【摘要】：京津冀建設(shè)世界級城市群,需要樹立利益共同體和命運共同體的發(fā)展理念,通過以首都圈共同體為載體來將京津冀協(xié)同發(fā)展戰(zhàn)略落到實處。首都圈共同體是跳出北京來思考首都的發(fā)展戰(zhàn)略,按照"一城多點"的思路,規(guī)劃建設(shè)首都圈新城新區(qū),承接北京非首都功能疏解,為首都功能重構(gòu)提供產(chǎn)業(yè)支撐。首都圈共同體要實行共建共享共管,構(gòu)建產(chǎn)業(yè)發(fā)展共同體、創(chuàng)新共同體、綠色經(jīng)濟共同體三大發(fā)展機制。與此同時,應(yīng)在增強河北的發(fā)展能力的基礎(chǔ)上,通過推動公共服務(wù)均等化和以引促疏來實現(xiàn)區(qū)域內(nèi)的產(chǎn)業(yè)轉(zhuǎn)移和非首都功能疏解。
[Abstract]:To build a world-class urban agglomeration, Beijing, Tianjin and Hebei need to set up the concept of community of interests and community of destiny, and carry out the coordinated development strategy of Beijing-Tianjin-Hebei by taking the Community of Capital Circle as the carrier. The Community of Capital Circle is to think about the development strategy of the capital out of Beijing. According to the idea of "one city and more points", it plans to build a new district of new city in the capital circle, to undertake the function of non-capital in Beijing, and to provide industrial support for the reconstruction of capital function. The capital circle community should carry out three development mechanisms: the co-construction and sharing management, the industrial development community, the innovation community and the green economy community. At the same time, on the basis of strengthening the development ability of Hebei, we should promote the equalization of public services and promote the development of regional industrial transfer and the function of non-capital.
