHS管理系統(tǒng)后,其效果沒有達到企業(yè)的期望,EHS績效沒有得到明顯的提高。如何來判斷一個EHS管理系統(tǒng)是否有效,以及使用什么樣的評價方法等都存在爭論。 R公司為世界500強中列前200位跨國公司,在制藥行業(yè)具有舉足輕重的位置,在很多領(lǐng)域都是具有領(lǐng)導(dǎo)地位。2010年R公司開始建立并推行了EHS管理系統(tǒng)。經(jīng)過近四年的運行和持續(xù)改進,EHS績效取得了長足的進步。本文通過研究R公司在中國研發(fā)中心建立及貫徹EHS管理系統(tǒng)的做法,分析R公司EHS管理系統(tǒng)在實施過程中存在的缺失或不足,并為企業(yè)提出改進建議。進而能夠為中國國內(nèi)的制藥企業(yè)的安全管理系統(tǒng)的提升以及存在問題的分析提供有效借鑒。
[Abstract]:Pharmaceutical industry is related to human health and life, plays a very important role in the national economy and social development. In the rapid expansion process of pharmaceutical industry, due to the lack of many technical personnel and inadequate experience. This has led to frequent accidents in production safety. Among them, there are some serious and serious accidents, which give the national image, the normal and orderly development of the national economy, and the safety of people's lives and property. In 2000, many domestic enterprises have established and implemented EHS management system, however, many enterprises have implemented EHS management system after the implementation of EHS management system. The effect is not up to the expectations of the enterprise and the performance of the EHS has not been significantly improved. How to judge whether a EHS management system is effective and what evaluation methods are used are controversial. R is one of the top 200 multinational corporations in the world, and plays an important role in the pharmaceutical industry. In 2010, R Company began to establish and implement EHS management system. After nearly four years of operation and continuous improvement. EHS performance has made great progress. This paper studies the practice of R company to establish and implement EHS management system in R & D center of China. Analysis of R company EHS management system in the implementation process of the deficiencies or deficiencies. It can provide effective reference for the improvement of safety management system and the analysis of existing problems of domestic pharmaceutical enterprises in China.
