【摘要】：改革開(kāi)放以來(lái)中國(guó)扶貧實(shí)踐經(jīng)歷了改革推動(dòng)減貧階段、規(guī)模攻堅(jiān)扶貧階段、綜合扶貧開(kāi)發(fā)階段、精準(zhǔn)扶貧脫貧攻堅(jiān)階段,對(duì)扶貧實(shí)踐的歷史演進(jìn)進(jìn)行系統(tǒng)的總結(jié),有助于厘清扶貧實(shí)踐與理論的發(fā)展脈絡(luò),認(rèn)識(shí)扶貧開(kāi)發(fā)中的失效及原因。當(dāng)前我國(guó)扶貧開(kāi)發(fā)進(jìn)入脫貧攻堅(jiān)的決勝階段,打贏脫貧攻堅(jiān)戰(zhàn)的正確選擇是精準(zhǔn)扶貧。該文認(rèn)為,在理解精準(zhǔn)扶貧的生成邏輯、把握精準(zhǔn)扶貧的實(shí)現(xiàn)路徑基礎(chǔ)上,以問(wèn)題導(dǎo)向不斷完善精準(zhǔn)扶貧體制機(jī)制,推動(dòng)新時(shí)期精準(zhǔn)扶貧的制度建設(shè)與理論創(chuàng)新,從而更加有力地推動(dòng)新時(shí)期社會(huì)主義扶貧實(shí)踐。
[Abstract]:Since the reform and opening up, China's poverty alleviation practice has experienced the stage of reform and poverty reduction, the stage of large-scale poverty alleviation, the stage of comprehensive poverty alleviation and development, the stage of precision poverty alleviation and key relief, and the systematic summary of the historical evolution of poverty alleviation practice. It is helpful to clarify the development of poverty alleviation practice and theory, and to understand the failure and reasons in poverty alleviation and development. At present, the development of poverty alleviation in our country has entered the decisive stage of overcoming poverty and difficulty, and the correct choice to win the battle against poverty is precision poverty alleviation. The paper holds that on the basis of understanding the generative logic of precision poverty alleviation, grasping the realization path of precision poverty alleviation, improving the system and mechanism of precision poverty alleviation with problem orientation, promoting the system construction and theoretical innovation of precision poverty alleviation in the new period, Thus more vigorously promote the socialist poverty alleviation practice in the new period.
