創(chuàng)新價(jià)值鏈視角的創(chuàng)新投入結(jié)構(gòu)與全要素生產(chǎn)率分析

【摘要】:創(chuàng)新投入是提高生產(chǎn)率的重要途徑,而不同類型的創(chuàng)新投入對(duì)一國生產(chǎn)率改善的作用存在差異性。學(xué)理上的解釋需深入研究創(chuàng)新活動(dòng)的內(nèi)部反應(yīng)機(jī)制。從創(chuàng)新價(jià)值鏈視角將創(chuàng)新活動(dòng)分為基礎(chǔ)研究、應(yīng)用研究和試驗(yàn)發(fā)展;谘邪l(fā)資本存量的測(cè)算,構(gòu)建反映創(chuàng)新投入結(jié)構(gòu)與全要素生產(chǎn)率之間關(guān)系的理論模型,并以經(jīng)合組織(OECD)23個(gè)國家2000-2013年的面板數(shù)據(jù)為樣本,檢驗(yàn)創(chuàng)新投入結(jié)構(gòu)對(duì)生產(chǎn)率的異質(zhì)性影響。結(jié)果表明:從時(shí)間維度來看,試驗(yàn)發(fā)展活動(dòng)對(duì)當(dāng)期全要素生產(chǎn)率增長具有顯著的正效應(yīng),應(yīng)用研究和基礎(chǔ)研究功效的發(fā)揮存在一定時(shí)滯,且基礎(chǔ)研究的滯后期更長;從影響程度來看,基礎(chǔ)研究的偏效應(yīng)最大,應(yīng)用研究偏效應(yīng)短期內(nèi)為負(fù)值,而試驗(yàn)發(fā)展的作用雖然非常迅速,但其對(duì)生產(chǎn)率的帶動(dòng)效果相對(duì)較弱;就全要素生產(chǎn)率分解來看,基礎(chǔ)研究和應(yīng)用研究分別對(duì)技術(shù)效率和規(guī)模效率的偏效應(yīng)最大,試驗(yàn)發(fā)展對(duì)全要素生產(chǎn)率三部分都有顯著的正效應(yīng)。因此,改善我國創(chuàng)新投入結(jié)構(gòu)時(shí)應(yīng)充分重視基礎(chǔ)研究的投入和積累,以發(fā)揮其在促進(jìn)生產(chǎn)率中的核心地位和長效作用。
[Abstract]:Innovation input is an important way to improve productivity, and there are differences in the effect of different types of innovation investment on a country's productivity improvement. The theoretical explanation requires in-depth study of the internal response mechanism of innovation activities. From the perspective of innovation value chain, innovation activities are divided into basic research, applied research and experimental development. Based on the measurement of R & D capital stock, this paper constructs a theoretical model reflecting the relationship between innovation input structure and total factor productivity (TFP), and takes the panel data of 23 OECD countries from 2000 to 2013 as a sample. To test the heterogeneity effect of innovation input structure on productivity. The results show that, from the perspective of time, experimental development activities have a significant positive effect on the growth of total factor productivity in the current period, and there is a certain delay in the performance of applied research and basic research, and the lag period of basic research is longer; In terms of the degree of influence, the partial effect of basic research is the largest, and the partial effect of applied research is negative in a short period of time, while the effect of experimental development is very rapid, but its driving effect on productivity is relatively weak. In terms of total factor productivity decomposition, basic research and applied research have the largest partial effect on technical efficiency and scale efficiency respectively, and experimental development has significant positive effects on three parts of TFP. Therefore, we should pay full attention to the input and accumulation of basic research when improving the structure of innovation input in our country, so as to play its core position and long-term effect in promoting productivity.
