        隨著航空運(yùn)輸業(yè)、旅游、培訓(xùn)、農(nóng)林作業(yè)、特種救援等民航產(chǎn)業(yè)及機(jī)群的大發(fā)展，航線維護(hù)及飛機(jī)維修安全管理問(wèn)題也日漸突出。安全管理系統(tǒng)作為一種控制風(fēng)險(xiǎn)的管理工具，近年來(lái)在民航系統(tǒng)得到了廣泛的推廣與應(yīng)用。根據(jù)以往國(guó)內(nèi)外一些發(fā)達(dá)國(guó)家在民航安全管理方面已取得的卓越成果，將風(fēng)險(xiǎn)管理納入安全管理體系的重要核心內(nèi)容，去其糟粕取其精華，結(jié)合我國(guó)民航的實(shí)際情況建立相應(yīng)的安全管理體系，對(duì)打破我國(guó)目前管理模式所具有的局限性，實(shí)現(xiàn)預(yù)防為主的安全管理理念，對(duì)安全進(jìn)行持續(xù)改進(jìn)的先進(jìn)管理方法，采用責(zé)任制的安全管理方式，倡導(dǎo)全員參與的安全文化，意義深遠(yuǎn)。本文以在吉航公司民用飛機(jī)維修安全管理項(xiàng)目方案設(shè)計(jì)為出發(fā)點(diǎn)，結(jié)合公司實(shí)際情況，分析安全管理現(xiàn)狀及存在的問(wèn)題，從而指出公司實(shí)施安全管理項(xiàng)目的必然性。從安全管理項(xiàng)目的策劃、建立、實(shí)施、改進(jìn)為切入點(diǎn)，應(yīng)用理論研究、實(shí)踐調(diào)查、系統(tǒng)研究等方法，，期望找出一套適用于吉航公司全面業(yè)務(wù)的安全管理方法，使安全管理體系成為公司推廣運(yùn)用的切實(shí)有效的手段。首先，在國(guó)內(nèi)外民航應(yīng)用安全管理體系取得卓越成果，吉航公司采用傳統(tǒng)安全管理模式的現(xiàn)狀存在不足的背景下，指出公司實(shí)施安全管理項(xiàng)目的目的及意義，并對(duì)論文的整體框架及內(nèi)容進(jìn)行了說(shuō)明介紹。其次，通過(guò)更深層次的對(duì)公司民用飛機(jī)維修安全管理體系的發(fā)展歷史及公司民用飛機(jī)維修所采用的傳統(tǒng)安全管理存在問(wèn)題的分析，提出公司傳統(tǒng)安全管理只從安全生產(chǎn)、人身安全的角度進(jìn)行安全管理，缺乏對(duì)飛機(jī)維修過(guò)程中危險(xiǎn)源的識(shí)別、風(fēng)險(xiǎn)分析、風(fēng)險(xiǎn)評(píng)價(jià)及風(fēng)險(xiǎn)控制的安全管理，從而指出公司實(shí)施安全管理體系(SMS)的必然性。第三，通過(guò)對(duì)公司安全管理體系（SMS）的理論基礎(chǔ)及公司安全管理存在問(wèn)題的分析，按照“航空行業(yè)的安全與質(zhì)量要求”提出的對(duì)維修單位實(shí)施安全管理體系的總體部署及具體要求。結(jié)合本公司特點(diǎn)確立安全管理項(xiàng)目的設(shè)計(jì)原則及總體方案，并建立了公司安全管理體系（SMS），制訂了安全管理手冊(cè)1本及程序文件9份，并下發(fā)實(shí)施。第四，公司安全管理項(xiàng)目的實(shí)施過(guò)程中，對(duì)各類(lèi)安全風(fēng)險(xiǎn)進(jìn)行了識(shí)別、評(píng)價(jià)及控制，核心強(qiáng)調(diào)對(duì)理修過(guò)程中的安全管理管理進(jìn)行實(shí)時(shí)動(dòng)態(tài)的管理，做到有法可依，依法執(zhí)行。公司以遵循“PDCA”原則為保障措施，通過(guò)公司安全管理體系（SMS）的日常工作中的持續(xù)監(jiān)控、員工報(bào)告和反饋系統(tǒng)，內(nèi)部審核工作、外部審核、管理評(píng)審等工作實(shí)現(xiàn)體系的持續(xù)改進(jìn)，達(dá)到不斷提高安全管理水平的目的。最后，通過(guò)公司民用飛機(jī)修理安全管理項(xiàng)目方案設(shè)計(jì)的研究得出安全管理項(xiàng)目在中航工業(yè)吉林航空維修有限責(zé)任公司民用飛機(jī)修理領(lǐng)域應(yīng)用的項(xiàng)目通過(guò)實(shí)行管理控制，推行SMS管理，加強(qiáng)全面質(zhì)量管理、建立安全管理體系以來(lái)，增強(qiáng)了全體員工的安全質(zhì)量意識(shí)，提高了安全管理水平，對(duì)公司安全問(wèn)題的發(fā)生起到了有效預(yù)防作用的結(jié)論。
