【摘要】：就國際形勢而言,全球貿(mào)易格局發(fā)生深刻變化,國際市場需求持續(xù)疲弱、多邊貿(mào)易談判進展困難等影響國際貿(mào)易發(fā)展的不確定性因素增多;就國內(nèi)形勢來看,中西部各省市間外向型經(jīng)濟競爭加劇,加之中部地區(qū)傳統(tǒng)競爭優(yōu)勢削弱,湖北面臨著復(fù)雜多變的對外開放形勢。然而,隨著長江經(jīng)濟帶、“一帶一路”、長江中游城市群等國家戰(zhàn)實施,湖北省在我國構(gòu)建全方位、高層次、寬領(lǐng)域?qū)ν忾_放新格局中的作用顯得尤為重要。同時,湖北省實現(xiàn)“建成支點、走在前列”的目標也對發(fā)展外向型經(jīng)濟提出了新要求。因此,在新形勢、新要求下,全面分析湖北省外向型經(jīng)濟發(fā)展的現(xiàn)狀、問題、成因,有利于發(fā)現(xiàn)比較優(yōu)勢,明確發(fā)展方向,為該地區(qū)外向型經(jīng)濟發(fā)展提供政策建議,也為推進區(qū)域和全國對外開放做出貢獻。首先,文章分析了國內(nèi)外有關(guān)開放型經(jīng)濟發(fā)展和評價的研究,在該研究基礎(chǔ)上,總結(jié)出如何發(fā)展外向型經(jīng)濟及對其水平的評價方法;其次,回顧了1980年以來湖北省外向型經(jīng)濟發(fā)展歷程,又從開放基礎(chǔ)、開發(fā)規(guī)模、開放結(jié)構(gòu)、開放效益、開放潛力進行了現(xiàn)狀分析;然后選取以上五個方面24個指標構(gòu)建評價模型,對湖北省、四川省、河南省進行定量比較分析,發(fā)現(xiàn)湖北年近年來開放基礎(chǔ)、開放潛力增強,存在開放規(guī)模較小、開放結(jié)構(gòu)不優(yōu)、開放效益較差等問題;隨后,總結(jié)出湖北省外向型經(jīng)濟發(fā)展存在對外開放整體水平不足、外貿(mào)外資規(guī)模小及結(jié)構(gòu)差等主要問題,并從區(qū)位、政策、市場、環(huán)境等角度對造成這些問題的原因作了分析,同時,也對當前面臨的基本宏微觀形勢做了判斷。依據(jù)上面的分析,文章提出了新形勢下促進湖北省外向型經(jīng)濟發(fā)展的基本對策:在發(fā)展外向型經(jīng)濟的過程中,湖北省應(yīng)該以推進產(chǎn)業(yè)轉(zhuǎn)型升級,促進對外貿(mào)易優(yōu)化升級為核心,緊抓中國(湖北)自貿(mào)區(qū)發(fā)展契機,加快推進交通、園區(qū)、口岸、環(huán)境等軟硬件設(shè)施及其功能配套建設(shè),有序引導(dǎo)吸引和利用國內(nèi)外資本的規(guī)模擴大和層次提高,攜手國內(nèi)外區(qū)域在經(jīng)濟、文化、旅游、勞務(wù)等領(lǐng)域進行深入交流與合作等來提高對外開放的整體水平,從而促進外向型經(jīng)濟發(fā)展。
[Abstract]:As far as the international situation is concerned, profound changes have taken place in the global trade pattern, the international market demand has remained weak, and the uncertainties affecting the development of international trade have increased, such as the difficulties in the progress of multilateral trade negotiations. From the point of view of the domestic situation, With the intensification of export-oriented economic competition among central and western provinces and the weakening of traditional competitive advantage in central China, Hubei is facing a complicated and changeable situation of opening up to the outside world. However, with the implementation of the Yangtze River economic belt, "Belt and Road" and the urban agglomeration in the middle reaches of the Yangtze River, Hubei Province plays an important role in the construction of a new pattern of opening to the outside world in all directions, high levels and wide fields in China. At the same time, the realization of the goal of "building fulcrum and leading the way" in Hubei Province also puts forward new requirements for the development of export-oriented economy. Therefore, under the new situation and new requirements, the present situation, problems and causes of the export-oriented economy development in Hubei Province are comprehensively analyzed, which is conducive to discovering comparative advantages, defining the direction of development, and providing policy recommendations for the development of export-oriented economy in the region. It has also contributed to the promotion of regional and national opening to the outside world. First of all, the paper analyzes the research on the development and evaluation of open economy at home and abroad. On the basis of the research, it summarizes how to develop the export-oriented economy and how to evaluate its level. This paper reviews the development course of export-oriented economy in Hubei Province since 1980, and analyzes the present situation of Hubei Province from the aspects of opening foundation, development scale, open structure, open benefit and opening potential, and then selects the above five indexes to construct the evaluation model. Through quantitative comparative analysis of Hubei Province, Sichuan Province and Henan Province, it is found that Hubei Province in recent years has the opening foundation, the opening potential is enhanced, the opening scale is small, the opening structure is not excellent, and the opening benefit is poor, and so on. This paper sums up the main problems in the development of export-oriented economy of Hubei Province, such as insufficient level of opening to the outside world, small scale of foreign trade and poor structure, and analyzes the causes of these problems from the point of view of location, policy, market, environment and so on, at the same time, At the same time, the basic macro and micro situation is judged. Based on the above analysis, the paper puts forward the basic countermeasures to promote the development of export-oriented economy in Hubei Province under the new situation: in the process of developing export-oriented economy, Hubei should take the promotion of industrial transformation and upgrading, and promote the optimization and upgrading of foreign trade as the core. Seize the opportunity for the development of China's (Hubei) free trade zone, speed up the construction of hardware and software facilities, such as transportation, parks, ports, and environment, and support their functions, and orderly guide the expansion and enhancement of the scale and level of attracting and utilizing domestic and foreign capital. In order to improve the overall level of opening to the outside world and promote the development of export-oriented economy, it is necessary to carry out in-depth exchanges and cooperation in the fields of economy, culture, tourism, labor service and so on in order to improve the overall level of opening to the outside world.
