【摘要】：隨著中國進入后工業(yè)化時代,城市化進程進入了一個新的階段,走新型化、特色化的城市發(fā)展道路成為我國未來城市化發(fā)展的重要方向,新型城鎮(zhèn)化是一個強調(diào)產(chǎn)城互動、重視城鄉(xiāng)統(tǒng)籌、注意節(jié)約集約、力求生態(tài)宜居的城鎮(zhèn)化,這與過去我國城鎮(zhèn)的自發(fā)式、散布式等粗放的發(fā)展方式具有明顯的不同。新型城鎮(zhèn)化更加注重的是頂層設(shè)計,在設(shè)計之初就要求城市的功能與所在區(qū)位、當?shù)氐娜�、當�(shù)氐漠a(chǎn)業(yè)以及當?shù)氐沫h(huán)境實現(xiàn)有機融合,大城市和中小城市、小城鎮(zhèn)共發(fā)展,城市和產(chǎn)業(yè)共發(fā)展,城市和環(huán)境共發(fā)展。其中,新型城鎮(zhèn)化著重強調(diào)產(chǎn)城的融合,突出了產(chǎn)業(yè)在城鎮(zhèn)化進程中的關(guān)鍵作用,以發(fā)展新型工業(yè)為核心,依靠產(chǎn)業(yè)的發(fā)展來帶動城市的發(fā)展,以產(chǎn)促城。 關(guān)于產(chǎn)業(yè)選擇的理論并不少見,從國外到國內(nèi)都有諸多的研究,但這些理論很難在現(xiàn)實產(chǎn)業(yè)選擇過程中進行方便、科學(xué)的應(yīng)用,特別是對于新型城鎮(zhèn)化進程中主導(dǎo)產(chǎn)業(yè)的選擇缺乏一定的針對性和指導(dǎo)性。因此,本人在研究產(chǎn)業(yè)選擇理論的基礎(chǔ)上,通過自身的工作經(jīng)驗,利用理論和實踐相結(jié)合的方法總結(jié)出一套主導(dǎo)產(chǎn)業(yè)選擇的方法,力求為新型城鎮(zhèn)化主導(dǎo)產(chǎn)業(yè)的選擇提供參考。 本論文主要從主導(dǎo)產(chǎn)業(yè)選擇理論的分析、新型城鎮(zhèn)化內(nèi)涵及主導(dǎo)產(chǎn)業(yè)選擇要求、新型城鎮(zhèn)化的主導(dǎo)產(chǎn)業(yè)選擇模型建立及案例研究、新型城鎮(zhèn)化的產(chǎn)業(yè)發(fā)展模式研究等幾方面來對這一課題展開研究和論述。新型城鎮(zhèn)化進程當中的主導(dǎo)產(chǎn)業(yè)選擇模型是本論文的研究重點,也是難點。本人通過主導(dǎo)產(chǎn)業(yè)理論的學(xué)習(xí),并結(jié)合自身在產(chǎn)業(yè)規(guī)劃方面的工作經(jīng)驗,研究設(shè)計出“倒三角產(chǎn)業(yè)遞進篩選模型”,認為比較適合新型城鎮(zhèn)化建設(shè)過程當中的主導(dǎo)產(chǎn)業(yè)選擇。倒三角產(chǎn)業(yè)遞進篩選模型選擇了四個維度作為產(chǎn)業(yè)篩選的基準,分別是產(chǎn)業(yè)初步篩選、產(chǎn)業(yè)吸引力分析、產(chǎn)業(yè)關(guān)聯(lián)度分析、產(chǎn)業(yè)轉(zhuǎn)移及承接可能性分析。通過四個篩選基準的依次運用,將產(chǎn)業(yè)選擇的范圍逐步縮小,實現(xiàn)產(chǎn)業(yè)“長名單”、“中名單”、“短名單”的最終確定。在每一個產(chǎn)業(yè)篩選基準中,都將分別用到不同的方法和指標分析。從根本上看,倒三角產(chǎn)業(yè)遞進篩選模型是一種集成創(chuàng)新,是將眾多主導(dǎo)產(chǎn)業(yè)選擇方法的一個綜合應(yīng)用,同時考慮到了應(yīng)用的可能性和便捷性。 另外,除了建立主導(dǎo)產(chǎn)業(yè)選擇模型以外,本文還對新型城鎮(zhèn)化的發(fā)展模式進行了研究,提出了產(chǎn)業(yè)新城的概念,重點論述了產(chǎn)業(yè)新城的產(chǎn)業(yè)屬性和城鎮(zhèn)化屬性。同時,重點分析了產(chǎn)業(yè)新城的建設(shè)模式——產(chǎn)業(yè)地產(chǎn),并以案例的形式分別描述了政府主導(dǎo)、大企業(yè)主導(dǎo)、專業(yè)產(chǎn)業(yè)地產(chǎn)運營商三種產(chǎn)業(yè)地產(chǎn)類型的運作模式及優(yōu)劣勢,特別是對其中的專業(yè)產(chǎn)業(yè)地產(chǎn)運營商部分,以一個企業(yè)的實際發(fā)展案例,解析了產(chǎn)業(yè)地產(chǎn)在新型城鎮(zhèn)化建設(shè)方面的作用及可持續(xù)性。 本課題的研究具有一定的時效性,隨著新型城鎮(zhèn)化上升為國家的戰(zhàn)略層面,城鎮(zhèn)化無疑會成為推動中國經(jīng)濟發(fā)展的重要力量,在經(jīng)濟的增長、經(jīng)濟的升級等方面都發(fā)揮著重要的作用,本論文所開展的城鎮(zhèn)化過程中主導(dǎo)產(chǎn)業(yè)選擇研究以及發(fā)展模式研究,將有利于更加清晰的認識產(chǎn)業(yè)在城鎮(zhèn)化發(fā)展過程中的作用。本課題的研究經(jīng)驗性和創(chuàng)新性比較突出,本人一直在從事產(chǎn)業(yè)規(guī)劃方面的工作,具有一定的實操經(jīng)驗,在此基礎(chǔ)上結(jié)合理論的學(xué)習(xí)研究,設(shè)計出一套便于應(yīng)用的、科學(xué)的主導(dǎo)產(chǎn)業(yè)選擇模型,具有一定的創(chuàng)新性。另外,由于本課題的研究與自己的工作息息相關(guān),在今后的工作中還會通過實際案例對模型進行驗證,對模型進行補充完善。
