【摘要】：19世紀(jì)以來，一系列的經(jīng)濟(jì)增長事實(shí)證實(shí)了“資源詛咒”效應(yīng)的存在。自改革開放以來，自然資源相對貧乏的廣東珠三角地區(qū)保持著快速、穩(wěn)定的經(jīng)濟(jì)增長，而自然資源較為豐裕的粵北山區(qū)和東西兩翼地區(qū)經(jīng)濟(jì)增長卻長期落后。文章在回顧國內(nèi)外“資源詛咒”效應(yīng)相關(guān)研究的基礎(chǔ)上，結(jié)合經(jīng)濟(jì)增長理論，對廣東省內(nèi)地區(qū)間經(jīng)濟(jì)增長與自然資源稟賦狀況不匹配的現(xiàn)象進(jìn)行分析，從“資源詛咒”的視角探究廣東地區(qū)間的經(jīng)濟(jì)增長差距問題。 首先，文章根據(jù)生產(chǎn)要素內(nèi)生化的線索，對經(jīng)濟(jì)增長理論進(jìn)行了回顧，從“資源詛咒”的存在性驗(yàn)證、“資源詛咒”的傳導(dǎo)機(jī)制和“資源詛咒”的規(guī)避途徑三個方面進(jìn)行了文獻(xiàn)綜述。其次，，在分析廣東地區(qū)經(jīng)濟(jì)增長與自然資源基本情況的基礎(chǔ)上，以2001—2011年廣東省內(nèi)21個城市的231個觀察值為樣本，建立回歸模型，計(jì)量結(jié)果顯示，廣東地區(qū)間存在“資源詛咒”效應(yīng)。再次，文章分別基于物質(zhì)資本投資、人力資本投資、科技創(chuàng)新水平和產(chǎn)權(quán)安排四個角度，對廣東地區(qū)間“資源詛咒”效應(yīng)的作用機(jī)制作出解釋。最后，針對“資源詛咒”效應(yīng)在廣東的傳導(dǎo)機(jī)制，文章從投資居住環(huán)境、人力資本投入、科技創(chuàng)新發(fā)展和資源管理制度四個方面提出了克服“資源詛咒”的措施，以縮小地區(qū)間不合理的經(jīng)濟(jì)增長差距。
[Abstract]:Since the 19 th century, a series of economic growth facts confirmed the existence of the "resource curse" effect. Since the reform and opening up, Guangdong Pearl River Delta, which is relatively poor in natural resources, has maintained rapid and stable economic growth, while the rich natural resources in the mountainous areas of northern Guangdong and the eastern and western regions have lagged behind for a long time. On the basis of reviewing the domestic and foreign researches on the "resource curse" effect and combining the theory of economic growth, this paper analyzes the mismatch between economic growth and natural resource endowment in Guangdong Province. This paper probes into the gap of economic growth in Guangdong from the angle of "resource curse". Firstly, according to the clue of endogenous biochemistry of factors of production, this paper reviews the theory of economic growth and verifies the existence of "resource curse". The transmission mechanism of "resource curse" and the ways to circumvent it are reviewed in this paper. Secondly, based on the analysis of economic growth and natural resources in Guangdong, 231 observations of 21 cities in Guangdong from 2001 to 2011 are taken as samples to establish a regression model. There is a "resource curse" effect in Guangdong. Thirdly, based on material capital investment, human capital investment, science and technology innovation level and property right arrangement, this paper explains the mechanism of "resource curse" effect in Guangdong. Finally, aiming at the transmission mechanism of "resource curse" effect in Guangdong, this paper puts forward some measures to overcome the "resource curse" from four aspects: investment in living environment, investment in human capital, development of science and technology innovation and resource management system.
