【摘要】：近年來,我國開發(fā)區(qū)遭遇的"產(chǎn)城分離"困境受到普遍關(guān)注。基于工業(yè)化促進(jìn)城市化的微觀機(jī)理,并結(jié)合中國開發(fā)區(qū)集聚產(chǎn)業(yè)和人口的獨(dú)特機(jī)制,探討了中國開發(fā)區(qū)遭遇"產(chǎn)城分離"的內(nèi)在原因。研究表明,中國開發(fā)區(qū)加工制造環(huán)節(jié)的集聚更多吸引了低收入群體在開發(fā)區(qū)周邊生活,從而制約了工業(yè)化促進(jìn)服務(wù)功能優(yōu)化的潛能,特別是地處城市遠(yuǎn)郊的開發(fā)區(qū),由于高收入群體大多選擇克服通勤成本以獲得較好的城市服務(wù),"產(chǎn)城分離"比較明顯,但在城市近郊發(fā)展的開發(fā)區(qū)則可能較好地克服"產(chǎn)城分離"問題。江蘇昆山自縣城周邊自費(fèi)辦開發(fā)區(qū)開始,就注重依托舊城服務(wù)功能吸引各階層人口就近居住生活,從而較好克服了"產(chǎn)城分離",為開發(fā)區(qū)的產(chǎn)業(yè)轉(zhuǎn)型升級優(yōu)化了人力資本環(huán)境。由此可見,中國開發(fā)區(qū)遭遇"產(chǎn)城分離"是由獨(dú)特的空間生產(chǎn)過程和區(qū)位特點(diǎn)共同決定的,而促進(jìn)開發(fā)區(qū)的"產(chǎn)城融合"關(guān)鍵是以提升城市服務(wù)功能吸引高收入群體就近居住生活。
[Abstract]:In recent years, the dilemma of "separation of production and city" encountered in China's development zones has received widespread attention. Based on the microcosmic mechanism of industrialization promoting urbanization and the unique mechanism of agglomeration of industry and population in China's development zones, this paper probes into the internal causes of the "separation of industries and cities" in China's development zones. The research shows that the agglomeration of processing and manufacturing links in China's development zones attracts more low-income groups to live around the development zones, thus restricting the potential of industrialization to promote the optimization of service functions, especially the development zones located in the suburbs of cities. Because most of the high-income groups choose to overcome the commuting cost in order to obtain better urban services, the "separation of production and city" is obvious, but the development zone developed in the suburbs of the city may overcome the problem of "separation of production and city". Since Kunshan, Jiangsu Province, started to run the development zone at its own expense around the county town, it has focused on relying on the service function of the old city to attract people from all walks of life to live nearby, thus better overcoming the "separation of production and city." It optimizes the human capital environment for the industrial transformation and upgrading of the development zone. Thus, it can be seen that the "separation of production and city" in China's development zones is determined by the unique spatial production process and location characteristics. The key to promoting the integration of industry and city is to promote the function of city service to attract the high income groups to live nearby.
