【摘要】：改革開(kāi)放以來(lái),隨著國(guó)家對(duì)扶貧工作的重視,中國(guó)的扶貧開(kāi)發(fā)工作小有成效,新時(shí)期,中國(guó)呈現(xiàn)出集中連片的貧困格局,連片特困區(qū)成為未來(lái)十年國(guó)家扶貧攻堅(jiān)的主戰(zhàn)場(chǎng),而徹底解決貧困問(wèn)題的途徑就是提高貧困地區(qū)的自我發(fā)展能力。本文以新疆連片特困區(qū)為研究對(duì)象,圍繞新疆連片特困區(qū)自我發(fā)展能力這一主題展開(kāi)研究,為新時(shí)期我國(guó)的扶貧開(kāi)發(fā)工作提供嶄新的視角。首先,本文對(duì)區(qū)域自我發(fā)展能力進(jìn)行概念界定,然后對(duì)區(qū)域自我發(fā)展能力的相關(guān)理論進(jìn)行總結(jié)論述,對(duì)區(qū)域自我發(fā)展能力的相關(guān)研究成果初步了解,指出區(qū)域自我發(fā)展能力是一個(gè)具有中國(guó)特色的名詞。然后,從多方面對(duì)新疆連片特困區(qū)發(fā)展基本情況進(jìn)行概述,并指出新疆連片特困區(qū)的特殊性所在,以及提升新疆連片特困區(qū)自我發(fā)展能力所面臨的機(jī)遇與挑戰(zhàn)。然后,采用AF法對(duì)新疆連片特困區(qū)多維貧困進(jìn)行測(cè)量,并結(jié)合新疆連片特困區(qū)的實(shí)際發(fā)展情況,構(gòu)建評(píng)價(jià)指標(biāo)體系,用因子分析法對(duì)新疆連片特困區(qū)自我發(fā)展能力進(jìn)行縱向與橫向的測(cè)算,繪制自我發(fā)展能力得分空間分布圖,并用聚類(lèi)分析法對(duì)新疆連片特困區(qū)自我發(fā)展能力進(jìn)行分類(lèi),然后將新疆連片特困區(qū)自我發(fā)展能力與全國(guó)各省市及平均水平比較,衡量其發(fā)展程度并找出發(fā)展短板。主要得出如下結(jié)論:一、新疆連片特困區(qū)多維貧困現(xiàn)象嚴(yán)重;二、新疆連片特困區(qū)自我發(fā)展能力整體較低,但呈逐步上升趨勢(shì);三、新疆連片特困區(qū)自我發(fā)展能力及各因子發(fā)展不均衡,呈西北強(qiáng)東南弱態(tài)勢(shì);四、新疆連片特困區(qū)自我發(fā)展能力較好地區(qū)主要集中在喀什地區(qū),喀什市、疏勒縣、塔什庫(kù)爾干塔吉克自治縣和烏恰縣自我發(fā)展能力尤為突出;五、經(jīng)濟(jì)發(fā)展落后是新疆連片特困區(qū)自我發(fā)展能力的短板。然后,分析了制約新疆連片特困區(qū)自我發(fā)展能力提升的因素,并針對(duì)制約因素提出促進(jìn)新疆連片特困區(qū)自我發(fā)展能力提升的對(duì)策建議。本文在結(jié)合已有研究成果的基礎(chǔ)上,以縣域?yàn)閱挝粚?duì)新疆連片特困區(qū)自我發(fā)展能力進(jìn)行測(cè)算,并通過(guò)繪制空間分布圖和樹(shù)形圖,來(lái)找出新疆連片特困區(qū)自我發(fā)展能力的短板,具有一定的創(chuàng)新性。但基于縣域數(shù)據(jù)的可得性考慮,自我發(fā)展能力評(píng)價(jià)指標(biāo)體系不夠完善,需要進(jìn)一步加強(qiáng)研究。
[Abstract]:Since the reform and opening up, with the state's emphasis on poverty alleviation work, China's poverty alleviation and development work has been less effective. In the new period, China has shown a pattern of concentrated poverty, and the special hardship areas have become the main battlefields for the country to tackle poverty problems in the next ten years. The way to solve the poverty problem is to improve the self-development ability of the poor areas. This paper focuses on the study of the self-development ability of the special hardship areas in Xinjiang, which provides a new perspective for the development of poverty alleviation in China in the new period. First of all, this paper defines the concept of regional self-development ability, then summarizes and discusses the relevant theories of regional self-development ability, and preliminarily understands the relevant research results of regional self-development ability. It is pointed out that regional self-development ability is a term with Chinese characteristics. Then, this paper summarizes the basic situation of the development of the special hardship area in Xinjiang from many aspects, and points out the particularity of the special area in Xinjiang, and the opportunities and challenges to enhance the ability of self-development in the area. Then, using the AF method to measure the multi-dimensional poverty in the special poverty-stricken areas in Xinjiang, and combining the actual development of the special hardship areas in Xinjiang, the evaluation index system is constructed. This paper uses factor analysis method to measure the self-development ability of the special hardship area in Xinjiang, draws the spatial distribution map of the score of the self-development ability, and classifies the self-development ability of the special hardship area in Xinjiang by cluster analysis. Then, the self-development ability of the special hardship area in Xinjiang is compared with that of the provinces and cities and the average level of the whole country, and the development degree is measured and the development board is found out. The main conclusions are as follows: first, the phenomenon of multi-dimensional poverty is serious in the area of special hardship in Xinjiang, second, the ability of self-development in the area of special hardship in Xinjiang is relatively low as a whole, but gradually rising; Third, the ability of self-development and the development of various factors are not balanced, showing a strong southeast weak situation in Northwest China; Fourthly, the areas with better self-development ability are mainly concentrated in Kashi area, Kashi City, Shule County, Tashkurgan Tajik Autonomous County and Wuqian County. Fifth, the backward economic development is a short board of the ability of self-development in the special-hardship areas of Xinjiang. Then, the paper analyzes the factors that restrict the ability of self-development of the special hardship areas in Xinjiang, and puts forward the countermeasures and suggestions to promote the self-development ability of the special hardship areas in Xinjiang. On the basis of the existing research results, this paper measures the self-development ability of the special hardship areas in Xinjiang, and by drawing the spatial distribution map and the tree map, we can find out the short board of the self-development ability of the special hardship areas in Xinjiang. Have certain innovation. However, based on the availability of county data, the evaluation index system of self-development ability is not perfect, so the research needs to be further strengthened.
