【摘要】：面對城鄉(xiāng)二元結(jié)構(gòu)現(xiàn)象和解決“三農(nóng)”問題,若想促進(jìn)農(nóng)民增收、發(fā)展農(nóng)村經(jīng)濟(jì)和減輕農(nóng)民負(fù)擔(dān),關(guān)鍵是資金問題。農(nóng)業(yè)的資本積累較少,必須向農(nóng)村、農(nóng)業(yè)和農(nóng)民注入資金,解決經(jīng)濟(jì)發(fā)展的瓶頸。在農(nóng)村,能夠改變金融需求和經(jīng)濟(jì)環(huán)境主要是農(nóng)民,農(nóng)戶的金融需求決策,影響農(nóng)村金融市場和金融機(jī)構(gòu)的發(fā)展繁榮。最好的解決方式就是小額信貸。具體到山東省的農(nóng)戶小額信貸供給和需求,以及存在的具體風(fēng)險(xiǎn)等,以往研究不多,而基于該分析基礎(chǔ)上的風(fēng)險(xiǎn)控制和模式建立以及具體的措施對策的研究則更少,本文將從這幾個(gè)方面全面展開。 本文的結(jié)構(gòu)安排如下：第一章是介紹研究背景及意義、國內(nèi)外研究動態(tài)和文獻(xiàn)綜述、研究思路和內(nèi)容框架等。第二章是理論基礎(chǔ),包括農(nóng)戶小額信貸的基本概念、小額信貸產(chǎn)生的經(jīng)濟(jì)理論基礎(chǔ)和農(nóng)戶小額信貸經(jīng)濟(jì)機(jī)理分析。第三章主要就山東省農(nóng)戶小額信貸業(yè)務(wù)現(xiàn)狀進(jìn)行考察,重點(diǎn)分析了小額信貸的需求和供給以及當(dāng)前小額信貸業(yè)務(wù)風(fēng)險(xiǎn)控制措施和模式的現(xiàn)狀。第四章主要對山東省農(nóng)戶小額信貸風(fēng)險(xiǎn)進(jìn)行識別,分析了山東省農(nóng)戶小額信貸存在的問題和各種風(fēng)險(xiǎn)以及產(chǎn)生原因等,并以山東省寧陽縣農(nóng)信社為例進(jìn)行解析。第五章分析探討分期還款制度、團(tuán)體貸款模式和第三方合作風(fēng)險(xiǎn)介入模式等風(fēng)險(xiǎn)控制措施和模式的改進(jìn),提出基于農(nóng)戶、信貸機(jī)構(gòu)和政府角度考慮的小額信貸發(fā)展思路和對策。
[Abstract]:In the face of two structure in urban and rural areas and solving the "three rural issues", to promote the development of rural economy and increasing farmers' income, reduce farmer burden, the key problem is money. Agricultural capital accumulation is less to the rural areas, agriculture and farmers inject funds, solve the bottleneck of economic development in the rural areas, to change the financial demand and economic environment are mainly farmers, farmers' financial needs of the decision, influence the development and prosperity of rural financial markets and financial institutions. The best solution is microfinance. Specific to the Shandong Province Rural Micro Credit Supply and demand, as well as the existence of specific risk, previous research is not much, but the establishment on the basis of the analysis of the risk control and mode the research and Countermeasures Based on the concrete is less, this paper will unfold from several aspects.
This paper is organized as follows: the first chapter introduces the research background and significance, domestic and foreign research and literature review, research ideas and content framework. The second chapter is the theoretical basis, including the basic concepts of microfinance, analysis of economic theory and economic mechanism of microfinance microfinance. The third chapter mainly inspected the status of microfinance for farmers in Shandong Province, analyzes the demand and supply of microfinance and the microfinance business risk control measures and the current situation. The fourth chapter mainly analyze Shandong province microfinance risk, analyzes the existing problems of microfinance in Shandong province and all kinds of risk and the causes, and to Shandong province Ningyang County Rural Credit Cooperatives as an example for analysis. The fifth chapter analysis of repayment system, group lending mode and the third party cooperation in the wind The improved risk intervention model and other risk control measures and models, based on the farmers microfinance development ideas and Countermeasures of credit institutions and the government point of view.
