【摘要】：“十二五”期間是國(guó)家產(chǎn)業(yè)戰(zhàn)略轉(zhuǎn)型升級(jí)、加強(qiáng)產(chǎn)業(yè)核心競(jìng)爭(zhēng)力的重要機(jī)遇期。我國(guó)各個(gè)省份在確定未來(lái)發(fā)展戰(zhàn)略時(shí)首先考慮的是本地的資源稟賦特征。由于我國(guó)疆域較為遼闊，，各地區(qū)的資源稟賦情況差異較大。因此，落實(shí)科學(xué)發(fā)展觀,確定與本省市資源稟賦相一致的經(jīng)濟(jì)發(fā)展路徑,達(dá)到資源優(yōu)化配置,對(duì)于區(qū)域發(fā)展意義重大。 河北省下轄石家莊、秦皇島、唐山、邯鄲、滄州、保定、邢臺(tái)、廊坊、張家口、承德、衡水等11個(gè)地級(jí)市。在改革開(kāi)放后的多年積累和實(shí)踐中，根據(jù)其自身的資源稟賦河北省各個(gè)轄市形成了自身產(chǎn)業(yè)定位和不可替代的優(yōu)勢(shì)產(chǎn)業(yè)。但是各個(gè)轄市的產(chǎn)業(yè)結(jié)構(gòu)定位與本地區(qū)的資源稟賦現(xiàn)狀耦合度是否能夠達(dá)到高度協(xié)調(diào)，是否達(dá)到有序、協(xié)調(diào)、科學(xué)的發(fā)展。本文通過(guò)閱讀國(guó)內(nèi)外有關(guān)資源稟賦、產(chǎn)業(yè)結(jié)構(gòu)和產(chǎn)業(yè)結(jié)構(gòu)定位的有關(guān)文獻(xiàn)。將國(guó)內(nèi)外有關(guān)資源稟賦和產(chǎn)業(yè)結(jié)構(gòu)的相關(guān)概念、研究現(xiàn)狀、理論發(fā)展進(jìn)行了整體的梳理。確定了本文研究的理論基礎(chǔ)和研究技術(shù)路線，主要在第一二章對(duì)這部分進(jìn)行了闡述。其次，通過(guò)分析河北省以及各個(gè)轄市自然資源和社會(huì)經(jīng)濟(jì)資源稟賦的現(xiàn)狀將11個(gè)轄市根據(jù)綜合資源稟賦按照聚類(lèi)分析的方法進(jìn)行分類(lèi)并得出相應(yīng)結(jié)論，這一部分在第三章、第四章進(jìn)行闡述。再次，第五章將分類(lèi)后各類(lèi)別選擇出代表城市，把該城市的資源稟賦情況和產(chǎn)業(yè)結(jié)構(gòu)情況進(jìn)行耦合度分析。第六章針對(duì)以上分析的結(jié)果進(jìn)行政策上的建議和指導(dǎo)。最后，第七章是全文的結(jié)論。
[Abstract]:The Twelfth five-year Plan period is an important opportunity period for the transformation and upgrading of the national industrial strategy and the strengthening of the core competitiveness of the industry. In determining the future development strategy, China's provinces first consider the characteristics of local resource endowments. Because of the vast territory of our country, the resource endowment of each region varies greatly. Therefore, it is of great significance for regional development to carry out the scientific view of development, to determine the path of economic development consistent with the resource endowment of this province and city, and to achieve the optimal allocation of resources. Hebei Province under the jurisdiction of Shijiazhuang, Qinhuangdao, Tangshan, Handan, Cangzhou, Baoding, Xingtai, Langfang, Zhangjiakou, Chengde, Hengshui and other 11 prefecture-level cities. In the years of accumulation and practice after the reform and opening up, every municipality in Hebei Province has formed its own industrial orientation and irreplaceable advantage industry according to its own resource endowment. However, whether the industrial structure orientation of each municipality can be highly coordinated with the current situation of the region's resource endowment, whether to achieve an orderly, coordinated and scientific development. This article through reading the domestic and foreign related resources endowment, the industrial structure and the industrial structure localization related literature. The related concepts of resource endowment and industrial structure at home and abroad, the status quo of research, and the development of theory have been combed as a whole. The theoretical basis and technical route of this paper are determined, and this part is mainly described in Chapter one and two. Secondly, by analyzing the present situation of natural resources and socio-economic resources endowments in Hebei Province and the municipalities under the Central Government, 11 municipalities are classified according to the method of cluster analysis according to the comprehensive resource endowments, and the corresponding conclusions are drawn. This part is in Chapter III. The fourth chapter carries on the elaboration. Thirdly, the fifth chapter selects the representative cities after the classification, and analyzes the coupling degree between the resource endowment and the industrial structure of the city. The sixth chapter carries on the policy suggestion and the guidance to the above analysis result. Finally, the seventh chapter is the conclusion of the paper.
