【摘要】：當(dāng)前,我國(guó)許多行業(yè)都出現(xiàn)了嚴(yán)重的產(chǎn)能過(guò)剩,其性質(zhì)主要表現(xiàn)為體制性產(chǎn)能過(guò)剩。體制性產(chǎn)能過(guò)剩之所以會(huì)形成,其原因在于地方政府和國(guó)有企業(yè)在債務(wù)軟約束、地區(qū)強(qiáng)競(jìng)爭(zhēng)和要素價(jià)格扭曲三者共同作用下的投資和GDP增長(zhǎng)合謀。而債務(wù)軟約束、地區(qū)強(qiáng)競(jìng)爭(zhēng)和要素價(jià)格扭曲的背后則是一系列的制度安排問題。因此,化解我國(guó)體制性產(chǎn)能過(guò)剩的關(guān)鍵在于深化改革,強(qiáng)化市場(chǎng)主導(dǎo),將資源配置從政府之手向市場(chǎng)之手轉(zhuǎn)變。
[Abstract]:At present, there is serious overcapacity in many industries in our country, which is mainly characterized by institutional overcapacity. The reason for the formation of institutional overcapacity lies in the joint investment and GDP growth of local governments and state-owned enterprises under the joint action of debt soft constraint, strong regional competition and factor price distortion. There are a series of institutional problems behind soft debt constraint, strong regional competition and distortion of factor price. Therefore, the key to resolve our country's system overcapacity lies in deepening the reform, strengthening the market leading, and transforming the allocation of resources from the government's hand to the market's hand.
