【摘要】：認(rèn)識、適應(yīng)和引領(lǐng)新常態(tài)是中國經(jīng)濟(jì)發(fā)展的大邏輯,新常態(tài)擁抱新經(jīng)濟(jì)。供給側(cè)結(jié)構(gòu)性改革是中國"十三五"時(shí)期增長、轉(zhuǎn)型和改革的主線,實(shí)質(zhì)是由追趕型經(jīng)濟(jì)向創(chuàng)新型經(jīng)濟(jì)轉(zhuǎn)變,實(shí)現(xiàn)新平臺上的供求平衡、新邏輯下的動力轉(zhuǎn)換、新常態(tài)下的轉(zhuǎn)型升級和新理念下的制度創(chuàng)新。新經(jīng)濟(jì)是伴隨新一輪科技和產(chǎn)業(yè)革命而產(chǎn)生的經(jīng)濟(jì)形態(tài),包括發(fā)展新技術(shù)、新產(chǎn)業(yè)、新產(chǎn)品、新業(yè)態(tài)、新模式,培育新動能,以及利用新技術(shù)、新模式改造傳統(tǒng)產(chǎn)業(yè),提升舊動能。供給側(cè)結(jié)構(gòu)性改革引領(lǐng)新常態(tài)、催生新經(jīng)濟(jì)。而發(fā)展新經(jīng)濟(jì)則是供給側(cè)結(jié)構(gòu)性改革的重要抓手和有效途徑,兩者在需求、目標(biāo)、動力、過程、手段、效應(yīng)等方面具有"共生性",相互依賴、相互促進(jìn)、互為補(bǔ)充。基于兩者之間的內(nèi)在邏輯,最后提出了深化供給側(cè)結(jié)構(gòu)性改革、加快發(fā)展新經(jīng)濟(jì)的政策建議。
[Abstract]:Understanding, adapting and guiding the new normal is the logic of China's economic development, and the new normal embraces the new economy. The supply-side structural reform is the mainline of China's growth, transformation and reform in the 13th Five-Year Plan period. In essence, it is the transformation from a catch-up economy to an innovative economy, to achieve a balance between supply and demand on the new platform and a dynamic transformation under the new logic. Transformation and upgrading under the new normal and institutional innovation under the new concept. The new economy is the economic form that comes with a new round of technological and industrial revolution, including developing new technologies, new industries, new products, new business type, new models, cultivating new kinetic energy, and using new technologies and new models to transform traditional industries. Increase the old kinetic energy. Supply-side structural reforms lead to a new normal and give birth to a new economy. The development of new economy is an important grasp and effective way of supply-side structural reform. They have "symbiosis" in demand, goal, motive force, process, means and effect, which depend on each other, promote each other and complement each other. Based on the internal logic between the two, some policy suggestions on deepening supply-side structural reform and accelerating the development of new economy are put forward.
