【摘要】：創(chuàng)新驅(qū)動發(fā)展已成為當前我國實施的重要戰(zhàn)略之一。在實踐中,我國創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略的實施還面臨著科技創(chuàng)新資源分離、分散、分割,傳統(tǒng)發(fā)展模式根深蒂固,利益驅(qū)動因素難以改變,科技成果轉(zhuǎn)化率低等創(chuàng)新驅(qū)動動力不足的問題。從系統(tǒng)論角度研究創(chuàng)新驅(qū)動發(fā)展系統(tǒng)動力,確定動力源及其作用機制,對于促進創(chuàng)新驅(qū)動發(fā)展系統(tǒng)內(nèi)在運行機制完善具有重要作用。首先,本文在系統(tǒng)梳理相關(guān)理論研究的基礎(chǔ)上對創(chuàng)新驅(qū)動發(fā)展系統(tǒng)作理論分析,研究創(chuàng)新驅(qū)動發(fā)展系統(tǒng)的內(nèi)涵及自組織特性;基于對創(chuàng)新驅(qū)動系統(tǒng)自組織特性,引入自組織理論,通過對創(chuàng)新驅(qū)動發(fā)展系統(tǒng)演化過程分析,把創(chuàng)新驅(qū)動發(fā)展系統(tǒng)動力機制分為動力觸發(fā)機制、動力擴散機制、動力有序機制;在此基礎(chǔ)上,引入系統(tǒng)動力學理論,構(gòu)建創(chuàng)新驅(qū)動發(fā)展系統(tǒng)動力機制模型,從微觀角度進一步分析創(chuàng)新驅(qū)動發(fā)展系統(tǒng)要素間相互反饋作用關(guān)系;最后以陜西省為例,對所構(gòu)建的創(chuàng)新驅(qū)動發(fā)展系統(tǒng)動力機制模型進行仿真分析,針對陜西省創(chuàng)新驅(qū)動發(fā)展存在研發(fā)經(jīng)費投入強度持續(xù)下降,企業(yè)主體地位尚未確立,科技成果轉(zhuǎn)化率低,產(chǎn)學研合作水平還需要加強等問題,分析財政科技投入增長率、知識創(chuàng)新成果轉(zhuǎn)化率、研發(fā)項目增長率在系統(tǒng)中的重要作用,提出創(chuàng)新財政支持、強化企業(yè)創(chuàng)新主體地位、推動產(chǎn)學研協(xié)同創(chuàng)新、提高科技中介服務水平等增強陜西創(chuàng)新驅(qū)動發(fā)展動力的相關(guān)建議。
[Abstract]:Innovation-driven development has become one of the most important strategies in China. In practice, the implementation of innovation-driven development strategy in China is also faced with the problems of separation, decentralization and division of scientific and technological innovation resources, deep-rooted traditional development model, difficult to change the interest-driven factors, and low conversion rate of scientific and technological achievements. It is very important to study the motive force of innovation-driven development system and determine the motive force and its mechanism from the perspective of unification theory for improving the internal operation mechanism of innovation-driven development system. Based on the self-organizing characteristics of innovation-driven system, this paper introduces the self-organizing theory, analyzes the evolution process of innovation-driven development system, and divides the dynamic mechanism of innovation-driven development system into dynamic triggering mechanism, dynamic diffusion mechanism and dynamic ordering mechanism. On this basis, the system dynamics theory is introduced to construct innovation. Finally, taking Shaanxi Province as an example, the dynamic mechanism model of the innovation-driven development system is simulated and analyzed, and the R&D investment intensity of the innovation-driven development in Shaanxi Province is sustained. This paper analyzes the important role of the growth rate of financial investment in science and technology, the transformation rate of knowledge innovation achievements and the growth rate of R&D projects in the system, puts forward the innovative financial support, strengthens the main position of enterprise innovation, and promotes the collaborative creation of industry, University and research. New proposals to enhance the level of technology intermediary services and enhance the driving force of innovation driven development in Shaanxi.
