【摘要】：發(fā)展理念就是發(fā)展觀,是人們對經(jīng)濟社會發(fā)展戰(zhàn)略總的看法和根本觀點。發(fā)展理念包含在一系列具體的發(fā)展政策、發(fā)展戰(zhàn)略、發(fā)展思路及發(fā)展過程中。自改革開放以來內(nèi)蒙古在三十多年的發(fā)展過程中,在不同的歷史條件下,制定和實施了一系列經(jīng)濟社會發(fā)展思路。這些發(fā)展思路又可以稱作發(fā)展戰(zhàn)略、發(fā)展規(guī)劃。這些發(fā)展思路在不同的歷史條件,對內(nèi)蒙古的經(jīng)濟社會發(fā)展起到了巨大的推動作用,然而由于歷史條件的局限性,這些發(fā)展戰(zhàn)略、發(fā)展規(guī)劃或思路不可避免的存在著不足。黨的十八大以來,面對錯綜復(fù)雜的國際國內(nèi)環(huán)境,自治區(qū)黨委審時度勢,著眼于全國發(fā)展大局,堅持馬克思列寧主義、毛澤東思想和中國特色社會理論體系,認真貫徹落實黨的十八大精神和全國“兩會,,精神,及時提出和制定了“8337”發(fā)展戰(zhàn)略。內(nèi)蒙古“8337"發(fā)展思路不僅是十八大精神的貫徹落實,科學(xué)發(fā)展觀的進一步體現(xiàn),更是對內(nèi)蒙古以往提出的經(jīng)濟社會發(fā)展戰(zhàn)略的反思。內(nèi)蒙古“8337”發(fā)展思路中蘊含著一系列新的發(fā)展理念。這些發(fā)展理念與后來中央十八屆五中全會提出的“創(chuàng)新、協(xié)調(diào)、綠色、開放、共享”的發(fā)展理念精神吻合,因此,對今后內(nèi)蒙古的發(fā)展有著重要的指導(dǎo)意義。本文首先介紹了內(nèi)蒙古“8337”發(fā)展思路提出的背景和主要內(nèi)容,而后對內(nèi)蒙古自治區(qū)自改革開放以來提出的發(fā)展戰(zhàn)略或規(guī)劃進行梳理,主要有“林牧為主、多種經(jīng)營”、“念草木經(jīng)、興畜牧業(yè),,、“宜農(nóng)則農(nóng)、宜牧則牧、宜林則林、宜工則工”、“資源轉(zhuǎn)換戰(zhàn)略”、“兩帶一區(qū),,沿邊發(fā)展戰(zhàn)略、“五大戰(zhàn)略”、“一線”、“三區(qū)”、“十大工程”發(fā)展戰(zhàn)略等,并分析其所包含的發(fā)展理念與不足。在此基礎(chǔ)上將內(nèi)蒙古“8337”發(fā)展思路與內(nèi)蒙古以往的發(fā)展戰(zhàn)略比較研究,分析“8337”發(fā)展思路與內(nèi)蒙古以往發(fā)展規(guī)劃和戰(zhàn)略的不同,進而著重闡述內(nèi)蒙古“8337”發(fā)展思路所蘊含的新理念。以此為前提探究實施過程中所面臨的主要問題及解決策略,闡述“8337,,發(fā)展思路的實施對國家和內(nèi)蒙古的重大意義。
[Abstract]:The concept of development is the concept of development, is the general view of economic and social development strategy and the fundamental point of view. The concept of development is contained in a series of specific development policies, development strategies, development ideas and development process. Since the reform and opening up, Inner Mongolia has formulated and implemented a series of economic and social development ideas under different historical conditions in the development process of more than 30 years. These development ideas can also be called development strategies, development planning. These development ideas have played a great role in promoting the economic and social development of Inner Mongolia in different historical conditions. However, due to the limitations of historical conditions, these development strategies, development plans or ideas are inevitably inadequate. Since the 18th National Congress of the Party, in the face of the complicated international and domestic environment, the regional party committees have judged the situation, focused on the overall situation of national development, and adhered to Marxism-Leninism, Mao Zedong thinking and the social theoretical system with Chinese characteristics. Conscientiously implement the spirit of the 18th National Congress of the Party and the spirit of the "two sessions", and promptly put forward and formulate the "8337" development strategy. The development thought of "8337" in Inner Mongolia is not only the implementation of the spirit of the 18th National Congress of Inner Mongolia, the further embodiment of the scientific concept of development, but also the reflection of the economic and social development strategy put forward by Inner Mongolia in the past. Inner Mongolia "8337" contains a series of new development ideas. These development ideas coincide with the spirit of "innovation, coordination, green, openness and sharing" put forward by the Fifth Plenary session of the 18th Central Committee of the CPC Central Committee. Therefore, they have important guiding significance for the development of Inner Mongolia in the future. This paper first introduces the background and main contents of Inner Mongolia's "8337" development thinking, and then combs the development strategy or plan put forward by Inner Mongolia Autonomous region since the reform and opening up. "to read the scriptures of vegetation and trees, to develop animal husbandry," suitable for agriculture, "suitable for animal husbandry," suitable for forestry, "for industry," strategy for resource conversion, "two belts, one area, one border development strategy," five strategies, "one line", and "three districts," The development strategy of "Ten projects" is analyzed, and its development concept and deficiency are analyzed. On this basis, the paper compares the development ideas of Inner Mongolia "8337" with Inner Mongolia's previous development strategies, and analyzes the differences between "8337" development ideas and Inner Mongolia's previous development plans and strategies. Furthermore, the new idea contained in Inner Mongolia's "8337" development train of thought is expounded emphatically. On this premise, this paper probes into the main problems and solving strategies in the course of implementation, and expounds the great significance of the implementation of the development train of thought to the country and Inner Mongolia.
