【摘要】：隨著我國高速公路通車?yán)锍痰脑鲩L,高速公路上發(fā)生的交通事故、自然災(zāi)害等突發(fā)事件數(shù)量也在不斷增長,造成了嚴(yán)重的人員及財(cái)產(chǎn)損失和嚴(yán)重的負(fù)面社會(huì)影響。如何建立高速公路突發(fā)事件應(yīng)急管理體制、制定科學(xué)的應(yīng)急事件處置預(yù)案,并能快速、高效地響應(yīng),將發(fā)生在高速公路上突發(fā)事件帶來的各種不利影響降低的最小限度,成為高速公路管理需要高度重視的問題。 本文首先概述了高速公路應(yīng)急事件的基本概念和基本特點(diǎn),探討了高速公路主要事件誘發(fā)原因,認(rèn)為突發(fā)性事件的應(yīng)急管理是一個(gè)包括主制度、隊(duì)伍和保障、處理措施等建設(shè)的系統(tǒng)工程。高速公路突發(fā)事件誘因受自然條件與人的安全意識(shí)等多方面的影響。并對美、日、浙江地區(qū)等國內(nèi)外高速公路管理經(jīng)驗(yàn)進(jìn)行研究。 以河南省高速公路管理為例,從事件分級(jí)或分類、組織機(jī)構(gòu)、運(yùn)行機(jī)制、發(fā)布機(jī)制、評價(jià)機(jī)制等方面,系統(tǒng)梳理了河南省高速公路空間分布與突發(fā)性事件的應(yīng)急管理制度現(xiàn)狀,并通過對近年河南省高速公路發(fā)生的交通案例的分析,找出了河南省高速公路突發(fā)事件應(yīng)急處理在管理體制、隊(duì)伍建設(shè)、后勤保障方面存在的問題與不足之處。 在此基礎(chǔ)上,本文借鑒國際上先進(jìn)的高速公路突發(fā)事件管理經(jīng)驗(yàn)和突發(fā)事件應(yīng)對機(jī)制,提出了河南省高速公路突發(fā)事件應(yīng)急管理的建議與對策,認(rèn)為在思想建設(shè)方面,要樹立以人為本的理念,重視文化傳媒等宣傳機(jī)構(gòu)的作用；管理體制方面,必須加強(qiáng)河南省高速公路緊急救援中心建設(shè)；高度重視跨區(qū)域跨部門突發(fā)事件聯(lián)合應(yīng)急機(jī)制,加強(qiáng)和健全資源、信息、人員、物資等保障機(jī)制。在隊(duì)伍建設(shè)方面,要建立突發(fā)事件應(yīng)急管理隊(duì)伍要專業(yè)化與常態(tài)化。
[Abstract]:With the increase of expressway traffic mileage in our country , the number of accidents such as traffic accidents and natural disasters on the highway has also been increasing , which has caused serious personnel and property losses and serious negative social impacts . How to establish emergency management system of expressway emergency , develop scientific emergency event disposal plan , and can respond quickly and efficiently , and will reduce the adverse effects caused by emergency accidents on the highway , and become a problem that the expressway management needs to attach great importance to . This paper first summarizes the basic concept and basic characteristics of expressway emergency events , discusses the causes of the main event of the expressway , and considers that the emergency management of the sudden event is a system engineering including the main system , the procession and the safeguard , the treatment measures and so on . Taking the expressway management in Henan Province as an example , the present situation of emergency management system of expressway spatial distribution and sudden events in Henan Province is analyzed from the aspects of event classification or classification , organization mechanism , operation mechanism , publishing mechanism , evaluation mechanism , etc . The problems and shortcomings of emergency treatment of expressway emergency in Henan Province in management system , team construction and logistics support are found through the analysis of traffic cases in Henan Province in recent years . On the basis of this , this paper draws on the international advanced expressway emergency management experience and emergency response mechanism , and puts forward the suggestions and countermeasures of emergency management of expressway emergency in Henan Province .
