【摘要】：為了縮小發(fā)展差距,加快中部地區(qū)發(fā)展步伐,中國于2006年出臺了《中共中央國務(wù)院關(guān)于促進(jìn)中部地區(qū)崛起的若干意見》。迄今為止,中部崛起戰(zhàn)略已經(jīng)正式實(shí)施了十周年。與此同時(shí),隨著我國進(jìn)入三期疊加的經(jīng)濟(jì)新常態(tài)階段以及“一帶一路”建設(shè)、京津冀協(xié)同發(fā)展、長江經(jīng)濟(jì)帶三大戰(zhàn)略的提出既為中部地區(qū)提供了新的發(fā)展空間,也對新時(shí)期中部地區(qū)實(shí)現(xiàn)全面崛起提出了新要求。因此,對中部崛起戰(zhàn)略效果進(jìn)行科學(xué)客觀的評價(jià)是十分必要的,一方面能夠肯定過去十年內(nèi)實(shí)施中部崛起戰(zhàn)略所取得的成績,另一方面也能總結(jié)戰(zhàn)略實(shí)施過程中存在的不足,進(jìn)而形成我國區(qū)域協(xié)調(diào)發(fā)展的良好局面。本文以區(qū)域非均衡發(fā)展理論和政策評價(jià)理論為支撐,采用規(guī)范分析和實(shí)證分析相結(jié)合的方法,首先梳理了中部崛起戰(zhàn)略發(fā)展歷程,著重分析了中部崛起戰(zhàn)略實(shí)施效果,中部地區(qū)在過去十年內(nèi)經(jīng)濟(jì)實(shí)力不斷增強(qiáng),人民生活水平不斷改善,經(jīng)濟(jì)結(jié)構(gòu)持續(xù)優(yōu)化升級,新型城鎮(zhèn)化水平得到顯著提高,“三基地一樞紐”的地位得到鞏固,但中部地區(qū)在崛起過程也面臨著許多問題。在此基礎(chǔ)上,利用省級面板數(shù)據(jù),借助于雙重差分評估方法,量化評價(jià)中部崛起戰(zhàn)略的實(shí)施對中部地區(qū)經(jīng)濟(jì)發(fā)展的影響,探究其是否促進(jìn)中部地區(qū)經(jīng)濟(jì)發(fā)展、是否縮小我國區(qū)域發(fā)展差距,并對引起變化的主要因素進(jìn)行差分內(nèi)差分分析,分析表明:中部崛起戰(zhàn)略的實(shí)施促進(jìn)了中部地區(qū)GDP增長率的提高,縮小了中部地區(qū)與我國其他區(qū)域之間的發(fā)展差距。促進(jìn)中部地區(qū)經(jīng)濟(jì)增長的主要因素有:資本投入的增長、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化、對外開放程度的提高以及政府干預(yù)程度的下降。人力資本水平和技術(shù)進(jìn)步對中部地區(qū)經(jīng)濟(jì)增長帶動作用不強(qiáng)烈。最后,基于實(shí)施現(xiàn)狀和實(shí)證結(jié)果,提出了新階段促進(jìn)中部地區(qū)崛起的政策建議。本文的特色和創(chuàng)新點(diǎn)在于:一是從促進(jìn)我國區(qū)域協(xié)調(diào)發(fā)展的角度對中部崛起戰(zhàn)略進(jìn)行評價(jià),考察中部崛起戰(zhàn)略的實(shí)施是否縮小了中部地區(qū)與我國其他地區(qū)之間的發(fā)展差距;二是將雙重差分方法運(yùn)用到評價(jià)中部崛起戰(zhàn)略的研究中,量化分析了中部崛起戰(zhàn)略的實(shí)施效果,明確了政策發(fā)揮作用的途徑,為未來政策的持續(xù)推進(jìn)提供借鑒。
[Abstract]:In order to narrow the gap of development and accelerate the pace of development in the central region, China issued in 2006 the views of the CPC Central Committee and the State Council on promoting the rise of the central region. So far, the central rise strategy has been officially implemented the tenth anniversary. At the same time, as China enters the stage of the new normal economy superimposed by three phases and the construction of "Belt and Road", the coordinated development of Beijing, Tianjin and Hebei, the three major strategies of the Yangtze River Economic Belt have provided new development space for the central region. Also for the new era of the central region to achieve the full-scale rise of the new requirements. Therefore, it is necessary to make a scientific and objective evaluation of the effect of the central rise strategy. On the one hand, we can confirm the achievements made in the implementation of the central rise strategy in the past decade, on the other hand, we can sum up the shortcomings in the implementation of the strategy. Then form our country area coordinated development good situation. Based on the theory of regional unbalanced development and the theory of policy evaluation, this paper combines the normative analysis with the empirical analysis, firstly combs the development course of the strategy of the rise of the central region, and emphatically analyzes the effect of the implementation of the strategy of the rise of the central region. In the past decade, the economic strength of the central region has been continuously strengthened, the living standards of the people have been continuously improved, the economic structure has been continuously optimized and upgraded, the level of new-type urbanization has been significantly improved, and the status of "three bases and one hub" has been consolidated. But the central region also faces many problems in the process of rising. On this basis, using provincial panel data, with the aid of double differential evaluation method, the paper quantitatively evaluates the impact of the implementation of the central rising strategy on the economic development of the central region, and probes into whether it promotes the economic development of the central region. Whether to narrow the gap of regional development of our country, and to carry on the difference analysis to the main factor which causes the change, the analysis indicated: the implementation of the strategy of the rise of the central region promoted the increase of the GDP growth rate of the central region, The development gap between the central region and other regions of China has been narrowed. The main factors to promote the economic growth in the central region are: the growth of capital investment, the optimization of industrial structure, the improvement of the degree of opening to the outside world and the decline of the degree of government intervention. The level of human capital and technological progress to the central region economic growth drive effect is not strong. Finally, based on the implementation status and empirical results, the paper puts forward some policy suggestions to promote the rise of the central region in the new stage. The features and innovations of this paper are as follows: first, to evaluate the strategy of the rise of the central region from the angle of promoting the coordinated development of China's region, and to investigate whether the implementation of the strategy of the rise of the central region has narrowed the development gap between the central region and other regions of China; The second is to apply the method of double difference to the research of evaluating the strategy of the rise of the central region, to analyze quantitatively the effect of the strategy of the rise of the central region, and to make clear the way of the policy to play a role, and to provide the reference for the sustainable development of the policy in the future.
