【摘要】：隨著中國(guó)社會(huì)經(jīng)濟(jì)的快速發(fā)展與人民收入水平的不斷提高,國(guó)內(nèi)產(chǎn)業(yè)結(jié)構(gòu)進(jìn)入了新的調(diào)整、升級(jí)階段。在這一進(jìn)程中,流通領(lǐng)域改革不斷深化,科學(xué)技術(shù)的進(jìn)步也促進(jìn)了新的流通方式、流通業(yè)態(tài)、流通手段的不斷出現(xiàn)。商貿(mào)流通業(yè)已經(jīng)從根本上突破了傳統(tǒng)的單純附屬于生產(chǎn)活動(dòng)、僅為生產(chǎn)活動(dòng)提供服務(wù)的功能地位,成長(zhǎng)為國(guó)民經(jīng)濟(jì)中的基礎(chǔ)產(chǎn)業(yè)、先導(dǎo)產(chǎn)業(yè),同時(shí)對(duì)于擴(kuò)大內(nèi)需、增加就業(yè)起著重要的作用。政府在商貿(mào)流通業(yè)發(fā)展中的作用,也從計(jì)劃經(jīng)濟(jì)體制下的嚴(yán)格管制轉(zhuǎn)變?yōu)槭袌?chǎng)經(jīng)濟(jì)體制下的適當(dāng)干預(yù)�，F(xiàn)階段,商貿(mào)流通業(yè)的發(fā)展在取得巨大成就的同時(shí),伴隨著市場(chǎng)經(jīng)濟(jì)發(fā)展的不斷深入也出現(xiàn)了各種問(wèn)題。但是市場(chǎng)自身的調(diào)節(jié)功能已不能完全解決這些問(wèn)題,因此需要政府創(chuàng)新、轉(zhuǎn)變其職能,通過(guò)適度的干預(yù)、管制、引導(dǎo),在未來(lái)商貿(mào)流通業(yè)發(fā)展中發(fā)揮必要的作用,促進(jìn)商貿(mào)流通業(yè)更好的發(fā)展。論文主要為揚(yáng)州政府在商貿(mào)流通業(yè)的發(fā)展中如何更高效的發(fā)揮作用提供了一些建議,期望能夠給政府在指導(dǎo)、規(guī)劃商貿(mào)流通業(yè)發(fā)展時(shí)提供幫助。 論文以揚(yáng)州政府在商貿(mào)流通業(yè)發(fā)展中如何發(fā)揮積極作用為研究對(duì)象,充分運(yùn)用流通產(chǎn)業(yè)基礎(chǔ)理論、公共管理理論等相關(guān)理論,在立足揚(yáng)州商貿(mào)流通業(yè)的發(fā)展現(xiàn)狀以及政府在其中的作用表現(xiàn)現(xiàn)狀的基礎(chǔ)上,找出政府在引導(dǎo)推動(dòng)商貿(mào)流通業(yè)發(fā)展中存在的問(wèn)題,并對(duì)存在的問(wèn)題進(jìn)行分析得出政府作用失效的具體原因,最后對(duì)政府管理部門如何推動(dòng)商貿(mào)流通業(yè)更好地發(fā)展給出了對(duì)策建議。主要有：在宏觀層面優(yōu)化商貿(mào)流通業(yè)發(fā)展規(guī)劃,保證商貿(mào)流通業(yè)發(fā)展的科學(xué)性和可持續(xù)性；利用好新的科學(xué)技術(shù),不斷推進(jìn)商貿(mào)流通產(chǎn)業(yè)現(xiàn)代化發(fā)展；通過(guò)改善民生、做好社會(huì)保障、引導(dǎo)居民好的消費(fèi)習(xí)慣來(lái)培育優(yōu)質(zhì)消費(fèi)主體。
[Abstract]:With the rapid development of China's social economy and the continuous improvement of people's income, the domestic industrial structure has entered a new stage of adjustment and upgrading. In this process, the reform of circulation field is deepening constantly, and the progress of science and technology has also promoted the emergence of new circulation mode, circulation form and circulation means. The trade and circulation industry has fundamentally broken through the traditional function of simply attaching itself to production activities, only providing services for production activities, and has grown into a basic industry and a leading industry in the national economy, while at the same time expanding domestic demand. Increasing employment plays an important role. The role of government in the development of trade and circulation also changed from strict control under planned economy system to proper intervention in market economy system. At present, the development of trade circulation has made great achievements, along with the deepening of the market economy, there are also various problems. However, the regulating function of the market itself cannot completely solve these problems, so it is necessary for the government to innovate and transform its functions, and to play an essential role in the future development of trade and circulation through moderate intervention, regulation and guidance. To promote the better development of the trade and circulation industry. This paper provides some suggestions for Yangzhou government how to play a more efficient role in the development of trade circulation industry, hoping to help the government in guiding and planning the development of trade circulation industry. This paper takes Yangzhou government as the object of study how to play an active role in the development of trade and circulation industry, and makes full use of the basic theory of circulation industry, the theory of public administration and other relevant theories. On the basis of the present situation of Yangzhou's trade circulation industry and the present situation of the government's role in it, the problems existing in guiding and promoting the development of the trade circulation industry are found out. Finally, the author puts forward some countermeasures and suggestions on how to promote the development of trade and circulation industry. They mainly include: optimizing the development plan of the trade and circulation industry at the macro level to ensure the scientific and sustainable development of the trade circulation industry; making good use of new science and technology to continuously promote the modernization of the trade and circulation industry; and improving the people's livelihood. Do a good job of social security and guide residents to good consumption habits to cultivate high-quality consumers.
