【摘要】：高速鐵路是現(xiàn)代鐵路發(fā)展的方向,在帶給人們快速、方便、高效的同時(shí),行車事故也時(shí)有發(fā)生,安全仍是亟待解決的問(wèn)題。本論文根據(jù)近些年高速鐵路行車事故案例,探討了事故發(fā)生原因并對(duì)行車人員可靠性進(jìn)行了分析。首先根據(jù)近些年的高速鐵路行車事故,利用事故樹分析法探討高速列車運(yùn)行事故發(fā)生機(jī)理,即人的不安全行為、設(shè)備與環(huán)境的不安全狀態(tài)、管理存在漏洞共同作用的結(jié)果;然后根據(jù)可靠性理論,運(yùn)用解釋結(jié)構(gòu)模型方法與貝葉斯網(wǎng)絡(luò)法相結(jié)合構(gòu)建出實(shí)際情況下列車調(diào)度員與車站值班員的可靠性模型并進(jìn)行了分析;最后為保障列車調(diào)度員作業(yè)可靠性模型高速鐵路運(yùn)營(yíng)安全,從人員規(guī)范管理、管理者行為、組織管理、設(shè)備任務(wù)分析系、環(huán)境改善、安全文化、反饋評(píng)估構(gòu)建了基于人員可靠性的高鐵行車安全保障體系,將人的可靠性分析應(yīng)用到高速鐵路行車安全體系中,并提出具體的減少人員失誤的安全對(duì)策,為高速鐵路安全管理提供決策支持。
[Abstract]:High-speed railway is the direction of the development of modern railway. It brings people speed, convenience and high efficiency, at the same time, traffic accidents also occur from time to time. Safety is still an urgent problem. This paper based on the case of high-speed railway accidents in recent years. This paper discusses the causes of accidents and analyzes the reliability of train personnel. Firstly, according to the high-speed railway accidents in recent years, the accident tree analysis method is used to discuss the mechanism of high-speed train accidents. That is, the unsafe behavior of human beings, the unsafe state of equipment and environment, and the result of the joint action of the existence of loopholes in management; Then according to the reliability theory, the reliability model of train dispatcher and station attendant is constructed and analyzed by using the method of explaining structure model and Bayesian network method. Finally, in order to ensure the reliability model of train dispatcher operation, high-speed railway operation safety, from the personnel standard management, management behavior, organizational management, equipment task analysis department, environmental improvement, safety culture. Feedback evaluation constructs the safety guarantee system of high-speed railway based on personnel reliability, applies the human reliability analysis to the high-speed railway traffic safety system, and puts forward specific safety countermeasures to reduce the human error. Provide decision support for high-speed railway safety management.
