基于協(xié)同理論的京津冀都市圈合作治理研究

【摘要】:京津冀都市圈是我國(guó)環(huán)渤海經(jīng)濟(jì)地帶的中心區(qū)域,也是全國(guó)經(jīng)濟(jì)發(fā)展的第三增長(zhǎng)極。在今年的兩會(huì)期間,黨中央領(lǐng)導(dǎo)就京津冀協(xié)同發(fā)展問題,做了重要匯報(bào),明確地將北京、天津和河北省的發(fā)展提到國(guó)家戰(zhàn)略的高度。目前三地在經(jīng)濟(jì)貿(mào)易、產(chǎn)業(yè)要素和基礎(chǔ)設(shè)施等方面已有了一定的合作,但長(zhǎng)期以來受行政區(qū)經(jīng)濟(jì)和行政區(qū)劃的影響,京津冀都市圈的協(xié)同治理效果總顯得不盡如人意。尤其是與國(guó)內(nèi)的長(zhǎng)三角和珠三角相比,缺乏區(qū)域?qū)用娴慕y(tǒng)籌協(xié)調(diào)機(jī)制,這不僅制約了區(qū)域經(jīng)濟(jì)的進(jìn)一步發(fā)展,而且不利于都市圈內(nèi)各城市主體間的協(xié)同治理。在新的歷史條件下,,面臨著來自國(guó)內(nèi)外的競(jìng)爭(zhēng)壓力,北京、天津和河北省如何進(jìn)一步提升區(qū)域綜合實(shí)力和整體競(jìng)爭(zhēng)力,如何促進(jìn)區(qū)域內(nèi)各地間的積極競(jìng)爭(zhēng)與合作,實(shí)現(xiàn)京津冀區(qū)域內(nèi)各城市間的協(xié)同發(fā)展,具有重大的理論價(jià)值和現(xiàn)實(shí)價(jià)值。 當(dāng)前,京津冀都市圈內(nèi)各城市間協(xié)同不足具體表現(xiàn)為:京津“一軸集中”、京津冀都市圈二元經(jīng)濟(jì)結(jié)構(gòu)、京津冀都市圈規(guī)模等級(jí)不合理、京津冀都市圈對(duì)外開放程度低等四個(gè)方面。致使都市圈內(nèi)各城市間協(xié)同不足的原因主要包括:政府職能轉(zhuǎn)變未到位、缺乏權(quán)威性協(xié)同機(jī)構(gòu)、地方政府及官員的政績(jī)考核不合理以及相關(guān)法規(guī)建設(shè)不健全等。針對(duì)上述問題,本文在比較分析國(guó)內(nèi)外都市圈內(nèi)各城市合作治理經(jīng)驗(yàn)的基礎(chǔ)上,運(yùn)用協(xié)同原理對(duì)京津冀都市圈的合作治理問題進(jìn)行創(chuàng)新研究,并力求提出促進(jìn)京津冀都市圈協(xié)同治理的對(duì)策思路。具體可以從培育京津冀都市圈協(xié)同治理的先進(jìn)理念、建立權(quán)威的協(xié)同機(jī)構(gòu)、豐富跨域合作治理形式、創(chuàng)建京津冀都市圈協(xié)同治理機(jī)制、構(gòu)建京津冀都市圈協(xié)同治理制度等方面著手進(jìn)一步促進(jìn)京津冀都市圈的協(xié)同治理。
[Abstract]:The Beijing-Tianjin-Hebei metropolitan area is the center of the Bohai Sea economic zone and the third growth pole of the national economic development. During the two sessions this year, the leaders of the CPC Central Committee made an important report on the coordinated development of Beijing, Tianjin and Hebei, and explicitly raised the development of Beijing, Tianjin and Hebei Province to a high level of national strategy. At present, there has been some cooperation among the three places in economic and trade, industrial elements and infrastructure, but for a long time under the influence of the economic and administrative divisions of the administrative region, the effect of coordinated governance in the Beijing-Tianjin-Hebei metropolitan area is always unsatisfactory. In particular, compared with the Yangtze River Delta and the Pearl River Delta in China, there is no overall coordination mechanism at the regional level, which not only restricts the further development of the regional economy, but also is not conducive to the coordinated governance among the urban subjects in the metropolitan area. Under the new historical conditions, facing the competitive pressure from home and abroad, how to further enhance the regional comprehensive strength and overall competitiveness in Beijing, Tianjin and Hebei Province, and how to promote the positive competition and cooperation among different parts of the region, It is of great theoretical and practical value to realize the coordinated development among cities in Beijing, Tianjin and Hebei regions. At present, the lack of coordination among the cities in the Beijing-Tianjin-Hebei metropolitan area is manifested in the following aspects: "one axis concentration" between Beijing, Tianjin and Hebei, the dual economic structure of the Beijing-Tianjin-Hebei metropolitan area, and the unreasonable scale of the Beijing-Tianjin-Hebei metropolitan area. The Beijing, Tianjin and Hebei metropolitan areas are open to the outside world in four aspects. The main reasons for the lack of coordination among the cities in the metropolitan area include: the transformation of government functions is not in place, the lack of authoritative coordination institutions, the local governments and officials' performance assessment is unreasonable, and the construction of relevant laws and regulations is not perfect. In view of the above problems, based on the comparative analysis of the experience of urban cooperative governance in the metropolitan area at home and abroad, this paper makes innovative research on the cooperative governance of Beijing-Tianjin-Hebei metropolitan area by using the principle of synergy. And try to promote the Beijing-Tianjin-Hebei metropolitan area coordinated governance countermeasures. Specifically, we can cultivate the advanced concept of coordinated governance in Beijing-Tianjin-Hebei metropolitan area, establish authoritative cooperative institutions, enrich the form of cross-regional cooperative governance, and create a cooperative governance mechanism of Beijing-Tianjin-Hebei metropolitan area. The construction of coordinated governance system of Beijing-Tianjin-Hebei metropolitan area and other aspects to further promote the coordinated governance of Beijing-Tianjin-Hebei metropolitan area.
