【摘要】：基于國(guó)家級(jí)新區(qū)發(fā)展歷程和成效的分析,指出國(guó)家級(jí)新區(qū)作為重要的區(qū)域政策,其實(shí)際發(fā)展成效與原定政策目標(biāo)之間存在一定的偏差,主要體現(xiàn)在:國(guó)家級(jí)新區(qū)數(shù)量快速擴(kuò)張,增長(zhǎng)極核作用逐步減弱;規(guī)劃規(guī)模過(guò)大,助推中心城市蔓延;土地使用粗放,"產(chǎn)城分離"問(wèn)題較為突出;政府主導(dǎo)開(kāi)發(fā),加劇了地方政府的債務(wù)風(fēng)險(xiǎn)等。而問(wèn)題的根源在于國(guó)家級(jí)新區(qū)政策的理論基礎(chǔ)不適當(dāng)、出臺(tái)過(guò)程不規(guī)范和執(zhí)行過(guò)程缺監(jiān)管,導(dǎo)致政策效力較低,且?guī)?lái)資源錯(cuò)配和產(chǎn)能過(guò)剩風(fēng)險(xiǎn)。最后提出一系列建議,包括:暫停國(guó)家級(jí)新區(qū)的審批;評(píng)估既有國(guó)家級(jí)新區(qū)選址和規(guī)劃的科學(xué)性;明確監(jiān)管責(zé)任,加強(qiáng)實(shí)施過(guò)程的政策指導(dǎo);完善實(shí)施機(jī)制,合理界定政府與市場(chǎng)的邊界等。
[Abstract]:Based on the analysis of the development course and effect of the national new area, it is pointed out that as an important regional policy, there is a certain deviation between the actual development effect of the national new area and the original policy objective, which is mainly reflected in the rapid expansion of the number of the national new area. The role of the growth polar core is gradually weakened; the planning scale is too large to promote the spread of the central city; the extensive use of land and the problem of "separation of production and city" are more prominent; the government-led development has aggravated the debt risk of the local government and so on. The root of the problem lies in the inadequate theoretical basis of the national-level new district policy, the lack of regulation in the process of introduction and implementation, which leads to the low effectiveness of the policy and the risk of mismatch of resources and overcapacity. Finally, a series of suggestions are put forward, including: suspending the examination and approval of national-level new districts; evaluating the scientific nature of the siting and planning of existing national-level new districts; clarifying the regulatory responsibilities, strengthening the policy guidance of the implementation process; perfecting the implementation mechanism. Reasonably define the boundary between government and market.
