經濟新常態(tài)視域下共享發(fā)展研究

【摘要】：實現發(fā)展成果由人民共享是中國共產黨一直追求的目標,也是馬克思主義思想的內在要求。隨著我國經濟發(fā)展進入新常態(tài),共享發(fā)展的建設面臨著新挑戰(zhàn),也面臨著歷史性的機遇。在經濟新常態(tài)背景下,加強對共享發(fā)展的研究,具有重要的理論價值與現實意義。本文以馬克思主義基本理論及中國特色社會主義思想為指導,以實現共享發(fā)展為目標,較為系統(tǒng)地論述了共享發(fā)展的理論依據,闡述了共享發(fā)展與經濟新常態(tài)的內涵、特征以及經濟新常態(tài)與共享發(fā)展之間的內在聯系,分析了共享發(fā)展的現狀,討論了共享發(fā)展存在問題的原因,并提出了經濟新常態(tài)背景下實現共享發(fā)展的現實路徑。本文從以下幾個部分展開研究論述:第一章,簡要說明了本文研究的背景、由來、意義、國內外研究現狀、本文的主要內容與觀點以及主要創(chuàng)新點及研究難點等內容。第二章,通過對馬克思恩格斯、列寧等馬克思主義經典作家及中國共產黨歷代領導人的共享思想研究,探析了實現共享發(fā)展的理論依據與指導思想。第三章,通過對經濟新常態(tài)的內涵特征以及共享發(fā)展理念的主要內容進行分析,發(fā)現了經濟新常態(tài)與共享發(fā)展的內在聯系,包括經濟新常態(tài)為共享發(fā)展提供堅實物質基礎、共享發(fā)展理念引領經濟新常態(tài)進入新高度等內容。第四章,通過對共享發(fā)展取得的現實成就、面臨的現實問題的探究,找出了經濟實力總體不夠堅實、共享體制機制不夠健全、政府公共服務不夠到位、人民共享意識不夠深入是共享發(fā)展面臨新挑戰(zhàn)的主要原因。為下一章經濟新常態(tài)下實現共享發(fā)展的路徑分析做好了鋪墊。第五章,本章以上述研究為基礎,切實指出了經濟新常態(tài)下實現共享發(fā)展需堅持人民主體地位、堅持發(fā)展轉型升級、堅持公平正義、堅持促進社會和諧等基本原則,并提出了全面深化改革,完善共享發(fā)展的制度體系;增強經濟實力,夯實共享發(fā)展的物質基礎;完善法律體系,提供共享發(fā)展的法治保障;改進政府管理,打造共享發(fā)展的責任主體;全面從嚴治黨,筑牢共享發(fā)展的政治基礎等根本途徑,是全文最重要的一章。
[Abstract]:It is the goal that the Communist Party of China has been pursuing and the inherent requirement of Marxist thought to realize the sharing of development fruits by the people.With the development of China's economy entering a new normal state, the construction of sharing development is facing new challenges and historic opportunities.Under the background of the new normal economy, it is important to strengthen the study of sharing development. Guided by the basic theory of Marxism and the thought of socialism with Chinese characteristics, this paper systematically expounds the theoretical basis of shared development, expounds the connotation and characteristics of shared development and the new normal economy, and the inner relationship between the new normal economy and the shared development. Connecting with each other, this paper analyzes the present situation of the development of sharing, discusses the reasons for the existing problems in the development of sharing, and puts forward the realistic path to realize the development of sharing under the background of the new normal economy. The second chapter, through the study of Marxist classical writers such as Marx and Engels, Lenin and the leaders of the Communist Party of China in the past dynasties, explores the theoretical basis and guiding ideology for the realization of shared development. And the main contents of the concept of shared development are analyzed, and the internal relationship between the new normal economy and shared development is found, including the new normal economy provides a solid material basis for shared development, and the concept of shared development leads the new normal economy to a new height. The main reasons for the new challenges are that the overall economic strength is not solid enough, the sharing mechanism is not sound enough, the government public service is not in place, and the people's awareness of sharing is not deep enough. On the basis of the study, it is pointed out that the realization of shared development under the new normal economy needs to adhere to the people's principal position, upgrade the transformation of development, uphold fairness and justice, adhere to the basic principles of promoting social harmony. Perfecting the legal system, providing the legal guarantee of sharing development, improving the government management, creating the main responsibility of sharing development, strictly governing the Party in an all-round way, and building a political basis for sharing development are the most important chapters of this paper.
