【摘要】：中國供給側(cè)結(jié)構(gòu)性改革有不同于西方供給學(xué)派的理論與實踐邏輯,是根植于中國經(jīng)濟新常態(tài)和中國特色社會主義政治經(jīng)濟學(xué)的發(fā)展要求。通過比較分析發(fā)現(xiàn),供給側(cè)結(jié)構(gòu)性改革與供給學(xué)派不僅在理論基礎(chǔ)、理論核心和理論實質(zhì)的理論維度方面具有根本差異,而且供給側(cè)結(jié)構(gòu)性改革進行的“去產(chǎn)能、去杠桿、降成本、補短板”+改革的核心政策主張維度也與西方供給學(xué)派的“私有化、反通脹、減稅和削減社會福利支出”政策主張存在明顯差別,具有顯著的中國式特征。因而,改革是推進供給側(cè)結(jié)構(gòu)性改革的基本路徑,具體的創(chuàng)新就是以體制改革為關(guān)鍵點,結(jié)構(gòu)改革為重點,社會福利體制改革為切入點,主動適應(yīng)和引領(lǐng)經(jīng)濟新常態(tài)。
[Abstract]:The supply-side structural reform in China is different from the theoretical and practical logic of the western supply school, which is rooted in the new normal of Chinese economy and the development requirement of socialist political economy with Chinese characteristics. Through comparative analysis, it is found that the supply-side structural reform and the supply-side structural reform not only have fundamental differences in the theoretical basis, theoretical core and theoretical essence of the theoretical dimension, but also "de-capacity, deleveraging" carried out by the supply-side structural reform. The core policy proposition dimension of cost reduction and supplement deficiency reform is also obviously different from the western supply school's policy proposition of "privatization, anti-inflation, tax reduction and reduction of social welfare expenditure", which has remarkable Chinese characteristics. Therefore, reform is the basic way to promote supply-side structural reform, the specific innovation is to take the system reform as the key point, the structural reform as the key point, and the social welfare system reform as the starting point to adapt to and lead the new normal of the economy.
