【摘要】：本文從系統(tǒng)論的視角,以基于“要素-結(jié)構(gòu)-環(huán)境-功能”的區(qū)域創(chuàng)新系統(tǒng)為邏輯模型,對(duì)區(qū)域創(chuàng)新環(huán)境的內(nèi)涵進(jìn)行解析,將區(qū)域創(chuàng)新環(huán)境劃分為經(jīng)濟(jì)基礎(chǔ)環(huán)境、創(chuàng)新制度環(huán)境、創(chuàng)新技術(shù)環(huán)境、內(nèi)部需求環(huán)境、外部開(kāi)放環(huán)境,并構(gòu)建了衡量指標(biāo)體系。收集2000-2011年西部12個(gè)地區(qū)的數(shù)據(jù),對(duì)西部地區(qū)創(chuàng)新環(huán)境進(jìn)行歷史比較；然后利用主成分分析法對(duì)數(shù)據(jù)進(jìn)行降維處理,通過(guò)方差分析對(duì)西部創(chuàng)新環(huán)境的區(qū)域差異進(jìn)行比較；最后采用相關(guān)分析比較西部區(qū)域創(chuàng)新環(huán)境與創(chuàng)新產(chǎn)出的相關(guān)性。 實(shí)證分析結(jié)果表明,第一,西部區(qū)域創(chuàng)新環(huán)境基礎(chǔ)較差但發(fā)展很快；第 西部各地區(qū)創(chuàng)新環(huán)境差異很大,四川、陜西、廣西、重慶四個(gè)地區(qū)創(chuàng)新環(huán)境較好,云南、內(nèi)蒙古、新疆、貴州四個(gè)地區(qū)創(chuàng)新環(huán)境一般,甘肅、寧夏、青海、西藏四個(gè)地區(qū)創(chuàng)新環(huán)境較差；第三,西部經(jīng)濟(jì)基礎(chǔ)環(huán)境與創(chuàng)新產(chǎn)出相關(guān)性最強(qiáng),然后依次是外部開(kāi)放環(huán)境、內(nèi)部需求環(huán)境、創(chuàng)新技術(shù)環(huán)境和創(chuàng)新制度環(huán)境。 最后,對(duì)西部整體提出了大力發(fā)展宏觀經(jīng)濟(jì),夯實(shí)創(chuàng)新發(fā)展基礎(chǔ)；增強(qiáng)創(chuàng)新發(fā)展動(dòng)力,提升內(nèi)部市場(chǎng)需求,加快開(kāi)放步伐；發(fā)揮政府作用,加大對(duì)創(chuàng)新的支持力度,加快技術(shù)基礎(chǔ)設(shè)施建設(shè)的對(duì)策建議,并針對(duì)西部各地區(qū)不同的發(fā)展水平提出了差異化建議。
[Abstract]:This paper, from the perspective of system theory, takes the regional innovation system based on "factor structure-environment-function" as the logical model, analyzes the connotation of the regional innovation environment, and divides the regional innovation environment into the economic base environment. Innovation institutional environment, innovation technology environment, internal demand environment, external open environment, and build a measurement index system. Collecting the data of 12 western regions from 2000 to 2011, comparing the innovation environment in the western region, then using principal component analysis to reduce the dimension of the data, and comparing the regional differences of the innovation environment in the west with variance analysis. Finally, correlation analysis is used to compare the correlation between innovation environment and innovation output in the western region. The results of empirical analysis show that, first, the regional innovation environment in the western region has a poor foundation but a rapid development; The innovation environment in Sichuan, Shaanxi, Guangxi and Chongqing is quite good. The innovation environment in Yunnan, Inner Mongolia, Xinjiang and Guizhou is generally, Gansu, Ningxia, Qinghai, The innovation environment in four regions of Tibet is poor; Thirdly, the economic base environment of western China has the strongest correlation with innovation output, followed by external open environment, internal demand environment, innovation technology environment and innovation system environment. Finally, the paper puts forward the idea of developing macro economy, strengthening the foundation of innovation and development, strengthening the motive force of innovation development, raising the demand of internal market, and speeding up the pace of opening up to the outside world. Give full play to the role of the government, strengthen the support for innovation, accelerate the construction of technological infrastructure countermeasures and suggestions, and put forward different suggestions for different levels of development in western regions.
