【摘要】：改革開放以來，我國經(jīng)濟(jì)實(shí)力不斷提高，人民生活水平得到極大的改善，但城鄉(xiāng)居民收入差距不斷拉大，這一現(xiàn)象不僅影響著社會(huì)的穩(wěn)定而且也制約著經(jīng)濟(jì)建設(shè)的發(fā)展。當(dāng)前，在新的歷史時(shí)期，黨的十八大提出，到2020年要實(shí)現(xiàn)國內(nèi)生產(chǎn)總值和城鄉(xiāng)居民人均收入比2010年翻一番的目標(biāo)。而新疆在我國占有重要的戰(zhàn)略地位，，不僅是少數(shù)民族聚居區(qū)，而且也是貧困人口相對較多的省份之一，收入差距的進(jìn)一步擴(kuò)大會(huì)成為一系列社會(huì)矛盾的誘因。因此，研究當(dāng)前新疆城鄉(xiāng)收入差距，對實(shí)現(xiàn)新疆跨越式發(fā)展與長治久安都有著十分重要的現(xiàn)實(shí)意義。 本文的核心內(nèi)容是比較分析城鄉(xiāng)居民收入差距，立足于新疆經(jīng)濟(jì)社會(huì)發(fā)展現(xiàn)狀，采用文獻(xiàn)研究、定性與定量分析、實(shí)證分析與規(guī)范分析相結(jié)合的方法，結(jié)合新疆統(tǒng)計(jì)年鑒、新疆各地州統(tǒng)計(jì)公報(bào)內(nèi)容提取相關(guān)數(shù)據(jù)，進(jìn)行城鎮(zhèn)居民與農(nóng)村居民家庭收入來源分析、全國31省市城鄉(xiāng)居民收入差距比較分析、新疆14地州城鄉(xiāng)居民收入差距比較分析，采用因子分析法基于時(shí)間序列數(shù)據(jù)對城鄉(xiāng)收入差距的變化趨勢進(jìn)行綜合分析。 城鄉(xiāng)居民收入差距分析的出發(fā)點(diǎn)和立足點(diǎn)是在于解決進(jìn)一步有效縮小城鄉(xiāng)收入差距問題。通過分析中找出城鄉(xiāng)居民收入差距形成的自然、經(jīng)濟(jì)、政策、人文和社會(huì)環(huán)境等各個(gè)方面的原因。最后結(jié)合新疆實(shí)際情況，提出縮小新疆城鄉(xiāng)居民收入差距的對策和建議。堅(jiān)持可持續(xù)發(fā)展理念；增強(qiáng)經(jīng)濟(jì)實(shí)力；改革政策制度；不斷完善城鄉(xiāng)的社會(huì)保障制度體系；抓好教育工程。
[Abstract]:Since the reform and opening up, China's economic strength has been continuously improved, the people's living standards have been greatly improved, but the income gap between urban and rural residents has been widening. This phenomenon not only affects the social stability but also restricts the development of economic construction. At present, in the new historical period, the 18th National Congress of the Party proposed to achieve the goal of doubling the gross domestic product (GDP) and per capita income of urban and rural residents as compared with 2010 by 2020. Xinjiang occupies an important strategic position in our country. It is not only a minority area, but also one of the provinces with relatively large number of poor people. The further expansion of income gap will become the cause of a series of social contradictions. Therefore, it is of great practical significance to study the income gap between urban and rural areas in Xinjiang. The core content of this paper is to compare and analyze the income gap between urban and rural residents, based on the current situation of economic and social development in Xinjiang, using the methods of literature research, qualitative and quantitative analysis, empirical analysis and normative analysis, combined with the Xinjiang Statistical Yearbook. Relevant data are extracted from the statistical bulletin of all the states in Xinjiang, the income sources of urban and rural residents are analyzed, the income gap between urban and rural residents in 31 provinces and cities in China is compared and analyzed, and the income gap between urban and rural residents in 14 prefectures of Xinjiang is compared and analyzed. Factor analysis is used to analyze the trend of income gap in urban and rural areas based on time series data. The starting point and foothold of the analysis of income gap between urban and rural residents is to solve the problem of further effectively narrowing the income gap between urban and rural areas. Through the analysis, we find out the natural, economic, policy, humanities and social environment of the income gap between urban and rural residents. Finally, according to the actual situation in Xinjiang, the paper puts forward some countermeasures and suggestions to narrow the income gap between urban and rural residents in Xinjiang. Adhere to the concept of sustainable development; strengthen the economic strength; reform the policy system; constantly improve the urban and rural social security system; grasp the education project.
