【摘要】：地方官員任期變化對(duì)地方經(jīng)濟(jì)社會(huì)發(fā)展具有重大影響。近年來(lái)我國(guó)政府治理中存在的一個(gè)突出問(wèn)題是地方官員頻繁調(diào)動(dòng)、任期縮短。通過(guò)對(duì)2003~2012年全國(guó)260個(gè)省轄市相關(guān)數(shù)據(jù)的分析表明,市委書(shū)記和市長(zhǎng)在多地任職的從政履歷對(duì)于其獲得提拔的正面影響十分顯著。同時(shí),市委書(shū)記和市長(zhǎng)在平調(diào)時(shí),在正式的職務(wù)層級(jí)晉升之外,還具有通過(guò)"小步快跑"獲得同一職務(wù)層級(jí)內(nèi)"微調(diào)"式進(jìn)步的人事激勵(lì)。此外,市委書(shū)記和市長(zhǎng)的頻繁調(diào)動(dòng)存在沿行政層級(jí)自上而下的傳導(dǎo)。官員任期變化對(duì)于官員行為激勵(lì)產(chǎn)生了扭曲,進(jìn)而對(duì)地方經(jīng)濟(jì)社會(huì)發(fā)展造成影響。
[Abstract]:The change of the term of office of local officials has great influence on the development of local economy and society. In recent years, a prominent problem in the governance of our government is the frequent transfer of local officials and the shortening of the term of office. Through the analysis of the data of 260 provinces and municipalities in China from 2003 to 2012, it is shown that the political experience of municipal party secretaries and mayors in many places has a significant positive impact on their promotion. At the same time, the party secretaries and mayors in the leveling, in addition to the formal promotion at the post level, but also through the "quick run" through the same level of "fine-tuning" progress of personnel incentives. In addition, frequent transfers of municipal party secretaries and mayors are conducted from top to bottom along the administrative hierarchy. The change of officials' term of office distorts the motivation of officials' behavior and then influences the development of local economy and society.
