論京津冀地區(qū)制度協(xié)同發(fā)展的困境與思路

【摘要】:根據(jù)制度經(jīng)濟(jì)學(xué)理論,有效的制度安排是改善生產(chǎn)力、提高要素配置效率的主要原因,制度設(shè)計(jì)的優(yōu)劣以及協(xié)同性的高低在某種程度上決定著區(qū)域經(jīng)濟(jì)發(fā)展的質(zhì)量。多年來,京津冀地區(qū)協(xié)同發(fā)展一直躊躇不前,其主要原因在于制度設(shè)計(jì)協(xié)同的滯后。盡管京津冀三地協(xié)同發(fā)展對(duì)各地均有好處,卻因有效制度供給不足,個(gè)體利益與集體利益不能協(xié)同,博弈行為主體談判地位不對(duì)等,傳統(tǒng)制度設(shè)計(jì)的路徑依賴固化既有利益格局,導(dǎo)致市場分割狀態(tài)依舊,既無法實(shí)現(xiàn)資源和生產(chǎn)要素的最優(yōu)配置,也無法充分發(fā)揮市場機(jī)制的作用,進(jìn)而形成了集體行動(dòng)難題。而要進(jìn)一步推動(dòng)三地合作進(jìn)程,創(chuàng)造京津冀協(xié)同發(fā)展的良好制度環(huán)境,必須構(gòu)建制度協(xié)同體系,強(qiáng)化制度設(shè)計(jì)體系中利益的協(xié)同性,強(qiáng)化制度供求結(jié)構(gòu)的有效性與均衡性,強(qiáng)化政府在制度供給中權(quán)力行為的邊界性。
[Abstract]:According to the theory of institutional economics, effective institutional arrangement is the main reason for improving productivity and improving the efficiency of allocation of elements. The quality of regional economic development is determined to some extent by the merits of system design and the level of synergy. For many years, the coordinated development of Beijing-Tianjin-Hebei region has been hesitant, the main reason lies in the lag of system design coordination. Although the coordinated development of the three places of Beijing, Tianjin and Hebei is beneficial to all regions, due to the insufficient supply of effective institutions, the individual interests and collective interests cannot be coordinated, and the bargaining status of the game actors is not equal. The path dependence of the traditional system design solidifies the existing benefit pattern, resulting in the market segmentation state remains the same, which can not realize the optimal allocation of resources and factors of production, nor give full play to the role of the market mechanism, and then form a collective action problem. In order to further promote the process of cooperation among the three places and create a good institutional environment for the coordinated development of Beijing-Tianjin-Hebei, we must construct a system of institutional coordination, strengthen the synergy of interests in the institutional design system, and strengthen the effectiveness and balance of the structure of institutional supply and demand. Strengthen the boundary of the government's power behavior in the system supply.
