【摘要】：在中智建交46年的時(shí)間里,中國與智利雙邊通過建立自由貿(mào)易區(qū)的方式,為中智兩國的產(chǎn)能合作灌輸了新的活力。中智自貿(mào)協(xié)定的簽訂也開創(chuàng)了我國同拉美地區(qū)貿(mào)易交流自由化的先河。中智雙邊經(jīng)貿(mào)關(guān)系問題研究的目的在于根據(jù)近期雙方國家領(lǐng)導(dǎo)密集提出的中智自貿(mào)區(qū)合作升級(jí)談判等戰(zhàn)略思想的指導(dǎo),分別從貿(mào)易、投資、文化科技交流、政府間合作等方面提出建設(shè)性的意見和建議,使更多的中國企業(yè)走進(jìn)智利,在貿(mào)易便利化發(fā)展的基礎(chǔ)之上,投資拓展智利市場,讓中智兩國之間的自由貿(mào)易紅利得到充分釋放,推動(dòng)自貿(mào)協(xié)定成功升級(jí)。在研究的主要內(nèi)容方面,筆者在國際貿(mào)易、直接投資理論體系的支撐下,利用對(duì)相關(guān)文獻(xiàn)的參考、貿(mào)易投資的實(shí)際數(shù)據(jù)分析等研究方法,首先介紹了智利的基本國情背景及其在南美洲突出的經(jīng)濟(jì)政治地位,研究發(fā)現(xiàn)智利是我國進(jìn)入南美洲經(jīng)貿(mào)市場必經(jīng)的橋梁,應(yīng)把智利作為打開拉美地區(qū)自由貿(mào)易市場的重點(diǎn)戰(zhàn)略合作目標(biāo)。筆者將中智兩國近年來簽署的自貿(mào)協(xié)定、服務(wù)貿(mào)易協(xié)定以及關(guān)于投資的補(bǔ)充協(xié)定作為雙邊經(jīng)貿(mào)發(fā)展的政治基礎(chǔ)條件,進(jìn)行解釋說明,從而引出了兩國經(jīng)貿(mào)合作在此基礎(chǔ)之上發(fā)展的現(xiàn)狀特點(diǎn)及存在的問題:(1)中智兩國貿(mào)易規(guī)模穩(wěn)步提升且出口商品互補(bǔ)性強(qiáng),但是貿(mào)易結(jié)構(gòu)并不平衡;(2)兩國直接投資規(guī)模較小,礦業(yè)投資仍占據(jù)主導(dǎo)地位,其他產(chǎn)業(yè)投資亟待發(fā)展。之后對(duì)如何解決兩國經(jīng)貿(mào)合作現(xiàn)存的主要問題,并進(jìn)一步加強(qiáng)中智雙邊經(jīng)貿(mào)合作總結(jié)出了幾點(diǎn)政策建議:(1)應(yīng)繼續(xù)擴(kuò)大雙邊貿(mào)易規(guī)模,優(yōu)化兩國貿(mào)易商品結(jié)構(gòu),提升貿(mào)易便利度。同時(shí)服務(wù)貿(mào)易領(lǐng)域中的金融合作也是兩國應(yīng)該逐步加深的地方,能夠給未來雙邊經(jīng)貿(mào)發(fā)展打好根基、鋪平道路;(2)加強(qiáng)產(chǎn)業(yè)和投資合作,中智兩國應(yīng)該在擴(kuò)大商品貿(mào)易的同時(shí),深化在投資領(lǐng)域的合作,分別從礦業(yè)、能源、電信、農(nóng)業(yè)等幾大部門淺談如何拓展投資合作,并給出了對(duì)投資風(fēng)險(xiǎn)進(jìn)行防范的建議;(3)兩國政府應(yīng)推進(jìn)社會(huì)文化交流,在平等互利的基礎(chǔ)上增進(jìn)雙邊政策協(xié)調(diào),密切政府間溝通和交流,推動(dòng)中智兩國向更高層次、更寬領(lǐng)域的經(jīng)貿(mào)合作方向發(fā)展。
[Abstract]:In the 46 years since the establishment of diplomatic ties between China and Chile, the establishment of a free trade zone between China and Chile has instilled new vitality into the production cooperation between the two countries. The signing of Sino-Chile Free Trade Agreement also inaugurated the liberalization of trade exchange between China and Latin America. The purpose of the study on bilateral economic and trade relations between China and Chile is to conduct trade, investment, cultural and scientific and technological exchanges, respectively, under the guidance of such strategic ideas as the intensive Sino-Chilean free trade zone cooperation and upgrading negotiations put forward recently by the leaders of the two countries. Intergovernmental cooperation and other aspects have put forward constructive suggestions and suggestions to enable more Chinese enterprises to enter Chile, invest and expand the Chilean market on the basis of trade facilitation development, so that the free trade dividend between China and Chile can be fully released. Promote the successful upgrading of the FTA. In the main content of the research, under the support of the theory system of international trade and direct investment, the author makes use of the reference to relevant documents, the actual data analysis of trade and investment, and so on. First of all, it introduces the background of Chile's basic national conditions and its prominent economic and political status in South America, and finds that Chile is a necessary bridge for China to enter the South American economic and trade market. Chile should be regarded as the key strategic cooperation target of opening free trade market in Latin America. The author interprets the free trade agreement, the service trade agreement and the supplementary agreement on investment signed by China and Chile in recent years as the political foundation of bilateral economic and trade development. The present situation and problems of the economic and trade cooperation between the two countries on this basis are brought forward: (1) the trade scale between China and Chile is steadily increasing and the export commodities are complementary, but the trade structure is not balanced; (2) the scale of direct investment between the two countries is small, mining investment still dominates, and other industry investment needs to be developed urgently. After that, it sums up several policy recommendations on how to solve the existing major problems of economic and trade cooperation between the two countries and further strengthen bilateral economic and trade cooperation between China and Chile: (1) We should continue to expand the scale of bilateral trade and optimize the structure of trade commodities between the two countries. Improve trade facilitation. At the same time, the financial cooperation in the field of service trade is also a place where the two countries should gradually deepen, which can lay a good foundation for the future bilateral economic and trade development and pave the way for the development of bilateral economy and trade. (2) to strengthen industrial and investment cooperation, China and Chile should, while expanding their trade in commodities, deepen their cooperation in the field of investment, and discuss how to expand investment cooperation from the mining, energy, telecommunications, agriculture and other major sectors, respectively. At the same time, some suggestions are given to prevent the investment risk. (3) the two governments should promote social and cultural exchanges, enhance the coordination of bilateral policies on the basis of equality and mutual benefit, and strengthen inter-governmental communication and exchanges, so as to promote the development of economic and trade cooperation between China and Chile at a higher level and in a wider range of fields.
