【摘要】：圍繞著二氧化碳排放權(quán)的全球博弈上演的越來越激烈，究其原因來自于背后的巨大利益之爭(zhēng)。二氧化碳減排經(jīng)濟(jì)成本較高，對(duì)經(jīng)濟(jì)發(fā)展的影響也較為負(fù)面。正因如此，，碳排放權(quán)在一定程度上代表著生存和發(fā)展的權(quán)利。作為世界上二氧化碳排放量最大的中國，在面臨著國際和國內(nèi)的雙重壓力下，提出了自身的二氧化碳減排目標(biāo)。中國二氧化碳排放的現(xiàn)狀是不僅排放總量高，而且各地區(qū)的碳排放極不均衡，碳排放的不均衡會(huì)造成不同的省份和地區(qū)在碳減排任務(wù)分配時(shí)存在較大的地區(qū)利益沖突。中國的二氧化碳減排不僅是要降低二氧化碳排放總量，更需要在降低碳排放總量下解決地區(qū)發(fā)展的不平衡問題，降低碳排放總量的同時(shí)還要避免地區(qū)間的經(jīng)濟(jì)發(fā)展以及碳排放差異的擴(kuò)大，促進(jìn)各地區(qū)協(xié)調(diào)發(fā)展。 把握影響二氧化碳排放的具體因素及其在各地區(qū)的差異，分析碳排放區(qū)域差異在時(shí)間和空間上的演變，尋求不同地區(qū)碳減排的實(shí)施路徑，構(gòu)建區(qū)域碳排放平衡機(jī)制，降低減排總成本的同時(shí)促進(jìn)區(qū)域社會(huì)經(jīng)濟(jì)平衡發(fā)展是擺在我們面前的重大任務(wù)。鑒于此，本文所做工作如下： 分析我國二氧化碳排放區(qū)域差異的具體表象。利用多指標(biāo)面板數(shù)據(jù)聚類分析方法對(duì)我國碳排放進(jìn)行區(qū)域劃分；基于相對(duì)剝奪理論構(gòu)建碳排放區(qū)域差異測(cè)度指標(biāo)，衡量區(qū)域間的碳排放差異及其隨時(shí)間的演變。 探究我國二氧化碳區(qū)域差異產(chǎn)生的原因，制定差異化的減排實(shí)施路徑�；谌珖姘鍞�(shù)據(jù)計(jì)量方法分析碳排放的影響因素并探究不同地區(qū)碳排放差異形成的原因，基于地區(qū)面板數(shù)據(jù)計(jì)量分析提出不同地區(qū)的碳減排實(shí)施路徑，結(jié)合碳減排機(jī)制的發(fā)展與演變，從區(qū)域差異視角分析減排機(jī)制中存在的問題。 研究兩種碳減排機(jī)制，清潔發(fā)展機(jī)制和碳稅機(jī)制，對(duì)于不同地區(qū)的企業(yè)的減排效果或影響。從上市公司資金效應(yīng)的角度，對(duì)清潔發(fā)展機(jī)制的減排效果，尤其是對(duì)于不同地區(qū)、不同規(guī)模的企業(yè)的減排效果進(jìn)行實(shí)證分析；利用競(jìng)爭(zhēng)博弈模型分析開征碳稅及其補(bǔ)貼下對(duì)于經(jīng)濟(jì)發(fā)達(dá)地區(qū)和不發(fā)達(dá)地區(qū)廠商的產(chǎn)量、利潤以及社會(huì)福利的影響。 為我國協(xié)調(diào)區(qū)域差異下的二氧化碳減排任務(wù)的完成提出建議。
[Abstract]:The global game about carbon dioxide emission rights is becoming more and more fierce, the reason is the huge interest dispute behind it. The economic cost of carbon dioxide emission reduction is high, and the impact on economic development is also relatively negative. For this reason, carbon emission rights to some extent represent the right to survival and development. As the largest carbon dioxide emitter in the world, China has put forward its own carbon dioxide emission reduction target under the double pressure of international and domestic. The present situation of carbon dioxide emission in China is that not only the total amount of carbon dioxide emissions is high, but also the carbon emissions of different regions are very unbalanced. The imbalance of carbon emissions will lead to greater regional conflicts of interest among different provinces and regions in the distribution of carbon emission reduction tasks. China's reduction of carbon dioxide emissions is not only to reduce the total amount of carbon dioxide emissions, but also to reduce the total amount of carbon emissions to solve the imbalance of regional development. While reducing the total amount of carbon emissions, we should avoid the regional economic development and the expansion of carbon emissions differences, and promote the coordinated development of different regions. Grasp the specific factors affecting carbon dioxide emissions and their differences in different regions, analyze the evolution of regional carbon emissions in time and space, seek the implementation path of carbon emission reduction in different regions, and construct regional carbon emission balance mechanism. It is an important task to reduce the total cost of emission reduction and promote the balanced development of regional society and economy. In view of this, the work of this paper is as follows: to analyze the regional differences of carbon dioxide emissions in China. The multi-index panel data cluster analysis method is used to divide China's carbon emissions, and based on the theory of relative deprivation, the measurement index of regional carbon emissions difference is constructed to measure the regional carbon emissions difference and its evolution over time. To explore the causes of regional differences in carbon dioxide in China, and formulate a differentiated emission reduction implementation path. Based on the national panel data measurement method to analyze the impact factors of carbon emissions and explore the causes of carbon emission differences in different regions, based on the regional panel data metering analysis proposed the implementation path of carbon emission reduction in different regions. Based on the development and evolution of carbon abatement mechanism, the problems in emission reduction mechanism are analyzed from the perspective of regional differences. Two carbon abatement mechanisms, the clean development mechanism and the carbon tax mechanism, are studied. From the perspective of capital effect of listed companies, this paper makes an empirical analysis on the emission reduction effect of CDM, especially for different regions and enterprises of different sizes. The effects of carbon tax and its subsidies on the production, profit and social welfare of firms in developed and underdeveloped regions are analyzed by using the competitive game model. To coordinate the regional differences in the task of carbon dioxide reduction in China to complete the recommendations.
