【摘要】："21世紀(jì)海上絲綢之路"(簡稱"海絲")倡議是中國推進(jìn)新型國際關(guān)系建設(shè)的核心對(duì)外發(fā)展倡議之一。澳大利亞作為亞太地區(qū)具有重要影響的國家和擁有世界最大海域面積的大國,是"海絲"倡議的對(duì)象國與建設(shè)國,中國歡迎澳參與"海絲"倡議建設(shè)。為促進(jìn)國家發(fā)展戰(zhàn)略轉(zhuǎn)型,澳提出并積極推進(jìn)"北部大開發(fā)"和"國家基建計(jì)劃"。因此,澳國家發(fā)展戰(zhàn)略與"海絲"倡議的對(duì)接有了歷史機(jī)遇和戰(zhàn)略條件。中澳在政治、經(jīng)貿(mào)、金融及民間往來等領(lǐng)域合作的拓展與深化,使澳與"海絲"倡議對(duì)接具有現(xiàn)實(shí)基礎(chǔ)并進(jìn)入實(shí)際操作。但是,澳中發(fā)展戰(zhàn)略的對(duì)接面臨若干問題和挑戰(zhàn),中國應(yīng)秉持開放、包容的理念應(yīng)對(duì)中澳關(guān)系的起伏,以吸引澳為"海絲"倡議貢獻(xiàn)正能量。隨著"海絲"倡議相關(guān)政策的落地及中國實(shí)力的增強(qiáng),澳發(fā)展戰(zhàn)略與"海絲"倡議的對(duì)接必將逐漸推進(jìn)、深化。
[Abstract]:The 21 st Century Maritime Silk Road is one of China's core foreign development initiatives to promote the construction of new international relations. Australia, as a country with important influence in the Asia-Pacific region and a large country with the largest sea area in the world, is the target country and the constructor of the "sea wire" initiative. China welcomes Australia's participation in the construction of the "sea wire" initiative. In order to promote the strategic transformation of national development, Australia has put forward and actively promoted the "Northern Development" and "National Infrastructure Plan." Therefore, there are historical opportunities and strategic conditions for the development strategy of Australia and the "Haisi" initiative. The expansion and deepening of Sino-Australian cooperation in the fields of politics, economy and trade, finance and private exchanges have enabled Australia and Haisi to connect with each other on a realistic basis and to enter into practical operation. However, the development strategy of Australia and China faces a number of problems and challenges. China should adopt an open and inclusive concept to cope with the ups and downs of Sino-Australian relations in order to attract Australia to contribute positive energy to the "Haisi" initiative. With the landing of relevant policies and the enhancement of China's strength, the connection between Australia's development strategy and the "Haisi" initiative will be gradually promoted and deepened.
