【摘要】：以產(chǎn)業(yè)政策無用論和功能性產(chǎn)業(yè)政策主導(dǎo)說為代表的產(chǎn)業(yè)政策批判,由于混淆了產(chǎn)業(yè)政策理論的抽象性和一般性與產(chǎn)業(yè)政策實踐的具體性和豐富性、面向歷史的實證意義上的產(chǎn)業(yè)政策的合理性與面向未來的診斷意義上的產(chǎn)業(yè)政策的有效性之間的聯(lián)系和邊界,而對理論發(fā)展和實踐指導(dǎo)形成誤導(dǎo)。不應(yīng)以中國過去產(chǎn)業(yè)政策的效果不顯著、無效或負(fù)效應(yīng)而否定產(chǎn)業(yè)政策本身的合理性以及未來通過改革和調(diào)整而提升中國產(chǎn)業(yè)政策積極效應(yīng)的空間和可能性。產(chǎn)業(yè)政策的本質(zhì)就是要通過結(jié)構(gòu)性的或歧視性的措施適度干預(yù)市場結(jié)構(gòu)和價格來解決市場本身不能有效解決的外部性問題、多主體協(xié)調(diào)問題和系統(tǒng)失敗問題。中國的產(chǎn)業(yè)政策研究亟須超越"產(chǎn)業(yè)政策是否有效"的形而上討論,在吸收和
[Abstract]:The criticism of industrial policy, represented by the useless theory of industrial policy and the leading theory of functional industrial policy, confuses the abstract and generality of industrial policy theory with the concreteness and richness of industrial policy practice. The relationship and boundary between the rationality of industrial policy in the sense of historical demonstration and the validity of industrial policy in the sense of future diagnosis mislead the development of theory and the guidance of practice. We should not deny the rationality of the industrial policy itself and the space and possibility of promoting the positive effect of China's industrial policy through reform and adjustment on the basis of the fact that the effect of China's past industrial policy is not remarkable, invalid or negative. The essence of industrial policy is to intervene the market structure and price appropriately through structural or discriminatory measures to solve the problems of externality, multi-agent coordination and system failure which cannot be effectively solved by the market itself. It is urgent for China's industrial policy research to go beyond the metaphysical discussion of "whether industrial policy is effective".
