【摘要】：產業(yè)調整涉及不同產業(yè)在國民產出和發(fā)展中的結構變遷,不同產業(yè)政策對國民經濟問題、就業(yè)水平等指標都有深刻的影響。在國民經濟的運行過程中,保持產業(yè)政策的合理化,是經濟發(fā)展過程中一個重要內容。及時優(yōu)化產業(yè)政策也是當今經濟發(fā)展過程中所面臨的一項基本任務。當前,我國正處在產業(yè)轉型的重要時期,工業(yè)化進程處于中期階段,個別行業(yè)的投資白熱化以及部分產業(yè)經濟泡沫現象陸續(xù)出現,我國宏觀經濟健康有序的發(fā)展會受到這些問題的一定影響。而要試圖解決這些問題,從理論和實踐上看,對經濟體制改革和產業(yè)政策都要引起足夠的重視并且正確的制定和實施。 當前我國與日本20世紀60年代時經濟發(fā)展所處的階段較為相似,那時的日本通過合理運用產業(yè)政策促進了經濟的高速增長,從另一個角度上講,同是東亞國家,同是政府主導型市場經濟體制的我國,在運用產業(yè)政策手段對產業(yè)結構進行調整,帶動國民經濟健康穩(wěn)步發(fā)展,日本的成功經驗和失敗的教訓對我國現階段現代化建設都具有重要的參考價值。因此,本文的研究以日本近五十年的經濟發(fā)展歷程為依據,思考并研究各發(fā)展階段所對應的產業(yè)政策制定和發(fā)展的規(guī)律和特點。 通過對歷史過程、特征、存在問題等進行的深入分析,最后結合我國當前產業(yè)政策提出具體的政策建議。
[Abstract]:Industrial adjustment involves the structural changes of different industries in the process of national output and development, and different industrial policies have a profound impact on national economic problems, employment level and other indicators. In the course of national economy operation, keeping the rationalization of industrial policy is an important content in the process of economic development. Timely optimization of industrial policy is also a basic task in the process of economic development. At present, our country is in the important period of industrial transformation, the industrialization process is in the middle stage, the investment of individual industries becomes more and more intense and some industrial economic bubbles appear one after another. The healthy and orderly development of our macro-economy will be affected by these problems. In order to solve these problems theoretically and practically we should pay enough attention to the reform of economic system and industrial policy and make and implement them correctly. The current stage of economic development in China is similar to that of Japan in the 1960s, when Japan promoted rapid economic growth through the rational use of industrial policies. From another perspective, it was also an East Asian country. Our country, which is also a government-led market economy system, is using industrial policy means to readjust the industrial structure in order to promote the healthy and steady development of the national economy. Japan's successful experience and failure lessons have important reference value to our country's modernization construction at the present stage. Therefore, the research of this paper is based on the economic development of Japan in the past 50 years, thinking about and studying the corresponding laws and characteristics of industrial policy formulation and development in various stages of development. Through the in-depth analysis of the historical process, characteristics, existing problems and so on, this paper puts forward some concrete policy suggestions combined with the current industrial policy of our country.
