【摘要】：改革開放以來,寧夏經(jīng)濟(jì)逐步進(jìn)入增長的快車道,但居民收入水平并未發(fā)生同步提升,特別是2000年以來,人均GDP在全國31個省市區(qū)排位居中等水平,而城鄉(xiāng)居民人均收入居后位,且差距呈現(xiàn)擴(kuò)大之勢。通過分析1980—2015年35年來經(jīng)濟(jì)增長與居民收入增長的歷史數(shù)據(jù),對照全國平均水平和各省市區(qū)經(jīng)濟(jì)與居民收入增長的一致性,從實(shí)證的角度研究了居民收入增長與經(jīng)濟(jì)增長之間的關(guān)系、居民收入增長與經(jīng)濟(jì)增長不同步的深層次原因,得出寧夏人均GDP排位與居民人均收入排位極不對稱,是長期經(jīng)濟(jì)發(fā)展形成的,既涉及發(fā)展戰(zhàn)略問題,也涉及經(jīng)濟(jì)結(jié)構(gòu)、投資結(jié)構(gòu)、分配結(jié)構(gòu)問題,當(dāng)然與經(jīng)濟(jì)發(fā)展的階段性特征和周期性規(guī)律也有很大關(guān)系,進(jìn)一步提出了確立"以人為本"發(fā)展新理念、推動畸重依能型產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、處理好投資與消費(fèi)比例關(guān)系、將"就業(yè)優(yōu)先"理念貫穿于經(jīng)濟(jì)社會發(fā)展總體布局全過程等政策建議。
[Abstract]:Since the reform and opening up, the economy of Ningxia has gradually entered the fast lane of growth, but the income level of residents has not risen synchronously. Especially since 2000, the average GDP per capita ranks at the middle level in 31 provinces, municipalities and municipalities in the country. The per capita income of urban and rural residents is in the second place, and the gap is widening. By analyzing the historical data of economic growth and residents' income growth in the past 35 years from 1980 to 2015, this paper compares the consistency of the national average level and the economic and residential income growth of the provinces, municipalities and regions. This paper studies the relationship between residents' income growth and economic growth from an empirical point of view, and the deep reasons why residents' income growth and economic growth do not synchronize. It is concluded that the ranking of per capita GDP and per capita income of residents in Ningxia is very asymmetrical. It is formed by long-term economic development. It involves not only the development strategy, but also the economic structure, the investment structure and the distribution structure. Of course, it is also related to the stage characteristics and cyclical laws of economic development. Further put forward the new idea of "people-oriented" development, promote the adjustment of energy industry structure, deal with the relationship between investment and consumption. The idea of "employment first" will run through the overall layout of economic and social development and other policy recommendations.
