山東轄區(qū)中韓滾裝客船安全風(fēng)險(xiǎn)研究

【摘要】:客船具有安全風(fēng)險(xiǎn)高、民生關(guān)聯(lián)度高、社會(huì)敏感度高的特點(diǎn),各級(jí)政府和廣大民眾對(duì)其安全工作尤為重視。滾裝客船作為客船的一種,由于是客貨混裝,其安全性更為復(fù)雜。如何正確辨識(shí)滾裝客船安全的主要風(fēng)險(xiǎn),并針對(duì)存在的風(fēng)險(xiǎn)進(jìn)行分析評(píng)估,提出管理建議和管理對(duì)策,以提升海事監(jiān)管效能和保障滾裝客船安全就成為迫切需要研究的課題。本論文在參考國(guó)內(nèi)外風(fēng)險(xiǎn)管理理論和方法的基礎(chǔ)上,對(duì)風(fēng)險(xiǎn)管理的基本理論進(jìn)行了探討,結(jié)合山東海域的主要特點(diǎn),分析山東海域中韓滾裝客船的交通安全規(guī)律,在此基礎(chǔ)上,應(yīng)用預(yù)先風(fēng)險(xiǎn)性分析法對(duì)山東轄區(qū)中韓滾裝客船安全風(fēng)險(xiǎn)進(jìn)行識(shí)別,確定了8種潛在風(fēng)險(xiǎn)及21種誘因。利用事故樹分析法對(duì)兩種主要事故類型,即火災(zāi)及碰撞進(jìn)行分析,得出導(dǎo)致事故風(fēng)險(xiǎn)的可能原因。根據(jù)風(fēng)險(xiǎn)評(píng)估結(jié)果和山東轄區(qū)滾裝客船安全實(shí)際,結(jié)合風(fēng)險(xiǎn)的應(yīng)對(duì)策略和控制方法,提出可供參考的風(fēng)險(xiǎn)應(yīng)對(duì)策略,為山東轄區(qū)滾裝客船交通安全提供有益的建議,同時(shí)為其他類型船舶交通安全風(fēng)險(xiǎn)防范提供借鑒及參考。
[Abstract]:Passenger ship has the characteristics of high safety risk, high correlation degree of people's livelihood and high social sensitivity. Governments at all levels and the general public attach great importance to its safety work. As a kind of passenger ship, ro-ro passenger ship is a mixed cargo and passenger ship. Its safety is more complex. How to correctly identify the main risks of Ro-ro passenger ship safety, and analyze and evaluate the existing risks, and put forward management suggestions and management countermeasures. In order to improve the efficiency of maritime supervision and ensure the safety of ro-ro passenger ships, it is urgent to study the topic. This paper discusses the basic theory of risk management on the basis of reference to the domestic and foreign risk management theory and methods. Combined with the main characteristics of Shandong sea area, this paper analyzes the traffic safety law of Chinese and Korean ro / ro passenger ships in Shandong sea area. On the basis of this, the paper uses the method of pre-risk analysis to identify the safety risk of Chinese and Korean ro / ro passenger ships in Shandong area. Eight kinds of potential risks and 21 kinds of inducements were identified. Two main types of accidents, namely fire and collision, were analyzed by means of accident tree analysis. According to the risk assessment results and the actual safety of ro-ro passenger ship in Shandong Province, combined with the risk response strategy and control methods, the paper puts forward the risk response strategy for reference. It provides useful suggestions for the traffic safety of ro-ro passenger ships in Shandong province, and provides reference and reference for other types of ship traffic safety risk prevention.
