【摘要】：隨著我國經(jīng)濟(jì)社會的快速發(fā)展,城鄉(xiāng)二元分化的趨勢越來越明顯,從而給我國和諧社會建設(shè)帶來一系列問題,為此黨的十六大以后國家及各級地方政府提出了統(tǒng)籌城鄉(xiāng)發(fā)展的理念。 統(tǒng)籌城鄉(xiāng)發(fā)展涉及到城鄉(xiāng)規(guī)劃、土地制度、戶籍改革等方方面面,而交通規(guī)劃和產(chǎn)業(yè)布局是各級政府通過城鄉(xiāng)規(guī)劃手段調(diào)控城鄉(xiāng)建設(shè)和發(fā)展、縮小城鄉(xiāng)差距、促進(jìn)就業(yè)的兩個(gè)重要方式,同時(shí)也是統(tǒng)籌城鄉(xiāng)發(fā)展一體化中的具體內(nèi)容,對統(tǒng)籌城鄉(xiāng)工作的順利開展具有舉足輕重的作用。但是在統(tǒng)籌城鄉(xiāng)背景下如何找出并綜合運(yùn)用交通規(guī)劃和產(chǎn)業(yè)布局的關(guān)系,明確它們在統(tǒng)籌城鄉(xiāng)中的作用,并科學(xué)合理的制定出交通規(guī)劃和產(chǎn)業(yè)布局相協(xié)調(diào)的配套方案,使它們在統(tǒng)籌城鄉(xiāng)工作中發(fā)揮出最大作用,這是各地城鄉(xiāng)規(guī)劃部門都在探討的一個(gè)課題。 南寧市邕寧區(qū)蒲廟鎮(zhèn)是南寧市統(tǒng)籌城鄉(xiāng)綜合配套改革的試點(diǎn)鎮(zhèn),處于南寧市中心城邊緣,面積249平方公里。本論文就是以蒲廟鎮(zhèn)作為研究對象,通過采取實(shí)例研究法、現(xiàn)場踏勘法、查看文獻(xiàn)等方法,對交通規(guī)劃和產(chǎn)業(yè)布局理論以及國內(nèi)外實(shí)踐案例情況進(jìn)行了學(xué)習(xí)借鑒,總結(jié)出交通規(guī)劃和產(chǎn)業(yè)布局關(guān)系,有針對性的提煉出適用于蒲廟鎮(zhèn)的理論和經(jīng)驗(yàn)。同時(shí)本文還通過詳細(xì)分析蒲廟鎮(zhèn)的經(jīng)濟(jì)、社會、交通、產(chǎn)業(yè)等現(xiàn)狀情況,找出蒲廟鎮(zhèn)交通規(guī)劃和產(chǎn)業(yè)布局的有利條件和制約因素,最終對該鎮(zhèn)交通規(guī)劃和產(chǎn)業(yè)布局進(jìn)行了科學(xué)合理的研究安排。 隨著研究成果的實(shí)施,將可以有效地促進(jìn)蒲廟鎮(zhèn)的城鄉(xiāng)協(xié)調(diào)發(fā)展,提高城鄉(xiāng)經(jīng)濟(jì)社會水平,為南寧市推進(jìn)統(tǒng)籌城鄉(xiāng)提供試點(diǎn)經(jīng)驗(yàn),其實(shí)踐經(jīng)驗(yàn)和理論研究成果對南寧市乃至整個(gè)廣西通過綜合運(yùn)用交通規(guī)劃和產(chǎn)業(yè)布局手段開展統(tǒng)籌城鄉(xiāng)工作具有一定指導(dǎo)意義。
[Abstract]:With the rapid development of China's economy and society, the trend of urban-rural dual differentiation is becoming more and more obvious, which brings a series of problems to the construction of a harmonious society in China. Therefore, the national and local governments at all levels put forward the idea of coordinating urban and rural development after the 16th National Congress of the Communist Party of China (CPC). The overall planning of urban and rural development involves urban and rural planning, land system, household registration reform and other aspects, and transportation planning and industrial distribution means that governments at all levels regulate and control urban and rural construction and development by means of urban and rural planning to narrow the gap between urban and rural areas. The two important ways to promote employment are also the concrete contents of the integration of urban and rural development, which plays an important role in the smooth development of urban and rural work as a whole. But under the background of overall planning of urban and rural areas, how to find out and make comprehensive use of the relationship between traffic planning and industrial layout, to clarify their role in coordinating urban and rural areas, and to formulate scientifically and reasonably a matching plan for coordination between traffic planning and industrial layout, So that they play the biggest role in coordinating urban and rural work, this is a topic discussed by urban and rural planning departments all over the country. Pumiao Town, Yongning District, Nanning City, is a pilot town in Nanning City to coordinate the comprehensive reform of urban and rural areas. It is located on the edge of Nanning City Center and covers an area of 249 square kilometers. This paper takes Pumiao Town as the research object, through adopting the methods of case study, field survey, reviewing the literature and so on, to learn and draw lessons from the traffic planning and industrial layout theory as well as the domestic and foreign practice cases. Summarize the relationship between traffic planning and industrial layout, and refine the theory and experience suitable for Pumiao Town. At the same time, by analyzing the present situation of economy, society, transportation and industry of Pumiao Town in detail, this paper finds out the favorable conditions and restrictive factors of the traffic planning and industrial layout of Pumiao Town. Finally, the traffic planning and industrial layout of the town are scientific and reasonable research arrangements. With the implementation of the research results, it will effectively promote the coordinated development of urban and rural areas in Pumiao Town, improve the economic and social level of urban and rural areas, and provide pilot experience for Nanning City in promoting overall planning of urban and rural areas. Its practical experience and theoretical research results have certain guiding significance for Nanning City and even the whole Guangxi to carry out the overall urban and rural work through the comprehensive use of traffic planning and industrial layout means.
