【摘要】：發(fā)展綠色產(chǎn)業(yè)是我國(guó)落實(shí)生態(tài)文明建設(shè)的重要舉措。面對(duì)環(huán)境污染日漸嚴(yán)重、資源日漸短缺的嚴(yán)峻形勢(shì),需著力推進(jìn)綠色、低碳、循環(huán)發(fā)展。張家口地理位置優(yōu)越、自然資源豐富、文化底蘊(yùn)深厚、氣候條件獨(dú)特,具有發(fā)展綠色產(chǎn)業(yè)得天獨(dú)厚的優(yōu)勢(shì)。在京津冀協(xié)同發(fā)展上升到國(guó)家戰(zhàn)略層次的背景下,系統(tǒng)地深入地研究張家口綠色產(chǎn)業(yè)發(fā)展,有助于拓展綠色產(chǎn)業(yè)、可持續(xù)發(fā)展和循環(huán)經(jīng)濟(jì)的研究領(lǐng)域,有助于探索經(jīng)濟(jì)發(fā)展和生態(tài)環(huán)境相協(xié)調(diào)的發(fā)展路徑,能夠?yàn)閺埣铱谥贫òl(fā)展綠色產(chǎn)業(yè)的決策提供科學(xué)依據(jù),進(jìn)而有助于張家口加快融入京津冀協(xié)同發(fā)展步伐,并對(duì)保護(hù)生態(tài)環(huán)境和提高資源的有效利用等,都具有重要理論和實(shí)踐指導(dǎo)作用。近年來,張家口積極發(fā)展綠色產(chǎn)業(yè),并取得了一定成效,但也存在一些問題,制約著它的快速發(fā)展。在京津冀協(xié)同發(fā)展戰(zhàn)略背景下,以綠色產(chǎn)業(yè)相關(guān)理論為基礎(chǔ),以張家口綠色產(chǎn)業(yè)為研究對(duì)象,利用社會(huì)統(tǒng)計(jì)數(shù)據(jù)資料,采用文獻(xiàn)研究、理論分析和實(shí)證分析相結(jié)合等方法,從自然條件、經(jīng)濟(jì)和社會(huì)發(fā)展等層面分析張家口發(fā)展現(xiàn)狀,客觀分析張家口融入京津冀協(xié)同發(fā)展現(xiàn)狀,通過DEA評(píng)價(jià)方法和綜合分析,確定了張家口需發(fā)展的重點(diǎn)綠色產(chǎn)業(yè)為生態(tài)農(nóng)業(yè)、食品加工業(yè)、以新能源產(chǎn)業(yè)為主體的戰(zhàn)略性新興產(chǎn)業(yè)和綠色旅游業(yè),通過分析這些綠色產(chǎn)業(yè)的發(fā)展現(xiàn)狀,發(fā)現(xiàn)張家口綠色產(chǎn)業(yè)在發(fā)展過程中存在經(jīng)濟(jì)發(fā)展與生態(tài)保護(hù)矛盾突出、產(chǎn)業(yè)結(jié)構(gòu)不盡合理、專業(yè)型人才匱乏和政府職能弱化等問題,并進(jìn)行原因分析。最后在京津冀協(xié)同發(fā)展背景下,從協(xié)調(diào)經(jīng)濟(jì)發(fā)展同綠色生態(tài)之間的關(guān)系、加快調(diào)整優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)的進(jìn)程、加大對(duì)綠色產(chǎn)業(yè)專門人才的培養(yǎng)和健全和完善政府的職能等4個(gè)方面,提出建議和措施,以促進(jìn)張家口綠色產(chǎn)業(yè)的快速發(fā)展。
[Abstract]:The development of green industry is an important measure to implement the construction of ecological civilization in China. Facing the serious situation of environmental pollution and shortage of resources, it is necessary to promote green, low carbon and circular development. Zhangjiakou has excellent geographical location, rich natural resources, deep cultural heritage, unique climatic conditions and unique advantages of developing green industry. Under the background of the coordinated development of Beijing-Tianjin-Hebei to the national strategic level, a systematic and in-depth study on the development of green industry in Zhangjiakou will help to expand the research fields of green industry, sustainable development and circular economy. It is helpful to explore a coordinated development path between economic development and ecological environment, to provide a scientific basis for making decisions on the development of green industries in Zhangjiakou, and to help Zhangjiakou speed up its integration into the coordinated development of Beijing-Tianjin-Hebei. It also plays an important role in theory and practice for protecting ecological environment and improving the effective utilization of resources. In recent years, Zhangjiakou actively developed green industry, and achieved certain results, but there are also some problems, restricting its rapid development. Under the background of the cooperative development strategy between Beijing, Tianjin and Hebei, based on the related theory of green industry, taking Zhangjiakou green industry as the research object, using the social statistical data, using the methods of literature research, theoretical analysis and empirical analysis, etc. This paper analyzes the present situation of Zhangjiakou's development from the aspects of natural conditions, economic and social development, and objectively analyzes the present situation of Zhangjiakou's integration into Beijing-Tianjin-Hebei cooperative development, and through the method of DEA evaluation and comprehensive analysis, The key green industries to be developed in Zhangjiakou are ecological agriculture, food processing industry, strategic emerging industries with new energy industry as the main body and green tourism. By analyzing the development status of these green industries, It is found that there are some problems in the development of Zhangjiakou green industry, such as the contradiction between economic development and ecological protection, the unreasonable industrial structure, the shortage of professional talents and the weakening of government functions, etc. Finally, in the context of the coordinated development of Beijing, Tianjin and Hebei, from the four aspects of coordinating the relationship between economic development and green ecology, speeding up the process of adjusting and optimizing the industrial structure, increasing the training of green industry professionals and perfecting the functions of the government, etc. Put forward suggestions and measures to promote the rapid development of Zhangjiakou green industry.
