【摘要】：貴州革命老區(qū)在革命戰(zhàn)爭年代對中國革命付出了巨大犧牲，做出了巨大貢獻。地理環(huán)境和經(jīng)濟、政治環(huán)境，革命戰(zhàn)爭年代的有利條件，現(xiàn)在卻成為阻礙經(jīng)濟建設(shè)和社會發(fā)展的障礙。貴州是全國同步建成小康社會的標志，貴州革命老區(qū)是貴州同步小康的短板。2014-2020年這七年時間，貴州革命老區(qū)要想與全國同步建成全面小康社會，要充分發(fā)揮產(chǎn)業(yè)支撐作用。本文從產(chǎn)業(yè)角度研究貴州革命老區(qū)同步小康的路徑，對產(chǎn)業(yè)體系的構(gòu)建與發(fā)展提出幾點建議，以供參考。 本文在同步小康背景下研究貴州革命老區(qū)產(chǎn)業(yè)發(fā)展。通過對文獻的梳理，把握了產(chǎn)業(yè)發(fā)展最新研究動態(tài)。通過對后發(fā)趕超理論、產(chǎn)業(yè)選擇和產(chǎn)業(yè)發(fā)展理論的闡釋，明確了同步小康的可能性以及產(chǎn)業(yè)發(fā)展路徑。在對貴州老區(qū)產(chǎn)業(yè)發(fā)展現(xiàn)狀分析基礎(chǔ)上，明確了產(chǎn)業(yè)特征與發(fā)展制約。運用產(chǎn)業(yè)選擇模式為貴州老區(qū)進行產(chǎn)業(yè)選擇提供方法，并在此基礎(chǔ)上，提出了產(chǎn)業(yè)整體發(fā)展思路，接著又對重點產(chǎn)業(yè)發(fā)展進行研究，更加細化了研究。最后，提出加快貴州革命老區(qū)產(chǎn)業(yè)發(fā)展的建議。本文依靠這樣路線，分為六部分進行研究。 第一部分為緒論。這一部分介紹了研究背景、研究意義，梳理了國內(nèi)研究現(xiàn)狀，并提出了研究方法與研究框架。 第二部分為理論基礎(chǔ)。這一部分通過對后發(fā)趕超理念的介紹，明確了貴州老區(qū)同步小康的可能性。比較優(yōu)勢理論、主導產(chǎn)業(yè)選擇理論對貴州老區(qū)在產(chǎn)業(yè)選擇方面提供理論指導。產(chǎn)業(yè)鏈理論、不平衡增長理論與產(chǎn)業(yè)生命周期理論對貴州老區(qū)產(chǎn)業(yè)發(fā)展提供思路。 第三部分為產(chǎn)業(yè)發(fā)展與同步小康的關(guān)聯(lián)。通過對產(chǎn)業(yè)發(fā)展——經(jīng)濟發(fā)展——小康社會傳導機制的分析，得出產(chǎn)業(yè)發(fā)展對小康社會的價值。接著分析了貴州老區(qū)產(chǎn)業(yè)發(fā)展特點及制約因素，為后面對策建議提供思路。 第四部分為產(chǎn)業(yè)選擇與發(fā)展思路。這一部分建立產(chǎn)業(yè)選擇模型，并以遵義市工業(yè)為例進行模型運用。通過貴州老區(qū)產(chǎn)業(yè)發(fā)展原則、模式，明確產(chǎn)業(yè)發(fā)展思路，即打造“四大基地”（資源開發(fā)產(chǎn)業(yè)基地、特色輕工產(chǎn)業(yè)基地、裝備制造業(yè)基地、文化旅游產(chǎn)業(yè)基地）、“七大產(chǎn)業(yè)鏈”（特色輕工產(chǎn)業(yè)鏈、裝備制造產(chǎn)業(yè)鏈、能源產(chǎn)業(yè)鏈、煤化工產(chǎn)業(yè)鏈、文化旅游產(chǎn)業(yè)鏈、金屬冶煉產(chǎn)業(yè)鏈、特色農(nóng)產(chǎn)品加工產(chǎn)業(yè)鏈）。 第五部分為重點產(chǎn)業(yè)發(fā)展。這一部分是本文又一重點，，在分析了產(chǎn)業(yè)發(fā)展動力，即制度創(chuàng)新、技術(shù)進步、管理科學基礎(chǔ)上，對貴州老區(qū)農(nóng)業(yè)、工業(yè)、服務(wù)業(yè)發(fā)展提供思路。農(nóng)業(yè)產(chǎn)業(yè)化是農(nóng)民增收的路徑，依靠契約組織形式開展產(chǎn)業(yè)化經(jīng)營，要切實保護好農(nóng)民利益。貴州老區(qū)工業(yè)要依托基礎(chǔ)發(fā)展煤炭電力工業(yè)、裝備制造業(yè)、煙酒等特色輕工和培育發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)。老區(qū)服務(wù)業(yè)要加快發(fā)展生活性服務(wù)業(yè)，重點提升生產(chǎn)性服務(wù)業(yè)并優(yōu)化整合文化旅游產(chǎn)業(yè)。 第六部分為產(chǎn)業(yè)發(fā)展建議。這一部分針對貴州老區(qū)產(chǎn)業(yè)發(fā)展存在的制約因素，從產(chǎn)業(yè)規(guī)劃、產(chǎn)業(yè)融資、產(chǎn)業(yè)技術(shù)和產(chǎn)業(yè)聯(lián)動四個方面提出貴州老區(qū)加快產(chǎn)業(yè)發(fā)展的建議，提供決策參考。
