繁榮與安全：2007/08年金融危機(jī)以來英國對新興經(jīng)濟(jì)體及發(fā)展中國家的經(jīng)濟(jì)外交政策分析

2007至2008年間,金融危機(jī)席卷全球,世界經(jīng)濟(jì)急轉(zhuǎn)直下,各國遭受了嚴(yán)重的經(jīng)濟(jì)損失,英國也不例外。2010年,英國新任首相卡梅倫向英國及世界宣告英國將“開放商貿(mào)活動”,這一宣言成為經(jīng)濟(jì)危機(jī)后英國尋求經(jīng)濟(jì)復(fù)蘇的政策主旋律,也成為其外交轉(zhuǎn)型的一大特色。全球化加速發(fā)展使得經(jīng)濟(jì)危機(jī)的影響在世界范圍迅速傳播,然而它又為發(fā)展中國家和新興經(jīng)濟(jì)體的發(fā)展創(chuàng)造環(huán)境,使之在全球經(jīng)濟(jì)活動參與中日趨活躍,并在雙邊和多邊關(guān)系中發(fā)揮著戰(zhàn)略作用。在這樣的背景下,對發(fā)展中國家和新興經(jīng)濟(jì)體推行經(jīng)濟(jì)外交政策成為英國對外政策的重點(diǎn)之一,政府通過外交手段以擺脫經(jīng)濟(jì)危機(jī)造成的困境,抓住新興大國發(fā)展機(jī)遇,拓展經(jīng)濟(jì)活動空間,以建立長期穩(wěn)定的經(jīng)濟(jì)聯(lián)系,全方位發(fā)揮英國優(yōu)勢。2017年脫歐程序正式啟動,英國與歐盟的關(guān)系仍具有極大的不確定性。在英國積極尋求多元化的外交關(guān)系的同時(shí),英國與發(fā)展中國家的經(jīng)濟(jì)聯(lián)系具有更為重要的戰(zhàn)略意義。經(jīng)濟(jì)外交在研究領(lǐng)域并非新概念,近年來,經(jīng)濟(jì)外交相關(guān)理論研究以及具體實(shí)踐研究較之以往更為全面和深入。由于新近研究中針對特定國家的經(jīng)濟(jì)外交政策研究較少,且金融危機(jī)后英國的經(jīng)濟(jì)外交政策更是缺少相關(guān)分析,因此本文基于已有的...
