【摘要】：在全面建設(shè)小康社會的攻堅時期,國家提出精準(zhǔn)扶貧戰(zhàn)略,具有深刻的政策用意。從精準(zhǔn)扶貧的核心要義、目標(biāo)意涵及時代使命而言,精準(zhǔn)扶貧與參與式幫扶之間具有內(nèi)在的一致性。參與式幫扶能夠夯實精準(zhǔn)扶貧中多元主體互動的政治基礎(chǔ),可以積極促成精準(zhǔn)扶貧中主體合作的行動框架,有助于確保精準(zhǔn)扶貧過程的公平價值導(dǎo)向,有助于實現(xiàn)扶貧信息的高效共享與整合。而從主體吸納、協(xié)商嵌入和激勵相容的角度構(gòu)建參與式幫扶是較佳的實現(xiàn)路徑,即:需要規(guī)范長效識別機(jī)制,強(qiáng)化對社會貧困和邊緣群體的有效吸納;探索社區(qū)主導(dǎo)型扶貧,提升幫扶策略的精準(zhǔn)和細(xì)化程度;整合社會資源,推進(jìn)建立多方利益聯(lián)結(jié)機(jī)制;健全扶貧考核評估機(jī)制,實現(xiàn)多方參與的扶貧成果反饋。
[Abstract]:During the attack period of building a well-off society in an all-round way, the state put forward a precise anti-poverty strategy with profound policy intent. From the point of view of the core meaning, target implication and time mission of precision poverty alleviation, there is inherent consistency between precision poverty alleviation and participatory assistance. Participatory support can strengthen the political foundation of the interaction between the multi-subjects in precision poverty alleviation, actively promote the action framework of cooperation between the multi-subjects in precision poverty alleviation, and help to ensure the fair value orientation of the precision poverty alleviation process. It is helpful to realize the efficient sharing and integration of poverty alleviation information. From the perspective of subject absorption, negotiation embedding and incentive compatibility, it is a better way to construct participatory support, that is, it is necessary to standardize the long-term identification mechanism and strengthen the effective absorption of social poverty and marginalized groups; Explore the community-led poverty alleviation, improve the precision and refinement of the help strategy; integrate social resources, promote the establishment of multi-benefit linkage mechanism; improve the assessment and evaluation mechanism of poverty alleviation to achieve multi-party participation of the feedback of poverty alleviation results.
