【摘要】：優(yōu)化投資營商環(huán)境是振興東北老工業(yè)基地的重要任務。作為市場經(jīng)濟欠發(fā)達的邊陲地區(qū),東北與東部沿海相比投資營商環(huán)境較差,親商、安商、富商氛圍不濃。通過構建東北地區(qū)投資營商環(huán)境評估指標體系,從自然條件、社會狀況、政府環(huán)境、經(jīng)濟因素和基礎設施等方面,對該區(qū)域投資營商環(huán)境進行現(xiàn)狀評估和問題剖析,發(fā)現(xiàn)資源、技術和體制的三重約束構成了東北地區(qū)投資營商環(huán)境差的主要成因。為系統(tǒng)性破解東北地區(qū)投資營商環(huán)境困局,政府要以建設開放競爭、法治化、投資便利、服務完善、公平健康的投資營商環(huán)境為目標,激活調動可利用資源,擴大和培育技術市場,持續(xù)推進體制機制改革。
[Abstract]:Optimizing the investment and business environment is an important task for revitalizing the old industrial base in Northeast China. As the underdeveloped frontier area of the market economy, the environment of investment and business operation in Northeast China is worse than that in the east coast, and the atmosphere of pro-business, security and rich businessmen is not strong. By constructing the evaluation index system of the investment and business environment in Northeast China, from the aspects of natural conditions, social conditions, government environment, economic factors and infrastructure, the paper analyzes the present situation and problems of the investment and business environment in this region, and finds out the resources. The triple constraints of technology and system constitute the main cause of the poor investment and business environment in Northeast China. In order to systematically solve the plight of the investment and business environment in the Northeast region, the government should aim at building an open competition, legalization, convenient investment, sound service, fair and healthy investment business environment, and activate and mobilize available resources. We will expand and nurture the technology market and continue to reform the system and mechanism.
