轉(zhuǎn)變制度供給方式,降低制度性交易成本

【摘要】:供給側(cè)結(jié)構(gòu)性改革的實質(zhì)就是降低制度性交易成本。我國基于部委供給制度的有限準入秩序、資源重新配置追趕型經(jīng)濟模式及政府與市場關(guān)系的非制度化等經(jīng)濟制度特征都會導(dǎo)致制度性交易成本的上升。在我國經(jīng)濟體制改革還沒有到位的情況下,經(jīng)濟下行與制度性交易成本上升是一種互動關(guān)系:經(jīng)濟下行導(dǎo)致制度性交易成本的上升,而制度性交易成本的上升又導(dǎo)致經(jīng)濟下行。供給側(cè)結(jié)構(gòu)性改革的關(guān)鍵應(yīng)該是轉(zhuǎn)變制度供給方式,也只有通過制度變革才能從根本上尋找經(jīng)濟發(fā)展的新動力,從根本上遏制我國經(jīng)濟下行。
[Abstract]:The essence of supply-side structural reform is to reduce institutional transaction costs. The limited access order based on the ministerial supply system, the catch-up economic model of resource reallocation and the non-institutionalization of the relationship between the government and the market will lead to the rise of institutional transaction costs. Under the condition that the reform of our country's economic system is not in place, the economic downlink and the rise of institutional transaction cost are interactive relations: the economic downgoing leads to the rise of institutional transaction cost, and the rise of institutional transaction cost leads to the economic downward trend. The key of supply-side structural reform should be to change the mode of institutional supply, and only through institutional change can we find a new motive force for economic development and contain the downward trend of our country's economy fundamentally.
