資源詛咒理論(RCT)最早出現(xiàn)在1990年的理查德·奧蒂(Richard Auty)的著作中,該書以新自由主義發(fā)展經(jīng)濟(jì)學(xué)為基礎(chǔ),對(duì)發(fā)展進(jìn)行了思想論述。擁有豐富自然資源的發(fā)展中國(guó)家被這種財(cái)富所詛咒,特別是礦產(chǎn)和石油儲(chǔ)量豐富的國(guó)家。根據(jù)20世紀(jì)70年代至90年代的比較統(tǒng)計(jì)數(shù)據(jù),資源詛咒理論的聲稱,擁有豐富資源的發(fā)展中國(guó)家與沒有類似自然資源的發(fā)展中國(guó)家(如韓國(guó))相比,經(jīng)濟(jì)增長(zhǎng)表現(xiàn)與其試圖實(shí)現(xiàn)工業(yè)化并改善其社會(huì)福利的成效較差。根據(jù)資源詛咒理論家的觀點(diǎn),與20世紀(jì)40年代和50年代的現(xiàn)代化理論的假設(shè)不同。后者認(rèn)為自然資源的豐富是資本快速積累的動(dòng)力,資本迅速積累將成為資源豐富的發(fā)展中國(guó)家快速工業(yè)化和持續(xù)經(jīng)濟(jì)增長(zhǎng)的主要點(diǎn)。而這些國(guó)家,尤其是撒哈拉以南非洲國(guó)家,經(jīng)歷了經(jīng)濟(jì)衰退趨勢(shì)、系統(tǒng)性腐敗、內(nèi)戰(zhàn)、政治不穩(wěn)定以及人民生活和福利普遍下降。因此,根據(jù)資源詛咒理論家的觀點(diǎn),資源貧乏的發(fā)展中國(guó)家之所以繁榮,是因?yàn)樗麄円恢痹趯ふ页隹趯?dǎo)向的“自由市場(chǎng)”,例如開放貿(mào)易;自然資源豐富的發(fā)展中國(guó)家都在尋求讓它們回歸的“自給自足”(高度管制)政策。因此,這些理論家得出結(jié)論,解決資源詛咒的方法在于自由市場(chǎng)政策。本文從政治經(jīng)...
